3 delivering value through partnerships Barossa (160 MLD) 3 Water utilities are facing extreme pressure to deliver efficiencies while maintaining high service standards, be it from an environmental, health or financial perspective. While many utilities have become more customer focused, there is still the ongoing challenge of meeting increasing customer expectations while keeping prices affordable. 4 Little Para (160 MLD) Bolivar (164 MLD) 7 8 Bolivar High Salinity (32 MLD) 2 Anstey Hill (313 MLD) Hope Valley (273 MLD) 1 ADELAIDE This paradigm shift in water management has resulted in some government-owned utilities seeking to partner and collaborate with the private sector to succeed. Engaging with the private sector in a collaborative framework allows parties within partnerships to draw on expertise gained from various global and local experiences. 9 Glenelg (60 MLD) In July 2011 SA Water commenced an alliance model for the operations and maintenance of Adelaide s metropolitan water and wastewater systems. The concept is for the client and its alliance partners to work collaboratively in a flexible manner, utilising the best skills and resources of each partner, under a shared risk and reward arrangement. 4 improving the water services while increasing the environmental performance Delivering high quality drinking water for residents of metropolitan Adelaide is Allwater s ongoing focus. Many improvements have been implemented to achieve this goal. In 2015, Allwater enhanced the filtration processes at Little Para, Anstey Hill, Barossa and Myponga Water Treatment Plants through implementing process optimisation, filter media replacement and control system upgrades. Across the wastewater treatment plants, treated wastewater consistently meets the local Environment Protection Authority requirements for discharge. A number of operational improvements have been implemented to reduce nitrogen discharge to Gulf St Vincent, a large inlet of water on the southern coast of Australia, without additional capital or energy cost. At Bolivar Wastewater Treatment Plant (WWTP), the total nitrogen concentration fell from 19.1 mg/l in down to 14.8 mg/l in Since 2011, this has resulted in 200 tonnes less nitrogen discharged to the Gulf s sensitive marine environment. Glenelg Wastewater Treatment Plant Recycled water schemes play a significant role in preserving our water resources by reducing the use of drinking water for non-potable purposes. The uptake of recycled water has increased in South Australia with the state leading the nation with more than 30% of wastewater being recycled. Allwater plays a vital role in this space successfully supplying reliable and safe recycled water for use in toilet flushing, garden watering, and irrigation of parks, crops, and vineyards. Anstey Hill Water Treatment Plant
5 optimised business performance through implementing new technologies and investing in research & innovation At Allwater, multiple approaches were introduced to encourage new technologies and innovations. One of those is the Technical Assistance Program (TAP) which was established to introduce and implement advanced technical solutions, deliver efficiencies, optimise treatment performance and increase asset reliability. TAP s outstanding projects included: A blower and diffuser efficiency review at Christies Beach WWTP contributing to a 13% increase in energy efficiency at the plant in A feasibility study for advanced aeration control systems at Bolivar and Christies Beach WWTPs in , with enhanced nitrogen removal rates and potential energy savings of $90,000/year Investment in Research and Innovation (R&I) is one of the key priorities at Allwater. The team collaborates with SA Water in R&I projects to explore new opportunities, drive further improvements and proactively respond to emerging issues. IMPROVING ASSET MAINTENANCE A Maintenance Optimisation Project trialled through the Alliance has been implemented across South Australia, covering SA Water s 100,000 Mechanical & Electrical assets across 2,700 sites, resulting in improved asset reliability and reduced maintenance costs.
6 first Australian company certified for energy management The teams work cohesively on implementing innovations to deliver business improvements including sustainable energy efficiencies. Allwater achieved ISO certification for energy management showcasing the dedication of the teams and the ultimate value of partnerships. Wastewater treatment plants account for 63% of Allwater s total energy usage. Delivering efficiencies in this area is a key priority. This involves various improvements in aeration control, flow balance between different treatment lines, as well as maximising energy from biogas. In , a 5% increase in energy efficiency was achieved across the six wastewater treatment plants, resulting in total cost savings of $500,000. Over the past three years, the energy efficiency at the three major wastewater treatment plants, Bolivar, Christies Beach and Glenelg, has continuously improved and increased by 10% to 18%. Moving towards ENERGy self-sufficient WASTEWATER treatment plants As an extra outcome from investing in R&I to improve energy efficiency at the treatment plants, biogas production and recovery were implemented at Glenelg, Bolivar and Christies Beach Wastewater Treatment Plants. Biogas generated from wastewater sludge is converted into electricity to power on-site facilities. Today, the electricity from biogas supplies 74% of the energy demand at Glenelg, 94% at Bolivar and 21% at Christies Beach. $500,000 cost savings on energy 93% of capital works delivered on time and on budget 5% more energy efficiency at WWTPs 1 >90% overall customer satisfaction with network field crew $1.2M fund on R&I 2 from SUEZ 14 TAP 3 projects 1 WWTP Wastewater Treatment Plant 2 R&I Research & Innovation 3 TAP Technical Assistance Program
7 SA Water - TESTIMonIalS It has been particularly pleasing to continue to work jointly on several new initiatives with Allwater and SUEZ. The novel sediment resuspension project tested an innovative technique supported by SUEZ that has further application to understand network sediment characteristics and how they impact upon water quality and the customers. The new algae project has been developed jointly with SUEZ to apply some of our intensive expertise developed over many years. This is our most extensive and ambitious research collaboration so far which combines skills together with those of SUEZ to work on some new tools that will benefit both our operations with Allwater and also have wider applicability for SUEZ. Our staff are very much looking forward to this collaboration. We have monitored customer satisfaction across the year to identify areas for improvement in our operations. This collaboration has proved to be successful achieving a 3 percentage point increase in customer satisfaction between Quarter 1 and Quarter 4 for the first time taken to complete works. Furthermore, the satisfaction of business customers for the first time taken to complete works increased from 65% in to 75% in , reaching a high of 81% satisfaction in Quarter 2. Over the year, Allwater has consistently met best practice levels of 90% and above for customer satisfaction with our field maintenance crews. Our highest results have been with residential customers who consistently rate their satisfaction with our field maintenance crews above 90%.
