21 Our Rationale for Cities Cities are at the forefront of implementing most innovative and practically viable solutions. Investments made today in urban infrastructure and buildings will shape these cities for the next few generations. The construction of these cities is achievable with the right tools, commitment and local leadership. Cities need to strive to address ambitious but achievable goals, with a set of guidelines and detailed strategies. Cities collect much of the needed information currently, but need to assemble it into a format that will help them plan, implement, manage and demonstrate measurable progress.

31 Suggested Targets and Strategies # Energy Reduce energy demand through energy efficiency strategies in buildings, industries, municipal services etc. Utilize renewable energy starting with 33% of energy demand, integrated by smart grid, going to zero carbon. Construct all new buildings to be energy efficient (mandate Building Codes or Rating Systems). Water Reduce water demand by effective management, supplementing the municipal supply with recycled wastewater and rainwater harvesting; adoption of sustainable urban drainage systems; restoration of water bodies; provision of adequate quantity and quality of water supply for ALL. Utilize all methane generated from the waste water treatment plants for energy. Waste Ensure clean and hygienic sanitation facilities for all; 100% collection of segregated/dissaggregated municipal solid waste; treatment of at least 50% of wet waste (to be gradually increased to 100%); recycling of waste; safe disposal of electronic waste, hazardous waste and bio-medical waste, construction and demolition waste; transition to sanitary landfills. 32 Suggested Targets and Strategies # Transportation Ensure that basic facilities and amenities in neighborhoods are at comfortable walking distance (i.e m). Provide 100% of arterial/sub-arterial road network with footpaths and bike lanes. Assure that the network of public transport is dense enough to ensure high accessibility of public transit stations from any point in the city and connect to at least 50% modal share of public transit systems. Encourage transition of at least 10% private vehicle and 50% city government and public transport fleet to electricity from renewable sources. Human Experience Improve air quality and human health. Provide continuing education for skill development, innovation and entrepreneurship development. Create green jobs and move toward a green economy. Increase employee productivity. Develop socially just communities with access to clean water, reliable energy and healthy living conditions for all citizens. Make cities safe, clean and livable with zero crime rate.
