2 SECTION A. Project Title Title: Solar Thermal Power Plant by Godawari Green Energy Limited Date: 30/04/2015 Version no.: 3.0 SECTION B. Project description Godawari Green Energy Limited has implemented a 50 MW large-scale grid connected solar thermal power project ( Project activity ) in Jaisalmer district, Rajasthan, India. Project activity comprises of state-of-the-art, environment friendly, solar thermal power generation using parabolic trough technology. Project activity comes under the purview of large-scale, solar thermal power technology based project to be implemented in India. Electricity generated from the project activity is fed to Combined Regional grid i.e. Northern, Eastern, Western, and North-Eastern grids (NEWNE) of India. As a result of commissioning, the gross electricity generation in the project activity is 130,263 MWh/year and the auxiliary electricity consumption in the project activity is 11,397 MWh/year. Accordingly, this project activity is expected to supply 118,866 MWh net electricity to the grid per year and abates 1,131,600 tonnes of Carbon Dioxide emissions, in the project boundary, during the crediting period. Although the operational lifetime of the project activity is 25 years and PP has gone for fixed crediting period of 10 years The project was commissioned on 19/06/2013 and has been operational since then. A more conservative approach has been followed for emissions reductions by taking lower value of emission factor over the period of project activity. The latest emission factor is higher than the emission factor taken at the time of CDM registry at UNFCCC. The CDM date of registration for the Solar Thermal Power Plant by Godawari Green Energy Limited (Project Number: 7379) is December 3, a) The scenario existing prior to the start of implementation of project activity is same as to the baseline scenario. b) Baseline Scenario In the baseline scenario, the equivalent amount of electricity is being generated by the power plants connected with the NEWNE grid. These plants are dominated by the use of fossil fuels to generate electricity. c) Project Scenario In the project scenario, electricity is generated through solar thermal power generation

3 technology. Technology for implementation of project activity has been sourced from reputed international suppliers leading to the transfer of technology. Contribution to the Sustainable Development The project activity will contribute to the sustainable development in India by producing clean renewable electricity for use in the Indian grid. The project will create jobs associated with site construction of the solar thermal power project plant and site facilities. The project is committed to engagement with all local stakeholders and as such a local stakeholder consultation meeting was organised to enable stakeholders concerns to be addressed. The project proponent commits 2% of CERs equivalent towards the welfare of local community leading to sustainable development. Contribution of project activities to the sustainable development is discussed below. 1. Social well-being a) Project activity would create employment opportunities during construction and operation stages. Such opportunities lead to higher income levels leading to removal of social disparities prevalent in Jaisalmer district in Rajasthan. b) As the project activity is located in rural areas of combined regional grid, project activity would help in improvement of necessary basic infrastructure, such as roads. 2. Economic well-being a) The project activity would promote the application of solar energy based power generation Investment which is a significant investment in a green field project in the region. b) Encourage investors to make similar investments in promoting renewable power generation technologies. 3. Environmental well-being a) Project activity has no negative environmental impact as relies on natural solar radiation for power generation. b) Energy generated by the project activity leads to reduction in emission intensity in combined regional grid which otherwise would have been more GHG intensive with the power generated from fossil fuel. 4. Technological well-being a) Technology to be used in the project activity would be robust, State-of Art, firstof- its-kind thermal solar power generation technology. b) Project activity promotes environmentally safe and sound technology. 5 The proposed project activity meets the definition of the project type renewable energy supply, as the project activity is a large scale renewable energy project, utilizing solar energy for generation and supply of electricity. Large scale methodology ACM0002 version 15.0 Grid-connected electricity generation from renewable sources is applicable to grid-connected renewable power generation project activities that (a) install a new power plant at a site where no renewable power plant was operated prior to the implementation of the project activity (greenfield plant); (b) involve a capacity addition; (c) involve a retrofit of (an) existing plant(s); or (d) involve a replacement of (an) existing plant(s). The project is leading to alleviation of poverty by establishing direct and indirect benefits through employment generation and improved economic activities by strengthening of local grid of the state electricity utility. The project utilizes solar energy for generating electricity which otherwise would have been generated through the grid based power plants which are primarily fossil fuel based. Thereby the project activity contributes towards reduction in specific emissions (emissions of pollutant/unit of energy generated) including GHG emissions. Being a renewable resource, using solar energy to generate electricity contributes to resource conservation. Thus, the project causes no negative impact on the surrounding environment contributing to environmental well-being. The infrastructure in and around the project area has also improved due to project activity. This includes development of road network and improvement of electricity quality, frequency and availability as the electricity will be fed into Combined Regional grid i.e. Northern, Eastern, Western, and North-Eastern grids (NEWNE) of India, thereby improving the availability of electricity to the local consumers (villagers & sub-urban habitants) which is helping provide new opportunities for industries and economic activities to be setup in the area thereby resulting in greater local employment, ultimately leading to overall development. 9 Notice to Stakeholder A letter was issued to the Stakeholders on 7/11/2011 for Stakeholder meeting on 15/11/2011 at 10:30am. The various stakeholders viz. contractual workers, people from nearby villages, locally elected representative, Government officials, employees etc. were invited through a letter and also through a

10 public notification to attend the CDM stakeholder consultation meeting. After Project proponent presented the project design, implementation and sustainable development by utilizing Solar Thermal for power generation and benefits to community (ies), stakeholders were allowed to give their contribution and ask questions. The concerns were about the positive impact on environment, local employment, cleanliness due and peripheral development to implementation of this project. GGEL is committed to social well-being by creating employment during construction and operation stages of the project. The development of roads to the project site also enabled villages a better connectivity but better infrastructure. On the local stakeholder consultation meeting of CDM development process, the following questions are listed on the questionnaire and comments and explanations are summarized as follows: Stakeholder Comment Assessment Response to comment Villagers asked about the possible positive impacts on environment due to implementation of this project. Villagers reiterated about the increase in local employment due to this project. Villagers were concerned about the environmental impacts by the proposed project. Villagers were curious about the local employment opportunities that will possibly be generated. It was clarified that this is a renewable energy project using Solar Thermal which replaces fossil fuel such as coal. It was replied that, skilled and trained people will be given priority during the recruitment stage and non-skilled worker will be taken from local region only.

11 Villagers asked query related to housekeeping and cleanliness surrounding to the project. Villagers were concerned about the maintenance of surrounding water and air sanitation due to proposed project. It was replied that the manpower shall be deployed to ensure proper housekeeping and cleanliness of the plant and its surroundings Villagers asked about the pollution control measures Villagers asked about the contribution of company towards peripheral development. Villagers were concerned about the local air and water pollution due to proposed project. Villagers were concerned about the local community investment due to installation of the proposed project. It was clarified that Solar Thermal Power project is a non-polluting & clean energy project. It was clarified that the company will provide assistance for social development in the nearby villages on regular basis. As the project is natural solar energy, there would not be any emission of particulate matter, SO 2, NOx and generation of fly ash which also lead to land degradation, at the same time project activity saves the fossil fuel. Since solid waste like fly ash is not generated there is no dumping of waste in an open land or land pollution. Electricity through renewable energy as an alternative to fossil fuels offers significant health benefits. Since India is mostly coal based power generation, the air and water pollution emitted by coal creates breathing problems, neurological damage, and cancer is evident. The project activity along with several benefits mitigates the health issues. Renewable energy enables us to protect the environment from toxic pollutions and thus reduce cost involved in healthcare thus fulfilling the Millennium Development Goals 4, 7 and 8. Through various initiatives by GGEL and Renewable energy programs Stakeholders are convinced that it provides substantial benefits for the climate, health and economy. E.2. Stakeholder Feedback Round As part of GS validation, Stakeholder feedback round was conducted, which started from 8th September PP requested the stakeholders from various categories to fill the feedback form (sample enclosed in GS passport) and provide their opinion on the project. GGEL has tried to reach diversified Stakeholder from all walks of life from supporters, GS experts, NGOs and local villagers to cover their concerns in mitigating climate change and specific contribution by GGEL to help fight Global Warming for Stakeholder Consultation. They were given the questionnaire and asked to fill and hand over back to the PP. Since the project is already registered with UNFCCC, at the time of SFR the revised project documentation was available to all stakeholders at the web link below w.e.f. 07 February 2013 (date of

12 CDM registration action). The reference of the publically available project documentation was communicated to all stakeholders during SFR. The concerns of Social, Environmental and Technological well-being are being addressed through Sustainable Development Matrix and Do No Harm Assessment. The Sustainable Development Matrix by GGEL covers the Millennium Development Goals commitment towards environmental conservation/sustainability and overall development of community. The Feedback form sample from stakeholder is shown below:

The project activity is commissioned on the barren land & not having any impacts on environment or land use patterns. The project will not result in temporal or permanent displacement of the local community. The land is leased from Government of Rajasthan, India for 30 years. The land lease is certified by Public Notary. The project leads to Installation of solar thermal power plant in the leased land provided by the government of Rajasthan which is designated as barren land. Hence, the issue of alteration, damage and removal of any cultural heritage does not arise. The project is in compliance with the laws of Government of India. Government of India has ratified the ILO convention 87 (freedom of association) and 98 (right to collective bargaining). There is no forced labour. The Indian Constitution along with the enactment of the Bonded Labour System (Abolition) Act 1976, prohibits forced and bonded labour. In 1954, India ratified the ILO Convention No. 29 (The forced labour convention) and No 105 (The abolition of forced labour convention). All of this ensures that forced labour is legally abolished in India. GGEL follows the law enforced by the Government of India. Low Supervise over all staffs to ensure that no forced labour. 6. GGEL also has internal anti- child labor policy to ensure prohibition of Unlawful employment of children below the age of 18 years. The code of conduct and HR policy is in place which takes care that there is no child labour. The HR policy of GGEL Section 2.11 clearly mentions that Child labour is prohibited. Construction of solar power plant and generation of solar power doesn t lead to any significant alteration of the soil condition. At present, 169 persons are employed in this project out of which, 60 people are for mirror cleaning hired from local areas. These include management, sales personnel, technicians, and administrators. All personnel will receive extensive training in the GGEL by technology providers and internally by power plant experts. Through training, the quality of employment in India will be improved Also, the employees hired are qualified. The training performed includes that of fitter, welder, soft skill and technology. The project provides direct and indirect employment opportunities to skilled and unskilled labourer in turn eradicating poverty by creating a source of income. The project would lead to improved living condition of the end users by saving money spent on fuel usage in DG sets to produce electricity. Solar energy is seen by government and businesses as one of the best solutions to provide clean and affordable electricity. In the absence of the project activity the same amount of energy would have been produced by either coal based power plant. Any clean additional electricity to existing location would add environmental greenness and reduce the price of power. The exposure to new technology for the employees in particular and country in general, aids in their capacity development. The same is ensured by conducting training sessions at multiple levels regarding operation and maintenance, environmental aspect, health and hygiene. The exposure of new technology to the similar companies aids in replication of technology and further technological development. However it does contribute to technological self reliance as solar units are designed and manufactured indigenously. As it is difficult to monitor the same therefore the is deemed as neutral. Justification choices, data source and provision of references Air quality Solar energy power generation would not impact air quality by emission of any greenhouse gases and other pollutants like SOX, NOX, particulate matter etc. The power requirement of the host country, India is mainly met by fossil fuel based power plants which use coal combustion for energy generation. The combustion of coal releases oxides of Sulphur which is a critical pollutant. The solar energy project would displace the power generated from fossil fuel and hence mitigate SOx, NOx emissions from the atmosphere and improve air quality. 37 H.1. Additionality Additionality has been demonstrated as per the latest UNFCCC approved Tool for the demonstration and assessment of additionality and is described in section B.5 of the CDM PDD. H.2. Conservativeness The project activity maintains conservativeness in its approach to calculate emission reductions in accordance with the methodology ACM0002 Version 15 Grid-connected electricity generation from renewable sources. In case of failure in monitoring equipments and absence of check monitoring equipments where the verification of emission reductions is not possible, the project participant will not claim CERs for that duration. ANNEX 1 ODA declaration No ODA funds are involved as the project is funded with CER revenues and availing eligible Govt. of India funds for the installation of the units. Signed ODA declaration would be submitted to the DOE.
