1 CENTRAL AFRICA REGIONAL CONFERENCE ORGANIZED BY Developing skills to accelerate renewable energy deployment AGENDA PARTNERS CONTEXT Despite having significant potential for renewable energy development, in particular but not limited to solar, wind, hydropower, and biomass, Sub-Saharan Africa lags in electricity access. A combination of stable public policies, the implementation of appropriate technologies, and innovative financing mechanisms can help make the energy transition a reality in this region of the world. OBJECTIVES This regional conference was organized at the request of the Ministry of Water and Energy of Cameroon, to strengthen the capacities of public and private actors involved in the implementation of its national policy to increase the share of renewable energies (excluding large hydro) in the national electricity matrix to 25% by Since the signing of the Paris Agreement on climate change, several projects have emerged on the ground in Africa. The lessons learned from these projects must be widely shared to accelerate the identification, development and implementation of viable renewable energy projects. This workshop will focus on presenting concrete examples of lessons learned and best practices that are likely to serve as references in the region.
2 Specifically, this workshop aims to: Increase participants knowledge of available tools to accelerate the deployment of renewable energies and energy efficiency projects Stimulate local technology development and strengthen knowledge of issues related to technology transfer Encourage the sharing of experiences and the dissemination of best practices in the region PARTICIPANTS This workshop targets participants from countries of the Economic Community of Central African States (ECCAS). In view of strengthening regional capacities, this workshop is aimed at developers, operators and practitioners in renewable energy development and energy efficiency, as well as public decision-makers of the ECCAS. Prior to their arrival in Yaoundé, participants are invited to identify renewable energy and energy efficiency projects in their respective countries in order to discuss the strategic implementation of these projects with the presenters. FORMAT The workshop is designed to be interactive. Questions and answers, as well as constructive exchanges, will be encouraged between panelists and participants. In addition, given the breadth and depth of the topics that will be addressed, panelists are advised to share additional resources with participants that provide more detailed information beyond what will be shared during their presentations. These resources will allow for a better and deeper understanding of the discussion subjects at hand.

This panel will focus on discussing innovate public and private financing mechanisms such as public-private partnerships, investment funds, international financing initiatives, etc. Discussion questions: - What role do PPPs play in innovative financing of renewable energy projects? - What are successful case studies of PPPs in Central Africa? - Presentation of successful financing packages and financing structures - What international funding initiatives (e.g. green funds, SUNREF, bilateral and multilateral development funding, etc.) are available for the ECCAS region? - What are successful case studies of such financing mechanisms and structures in Central Africa? 6 6 DEVELOPING SKILLS TO ACCELERATE RENEWABLE ENERGY DEPLOYMENT AGENDA 11:00 12:40 Panel 3 RENEWABLE ENERGY TECHNOLOGY DEVELOPMENT This panel will focus on innovative technologies1 and how to best adapt them to the needs of ECCAS countries, as well as the identification and implementation of energy efficiency measures. The discussion on innovative technologies will take into account six areas: (i) identification, (ii) acquisition, (iii) grouping by target sectors, (iv) deployment, (v) operation, and (vi) adoption (including the installation of manufacturing plants for some of these technologies). The technologies discussed should relate to the following target sectors: (a) buildings, (b) industries, (c) transportation, (d) generation-transmission-distribution of electricity, (e) biomass (wood, household waste, waste from other non-household sources both bio and non-biodegradable), and (f) households. Also, in order to facilitate the long-term penetration of these innovative technologies within ECCAS countries, the panelists will highlight indicatively the type of regulatory framework that could be associated with each of these technologies. Finally, the panel will present the point of view of universities and research centers on how they can help the development of renewable energy and energy efficiency in the region and better serve their deployment and implementation.
