4 1. Introduction NTT DOCOMO, INC. (hereinafter referred to as "DOCOMO") shall procure products taking into account their impact on the environment (green procurement). The NTT DOCOMO Guidelines for Green Procurement (hereafter referred to as these Guidelines ) describe DOCOMO s basic stance toward green procurement and establish criteria that DOCOMO requests all suppliers to follow concerning their activities and products in order to reduce impact on the environment. 2. Basic Stance and Activities As a corporation that operates social infrastructure, DOCOMO recognizes that it must always support the building of a social system that is oriented toward environmental preservation. Based on this philosophy and the DOCOMO Global Environment Charter, DOCOMO considers environmental preservation in all areas of its business activities with the aim to realize a society that recycles. DOCOMO is also formulating the DOCOMO Group Environmental Declaration describing DOCOMO s vision for the future and the Green Action Plan 2030 outlining environmental goals of the DOCOMO Group for To achieve environmental preservation in the procurement of materials, DOCOMO believes it is essential to minimize impact on the environment in the entire lifecycle of products including manufacturing, distribution, use, disposal, and recycling. DOCOMO is therefore promoting green procurement with the understanding and cooperation of all suppliers. DOCOMO is striving to preserve the global environment by actively procuring environmentally-friendly products from suppliers that consider the environment. DOCOMO Global Environmental Charter Basic Philosophy The NTT DOCOMO Group views global environmental problems as important issues to be addressed by management. By developing and providing services centered on the mobile ICT, we will stimulate innovation in diverse aspects of lifestyle and business, and work with customers to support society s efforts to protect the environment. We will also work to reduce the environmental impacts of our business activities. Basic Policy Conduct Business with the Environment in Mind - Actively promote businesses contributing to reducing environmental impact through the provision of ICT services. - In all business activities, curb emissions of greenhouse gases, conduct proper management of hazardous materials, and encourage resource conservation by promoting the three Rs (Reduce, Reuse, and Recycle). Strengthen Environmental Management -Comply with all environmental laws and regulations and through environmental management systems avoid risk and continuously improve performance. 4

5 Promote Environmental Communication - Promote environmental activities in cooperation with business partners, throughout all processes: procurement, research and development, sales, and after-sales services. - Disclose accurate environmental information to help others understand the DOCOMO Group s environmental activities, and use feedback received to improve these activities. - Enhance environmental awareness through the environmental training of employees and communication among all corporate levels and departments. Preserve Biodiversity - Understand the relationship between biodiversity and our business activities and promote initiatives to preserve biodiversity for future generations. DOCOMO Group s Environmental Declaration and Green Action Plan Applicable Scope These guidelines apply to telecommunication facilities and equipment and terminal products to be procured by DOCOMO. 4. Definitions of Terms Definitions of terms used in this guideline are either given below or taken from JIS Q and/or ISO (1) EMAS An eco-management and audit scheme based on EU rules. (2) KES, EcoAction 21, Eco-Stage Environmental management systems that can easily be used by small and medium-sized enterprises. (3) IEC62474 International standards governing the order of procedures for disclosing materials containing chemical substances, established by the Internal Electrotechnical Commission (IEC). Issued in March (4) JAMP Abbreviation for Joint Article Management Promotion-consortium. Founded in September 2006 as an organization promoting activities across the industry. (5) chemsherpa A new scheme for disseminating information on materials containing chemical substances in Japan, developed under leadership from the Ministry of Economy, Trade and Industry, and managed by JAMP. (6) RoHS (Restriction on Hazardous Substances) Toxic substances whose use was controlled by the EU (European Union) on July 1,

6 Use of certain hazardous substances in electrical and electronic equipment is prohibited. Six prohibited substances include lead, cadmium, hexavalent chromium, mercury, polybrominated biphenyls, and polybrominated diphenylethers. (7) REACH (Registration, Evaluation, Authorization and Restriction of CHemicals) Regulations on harmful substances enacted by the European Union (EU) on July 1, 2006, to manage chemical substances for the sake of human health and environmental protection. Governs not only chemicals but also molded articles. (8) Product assessment As used in this document, process implemented to reduce the environmental impact of a product through assessment of its impact on the environment during the following product implementation phases: parts and materials procurement, production, distribution, consumption, recycling, and disposal; and to modify design of the product if necessary. (9) Industrial wastes specified as hazardous Wastes stipulated in clause 4 of article 2 in the Cabinet Order of Waste Management and Public Cleansing Law 5. Activities by Suppliers <Requirements> (1) Establishment of an environmental management system As an initiative to reduce environmental impact in business activities, it will be necessary to construct an environmental management system and have it certified by a third party. 1) ISO ) EMAS, KES, EcoAction 21, or Eco-Stage, etc. When a company establishes its own system, the company must obtain third-party certification, and the system must contain the following five items: 1) Environmental policy 2) Environmental purpose and target 3) Environmental management system and administrator 4) Environmental education for employees 5) Abide by environment-related laws and regulations (2) Submission of check sheets on activities related to the environment Suppliers will be required to submit an Environmental Activities Check Sheet that was separately established following green procurement standards. In addition, suppliers will be required to submit any changes in their responses as they occur. <Requests> (1) Exercise green procurement and purchasing Suppliers establish and implement a system that promotes green procurement and green purchasing. 6

7 (2) Information disclosure Suppliers establish and implement a system to publicize environmental information and disclose information at the request of third parties. (3) Reduction of environmental impact related to business activities Suppliers are requested to promote the reduction of CO 2 emissions and waste by adopting such measures as modal shift, smaller designs, cooperative delivery, and recycling; saving energy and resources; and using renewable energy, preserving water resources, and giving consideration to and preserving biodiversity. (4) Upstream initiatives With respect to requests (1) - (3), since actions to reduce environmental impact will be required throughout the supply chain, suppliers are requested to require their upstream suppliers to engage in actions that reduce environmental impact. 6. Reduction of environmental impact related to products <Requirements> (1) Materials containing chemical substances subject to prohibitions, restrictions, and requirements to report or display Please strictly adhere to the thresholds (including use prohibitions, restrictions, reports, or labeling) established for each chemical substance, following both overseas and domestic treaties, laws, regulations, and controls based on the IEC62474 international standards. With respect to exemptions, please refer to the most recent legal restraints such as the latest RoHS directives. In addition, limited to telecommunications equipment, the substances indicated in Attachment Table 1, Exemptions from totally prohibited substances are applied (Exempted items will be revised as needed to reflect domestic trends or other factors). ( chemsherpa Reference URL: Reporting format: Submit using one of the following: 1) chemsharpa-ai data 2) Attached Response to Identification on Chemical Substances Contained in Products Products requiring reports: Any products contained in requests from DOCOMO. If any information provided in the survey changes, please report those changes as they occur. * Depending on the requirements of the business partner, we may ask the supplier to submit a Non-use certificate or a Self declaration of compliance for each chemical substance to certify that the contained substance does not exceed the threshold. (3) Construction of a system for the management of chemical substances in products Please construct and operate a system for managing the chemical substances in products in 10

11 accordance with JIS Z 7201:2012 Management of Chemical Substances in Products Principles and Guidelines and Guidelines for the management of chemical substances in products established by the Joint Article Management Promotion-consortium (JAMP). Items that must be implemented in the management of chemical substances in products: 1) Management of Chemical Substances in Products in General Establish a system for managing chemical substances in products, document the system, implement it, maintain it, and continuously improve it. 2) Representation of the Management Policy of Chemical Substances in Products Establish policies for managing chemical substances in products and clarify that they are being appropriately implemented. Revise the policies when required due to revisions in legal restrictions, and maintain them. 3) Planning 3)-1. Defining the management criteria of chemical substances in products Establish standards for the management of chemical substances in products in response to customer demands, related legal restrictions and industry standards, and ensure that they are clear. In addition, maintain and manage the latest information on legal restrictions and industry standards. 3)-2. Target and Implementation Plan Set goals concerning the management of chemical substances in products, and establish and maintain plans for implementing and achieving those goals. Also review and revise the goals and plans as needed. 3)-3. Defining Responsibility and Authority To implement effective management of chemical substances in products, establish clear responsibilities and authorities. 3)-4. Internal Communication Establish procedures for internal communications, and notify related divisions concerning policies, standards for managing chemical substances in products, goals, implementation plans, responsibilities, and authorities. 4) Operation and Management 4)-1. Operation and Management in General Implement the management of chemical substances in products at each stage of design, development, purchasing, manufacturing and delivery, so that products can meet the standards governing the management of chemical substances in products. 4)-2. Management of Chemical Substances in Products at Design and Development In the design and development stage, clarify the management standards related to the chemical substances in products at each stage of procurement, manufacturing, and delivery 11

12 for individual products and business conditions, so that each product satisfies the management standards for chemical substance in products. 4)-3. Management of Chemical Substances in Products at Purchasing 4)-3.1 Collection and Verification of Information of Chemical Substances in Products Indicate the management standards related to the chemical substances in products in purchasing to suppliers, and obtain information on the chemical substances in products. Also ensure that management standards are being satisfied, and record the results. Information on chemical substances in products that adhere to management standards must be obtained and checked by the time manufacturing starts. 4)-3.2 Verification of the Management Status of Chemical Substances in Products at Supplier When selecting a supplier, check the supplier s situation concerning their management of chemical substances in products and record it. Even when transactions with a supplier are ongoing, the situation concerning their management of chemical substances in products must be checked again and recorded as needed. Countermeasures when a supplier cannot satisfy the management standards must be defined in advance. 4)-3.3 Management of Chemical Substances in Products at Receiving Supplied products must also be checked to ensure they satisfy management standards, and the results must be recorded. 4)-4. Management of Chemical Substances in Products for the Manufacturing Process 4)-4.1 Management of Chemical Substances in Products for the Manufacturing Process in General Manage the manufacturing process based on management standards related to chemical substances in products during the manufacturing process, and record the results. 4)-4.2 Prevention of Contamination by Incorrect Use or Admixture Implement measures aimed at preventing the incorrect use or contamination of chemical substances, as stipulated in the management standards of chemical substances in products. 4)-5. Management at Delivery Once it has been confirmed that the chemical substances in products at delivery satisfy the management standards, the results must be recorded and the products can then be accepted. At delivery or during the manufacturing process, check again to ensure that all check list items established in advance have been implemented. Manage warehoused products as well to ensure that no errors have been made at delivery and no contamination has occurred. 4)-6. Verification of the Management Status of Chemical Substances in Products at Outsourcing In the event that product design, development, manufacturing or other process stage has been outsourced to another organization, check the organization s situation concerning their management of chemical substances in products to ensure that they strictly adhere 12

13 to the management standards for these substances, and record the results. 4)-7. Traceability Ensure the traceability of information on chemical substances using appropriate means to understand the information related to chemical substances in products and promptly use, disclose, and disseminate the information. 4)-8. Exchange of Information with the Customer Clarify effective methods for exchanging information with customers, implement them, and record the details. a) Laws, regulations and the industry criteria that are required by the customer to comply b) Information of chemical substances in products c) Information on the management of chemical substances in products In the event that changes occur in the information on chemical substances in products, that information must be disseminated in advance to customers. 4)-9. Change Management Identify elements of change that can possibly influence chemical substances governed under the management standards for chemical substances in products. For those changes, use appropriate means to check changes in information on chemical substances in products, and before implementing the changes, check to ensure that they satisfy the management standards for chemical substances in products. Set down in writing the procedures for managing changes, and record the results when the changes are made. 4)-10. Response to Occurrence of Nonconformity Establish methods for contacting in-house staff and for contacting and taking emergency measures aimed at suppliers, outsourced manufacturers, and customers, in the event that nonconformity occurs with respect to chemical substances in products, and document the methods. After taking the emergency measures, identify the cause, decide on necessary measures, and then implement the measures to prevent reoccurrences. Take proactive measures to prevent nonconformities before they occur. Keep records of responses to nonconformity. 5) Management of Human Resources, Documentation and Information 5)-1. Education and Training Establish details for each item of operation management concerning the education and training required for the management of chemical substances in products. Identify the tasks and required staff related to the management of chemical substances in products, implement the necessary education and training, and keep records. 5)-2. Management of Documents and Records Manage documents that include procedures and records that were required in items of this guideline stipulating procedures for setting details in writing or recording results, or 13

14 that were deemed necessary by individual companies. 6) Evaluation and Improvement of Implementation Status Conduct regular evaluations of the situation concerning the management of chemical substances in products. Implement corrective measures concerning items where such measures are necessary. Record the results of evaluations and corrective measures, and report them to top management associated with the management of chemical substances in products. Top management associated with the management of chemical substances in products must then review the results of those evaluations and corrective measures. <Requests> (1) Reduction of environmental impact related to products Suppliers shall perform product assessment under the system that governs the management of chemical substances in products. Major items that should be considered when performing product assessment are described below. Also, suppliers are requested to voluntarily implement designs, etc. that reduce the impact on the environment. However, requests to reduce environmental impact associated with individual products may be clearly specified as a requirement in the specification. 1) Materials 1)-1 Uniformity of materials The types of materials used in products shall be uniform to the maximum degree practicable. Particularly, types of plastic materials shall be uniform to the maximum degree practicable. 1)-2 Selection of materials When selecting materials for use in products, composite and others materials that impede recycling shall be avoided to the extent practicable; instead, any alternative materials that facilitate such recycling shall be selected. 1)-3 Suppression of use of harmful materials In principle, substances and composite materials must not be used for which specific disposal processing is required or which are designated as toxic industrial waste. When such harmful materials are used in products, suppliers shall clearly indicate the name of the harmful material(s) used and shall explain how to prevent such substances from leaking into the environment while the product is in use, how to separate out the part where such harmful substance is used, and transport, recycle and dispose of the harmful substance upon a request made by a NTT DOCOMO. 2) Fabrication processes to be avoided On plastic materials for use in products, treatment processes such as those enumerated below shall be avoided to the extent practicable so as to facilitate their recycling. 15 Exception: Labels made of the same plastic material as the product to be marked and attached without using adhesive (attached by fusing or other proper means) Mixing of fillers such as for reinforced glass 3) Resource conservation 3)-1 Use of recycled materials Recycled materials shall be used in products to the extent practicable. 3)-2 Reduction of volume The volume of products shall be reduced to the extent practicable. 3)-3 Longer operating life Products and replacement parts shall be made long-lived. 4) Simplicity in disassembly To the extent practicable, products shall have a structure that makes it easy to disassemble them into recyclable parts and recyclable materials. 5) Indication To the extent practicable, products and parts shall display necessary information such as material names by means of methods not being erased so easily in order to recycle or carry out appropriate disposal processing. To the extent possible, plastic molded items used in products and parts shall have an indication or code for material names in accordance with JIS K 6899, JIS K and JIS K 6999 and, in principle, labels shall not be used for indication. 6) Energy conservation Product energy (electricity and fossil fuel) consumption shall be reduced to the extent practicable. Specific equipment specified by the Act on Rational Use of Energy shall have performance that conforms to the said act. Performance that factors should be suppressed shall be the average electric power consumption, heat value, and maximum electric power consumption. Additionally, systems listed as targets in NTT Group Energy Efficiency Guidelines should, in principle, satisfy the energy conservation standard stated in the guideline. 7) Packing materials For packing materials, the following items shall be taken into consideration to the extent practicable. In addition, to reduce the impact on the environment by packaging materials, product construction (design) shall be taken into consideration as well. 7)-1 Construction Packing materials shall be constructed in a way that allows repeated use. 7)-2 Materials Recycled materials shall be used for packing materials and use of the materials shall be the minimum necessary. 7)-3 Indication Indication of the name of packing materials (including plastic materials) shall be labeled using a method that is not easily erased. 8) Disposal manageability 15

16 Products shall be designed in such a way that when products (including packing materials) are processed for final disposal, to the extent possible they do not impact the disposal site and nearby environment. (2) Recycling and disposal methods Suppliers shall create a procedure for product recycling and disposal methods and explain the procedure upon request by a NTT DOCOMO. (Example: Recycling of materials, thermal recycling, and the final disposal method) 7. Assessment of Green Procurement Activities (1) Auditing Auditing with regard to environmental activity status may be conducted as necessary. 8. Other These guidelines are subject to revision as required as the social situation changes or new knowledge emerges. 9.
