2 Army Reserve Net Zero Program 2011 Army initiated a Net-Zero (NZ) program to establish NZ energy, water, and/or waste goals which included three U.S. Army Reserve (USAR) installations Fort Hunter Liggett (energy, waste) Parks Reserve Forces Training Area (energy) Fort Buchanan (water) 2

8 Maui Challenges Net metering agreement took years Increased project costs Moved to roof requiring installation of new roof Legal review was required 3 times due to changes in command and to the project over this period of time PV system malfunctions Results in loss of production Functionality changes increase energy consumption requiring additional efficiency measures to offset AAFES request for additional A/C Increased use of kitchen planned 8

11 Fort Buchanan Project Summary Fort Buchanan s NZ water objective Fort Buchanan will reduce potable water consumption volumetrically by 60% through water efficiency and use of alternative water sources Water Projects Complete In Progress Potential High efficiency plumbing upgrades Irrigation wells Potable wells installed Rainwater harvesting for non-potable uses Rainwater harvesting for potable use Advanced meters installed Potable distribution system upgrades Wastewater treatment plant Cemex Lake acquisition 11
12 Fort Buchanan Successes FY13 ESPC Project 1 completed Installed high efficiency toilets, urinals, and showerheads Estimated savings from plumbing retrofits is approximately 7.7 Mgal per year Well system installed for golf course irrigation FY14 and FY15 ESPC Project 2 completed Leak detection survey completed 8 large leaks found and repaired Potable well constructed Rainwater harvesting systems installed at the Middle School, AAFES Main Store and AAFES PXTra, Bowling Center, High School, Gym and Community Club Harvested 1.28 Mgal last year for toilet flushing and irrigation 12

Four phase distribution system replacement is underway to upgrade the potable distribution system Phase 1 is nearly complete Phase 2 to begin end of FY17 or beginning of FY18 Phases 3 and 4 will follow Installation Technology Transition Program (ITTP) funded potable rainwater harvesting system Being installed at the Welcome Center in FY17 Will provide approximately 55 kgal per year of potable water Sufficient to meet all of the potable water needs for the Welcome Center System will be solar powered with a five day battery autonomy 13
14 Fort Buchanan Challenges Reliant on local utility (PRASA) for water and wastewater services Have limited onsite production from wells Pursuing onsite wastewater treatment plant, but there is limited land space for new construction Aging distribution system with a high leak/loss rate Leaks/losses estimated to be ~40% of the total water use at Fort Buchanan Analysis revealed the distribution system was built in the 1950s with an expected life of approximately 60 years 14
15 Fort Buchanan The Future Wastewater Reuse Under Consideration - Packaged, Modular Membrane Bioreactor System - Small footprint, less expensive than conventional brick and mortar - The effluent could initially be used for golf course irrigation, vehicle wash, and cooling towers - Eventually could be treated to potable standards 15

18 Fort Hunter Liggett QRP Launched in January 2013 Program built in 2 years doubled amount of waste recycled Generated just over $1M in first two years All recycling eliminated from Fort Hunter Liggett s Waste Management Contract due to key partnerships with the State of CA $84K annual cost savings 18
19 Fort Hunter Liggett Waste-to-Energy FastOx gasification technology will begin demonstration Q4 FY17 Gasification process heats waste at high temperatures to break down waste into energy-rich gas (syngas) Can process 10 tons/day max Phase 1: produce syngas Phase 2: generate electricity 19
20 Fort Hunter Liggett Successes Senior leader support Extremely successful QRP created multiple partnerships in CA Awarded ESTCP for WTE facility 20
21 Fort Hunter Liggett Challenges Remote location Transportation and labor costs can have significant impact No offsite access to WTE facilities Little surrounding offsite waste to supplement onsite waste for gasifier Local municipalities recently agreed to provide additional waste for gasification Will explore gasification of C&D waste when feasible WTE construction delays Delivery of equipment Permitting 21
22 Conclusion NZ energy has proven to be easiest to achieve, both financially and technically NZ water is feasible only when sites are located within the watershed of their source water Technologies used to achieve NZ water are not mainstream and present permitting and cost challenges NZ waste is very difficult to achieve WTE is the only solution identified for materials that can t be diverted Reduction and diversion opportunities are often based on factors outside of site s control USAR will continue to identify NZ opportunities and implement projects to work toward NZ goals, increasing resiliency and resource longevity. 22
