HIFAR Removal of Obsolete and Inactive Systems Hugo E. Rivera Project Officer May 2012
HIFAR Decommissioning Phase A Closure Part 1 Shutdown, remove fuel, water, rigs Part 2 Preliminary dismantling Part 3 Refurbishing Phase B Care & Maintenance Phase C Decommissioning Part 1 Preparation for dismantling Part 2 Dismantling Phase D Return to Green/Brown Field
Phase A Part 1 Shutdown & removal of fuel, rigs, targets, absorbers and water As per HIFAR QMS and operational Licence Followed by cessation of shift staff coverage of HIFAR Care and maintenance licence application Minimisation of hazards Sources Fire loading (wax, timber, clothing, boxes) Other hazards (gas bottles, chemicals) No plant modifications
Phase A Part 2 Preliminary dismantling of selected redundant plant Reduce footprint (quantity of plant and equipment to maintain) Minimise hazards (electrical, confined space, fire loading, contaminants) Eliminate on-going maintenance and operational costs and reduce surveillance work for equipment Create free space
Phase A Part 3 Installation and commissioning of refurbished plant - Reduce maintenance and operational costs - Increase safety and efficiency
Dismantling Milestones Jan 07 Shutdown May 07 Initial Possess or Control Licence application Jun 07 24hr shift staffing ceased Aug 08 Pneumatic conveyor bridge removed Sep 08 Environmental site assessment of Cooling Towers site Sep 08 Possess and Control Licence granted Dec 08 3V8 Gasholder vessel removed
Dismantling Milestones 2010 Cooling Towers, Pond, pipework & pumps removed 2010 Demineralised Water Circuit removed 2010 Radiation Rigs Soak Test Facility removed 2010 Containment Isolation System removals 2010 Gas bottles removed from facility 2010 D2O Plant room Flooding System removed 2010 RAT Flooding System removed 2010 Space Conditioning System removed 2010 AUSANS Neutron Collimator removed
Dismantling Milestones 2011 Emergency Core Cooling System (ECCS) removed 2011 Existing HP Instrumentation system removed 2011 Data Acquisition System (DAS) removed 2012 Secondary Cooling Circuit Pipework inside HIFAR building 2012 Compressed Air Receivers removed 2012 No. 1 Storage Block cooling system electrics & water supply removed
Planning and Control Reasons for project selection Below radioactive exemption limits To free-up space for other work To improve site safety (asbestos, chromates) Minimise on-going maintenance Planning and cost estimates In accordance with standard HIFAR QMS project control procedures Most expensive was cooling towers removal ($0.5m), most others >$0.1m Regulatory controls Sampling and analysis required to prove radioactivity below exemption limits Radioactive contamination clearance certificate issued Waste Operations clearance process Through site radioactive control monitor Materials management All free release material sold/recycled Non-radioactive contaminated soils etc to certified waste processing
Near term Future Work Demolish Electrical Power Supply Building Remove Non-Active Silicon Irradiation Equipment Remove Emergency Control Room plant Remove Protection Signal System Remove Rig Gas Consoles
Cooling Towers, Pond, Pipework During HIFAR Operation: 6 Cooling Towers 300,000 Litre Pond 4 Main Circulator Pumps 2 Shutdown Pumps 3 Heat Exchangers Pond Dosing System (originally utilising chromates) Post HIFAR Shut down 3 Heat Exchangers remain Observations Contaminated soil needs to be taken into account when demolishing buildings Characterisation needs to be thorough and look for the unexpected and involves more than radiation i.e. asbestos & chemicals Risks need to be identified Contingency funding must be allocated for identified risks
Secondary Cooling 04 Circuit During HIFAR Operation: Pipework internal to HIFAR (external to D2O Plant Room) Strainers Headers Motorised Valves Scintillation Counters Post HIFAR Shut down Pipework blanked off at D2O Plant Room Wall Observations Utilise existing maintenance crews where possible in planning & implementation Work closely with the regulator Waste disposal is required even for free release items
Fermi St Pneumatic Conveyor Bridge During HIFAR Operation: Transferred Isotope capsules from HIFAR to Radiopharmaceutical Hot Cells Overhead crossing of B41 & Fermi St Post HIFAR Shut down Corrosion leading to risk of structural failure Removed prior to Possess or Control Licence being issued Observations Licence conditions need to be clear and explicit and understood by both the regulator and the site, especially those involved in the work Carry out inspections on existing plant Smart choice of contractor
AUSANS Collimator During HIFAR Operation: Neutron flight tube allowing passage of neutrons from HIFAR to an external Building Post HIFAR Shut down Removed to allow easier thoroughfare inside HIFAR Observations It is important to clear up floor space for pedestrian traffic and future decommissioning work Removal of safety hazards should be carried out where possible e.g. unnecessary stairs, ladders and radiation sources
No.1 Storage Block Cooling Circuit During HIFAR Operation: Provided cooling for wet section (irradiated fuel storage) of No. 1 Storage Block Heat Exchangers Pumps and Pipework Water Seals Ion Exchange Column Post HIFAR Shut down Strict interpretation of licence conditions prevent removal of contaminated or activated components Secondary cooling circuit and electrics removed Observations Licence conditions need to be clear and explicit and understood by both the regulator and the site, especially those involved in the work Understand what work you intend on completing when a new licence is being prepared and ensure the regulator agrees
