Clerk of the Council Committee Chair Wright called the meeting to order at 9:00 a.m. ACTION ITEMS: 1. ECAF #5757: (Proposed Ordinance #10-089) Non-Exclusive Franchise authorizing limited use of the public road rights-of-way to Clearwire US LLC Originator: Sheryl Barker, Engineering Services Brian Goodnight, Sr. Legislative Analyst, provided an overview. ACTION: Move to Administrative Matters, General Legislative Session September 29 th to set time and date for a public hearing. Public Works Committee, September 21, 2010 Page 1 of 2 Minutes

ECAF #5365: (Proposed Ordinance #10-083) Relating to Noxious Weed Control Board Administration; amending Chapter 3.42 SCC (continued from September 7th Public Works Committee) Originator: Roy Scalf, Road Maintenance Brian Goodnight, Sr. Legislative Analyst, provided an overview and an update since the discussion that was held at the September 7 th Public Works Committee. Mr. Goodnight explained that the attached amendment sheet includes corrected language that should be incorporated in the ordinance. Roy Scalf, Road Maintenance, responded to Committee Member Gossett and confirmed that the supervision language has been addressed by the Public Works Department and they are okay with it. ACTION: Move to Regular Agenda, General Legislative Session September 29 th to set time and date for a public hearing. 3. ECAF #5765: (Proposed Motion #10-454) Intergovernmental Agreement with the Department of Ecology concerning the Tychman Slough assessment project Originator: Bill Thornton, Surface Water Management Peggy Sanders, Sr. Legislative Analyst, provided an overview. There were no questions from committee members. ACTION: Move to Consent Agenda, General Legislative Session September 29 th for action. DISCUSSION ITEM: 1. Sustainable Innovations for Solid Waste - Tim Crosby, Waste Management Peggy Sanders, Sr. Legislative Analyst, provided a brief introduction. Tim Crosby, Waste Management, provided a company overview for Waste Management (see attached PowerPoint presentation). He explained services and spoke about goals and platforms for growth. Frank Willmann, Waste Management, spoke briefly about MicroGreen Polymers, Inc., a recycling company in Arlington, WA that they will be working with. He also provided information related to asphalt shingle recycling, energy solutions, and conversion technologies. Mr. Crosby spoke about consumer products: Bagsters, Greenopolis, Lamptracker, and Solar Compactors. He also discussed future goals. 3 AMENDMENT SHEET Ordinance No Relating to Noxious Weed Control Board Administration; Amending Chapter 3.42 SCC Amendment: 1. On page 2, delete the language in Subsection (1) of SCC , and replace with: (1) The board shall employ or otherwise provide a county noxious weed coordinator, hereafter referred to as the coordinator, through the county personnel system, pursuant to RCW , with the director of the department of public works as the appointing authority for the coordinator. The coordinator may be classified as full time or seasonal as determined by the director of the department of public works in consultation with the board. The coordinator shall comply with the county personnel policies. These policies require supervision from the director of the department of public works or his/her designee for all purposes including authority regarding appointment, termination or employee discipline. 2. On page 5, Section 7, Subsection (1), line 5, delete September and replace with November 3. On page 5, Section 8, at the end of the first sentence, delete September and replace with November 4. On page 5, Section 7, Subsection (2), insert the following language into the second sentence after Noxious Weed Coordinator : in accordance with SCC (1) After this insertion, the second sentence of Subsection (2) will read: The person employed in that position when this ordinance takes effect shall have the option of leaving county employment or accepting appointment to the position of Noxious Weed Coordinator in accordance with SCC (1) at a pay range and step to be determined by the Director of the Department of Public Works. 5. On page 5, Section 7, Subsection (3), insert the following language into the second sentence after Noxious Weed Inspection and Control Technician in accordance with SCC (4) Amendment Sheet Page 1 of 2 Ordinance No
