13 Project 13 The major share of power will be used by Pakistan, while a relatively smaller quantity of power (up to 300 MW) will be imported by Afghanistan. The HVAC transmission line route commences at the Datka substation in Kyrgyzstan and terminates at Khujand substation in Tajikistan. The HVDC converter stations are located at Sangtuda-1 (1,300 MW), Kabul (300 MW) and Peshawar (1,300 MW) The length of the transmission line route is: 450 km kv HVAC transmission line between Kyrgyzstan (430 km) and Tajikistan (20 km) 750 km kv HVDC transmission line between Tajikistan (117 km) through Afghanistan (562 km) to Pakistan (71 km) HVDC converter stations at Sangtuda-1 (1,300 MW), Kabul (300 MW) and Peshawar (1,300 MW)

15 Electricity Tariffs Industry TALCO Non-industry - Special - Budget Communal providers Electric transport Irrigation pumps Population 5,0 cents US$ 1,15 cents US$ 16,9 cents US$ 14,9 cent US$ 2,0 cent US$ 1,94 cents US$ 1,15 cents US$ 1,15 cents US$ 2,0 cents US$ Today the electricity tariff of 2.0 U.S.cents/1 kwh has a social orientation for the population in the Republic of Tajikistan. The tariff for industrial consumers is 5.0 U.S.cents/1 kwh. Tajikistan experiences significant electricity shortages in winter and these deficits are caused by a combination of high demand for heating in winter from October to April.
16 Energy efficiency and conservation promotion A law on energy saving was adopted in 2002, however, it was never implemented in practice. By the time a new Energy efficiency and energy conservation law was prepared by the Government and it was adopted on 19 September In 2014 the Ministry of Energy and Water Resources of the Republic of Tajikistan has initiated the execution of the laws of the Republic of Tajikistan"On the use of renewable energy sources" and "On energy efficiency and conservation", as well as established a special interagency Working Group.
17 Energy efficiency and conservation In this case, working group prepared regulations on the «Fund on developing renewable energy, energy efficiency and conservation» and strategy «Renewable energy, energy efficiency and conservation». Ministry of Energy and Water Resources of the Republic of Tajikistan submitted these documents to the concerned ministries and agencies. They also will be considered by the Government of the Republic of Tajikistan for the final endorsement.
18 Energy efficiency and conservation initiatives Access to Green Finance The Asian Development Bank (ADB) is providing a $10 million grant for an Access to Green Finance project. The project is also being supported by a $750,000 grant from the Japan Fund for Poverty Reduction for capacity building technical assistance. It will provide loans through microfinance institutions to households and small businesses to buy and fit energy-efficient roofs and doors, doubleglazed windows, insulated ceilings and floors, advanced water pumps, solar water heaters, and other products.
19 Energy efficiency and conservation initiatives Energy Loss Reduction Project in Dushanbe city funding by WB The objective of the Energy Loss Reduction Project for Tajikistan is to assist: in reducing the commercial losses in the electricity; design, supply and installation of automated billing system, etc. The last 10 years the Government Republic of Tajikistan completed more than 16 investment projects in energy sector. During this period 6 new transformer sub-stations have been constructed and 7 transformer sub-stations have been rehabilitated.
20 Energy efficiency and conservation initiatives Energy Loss Reduction Project in Sugd region of Tajikistan funding by EBRD The EBRD is considering providing a loan for the installation of new electricity meters, meter reading system and automated billing system reducing the commercial and technical losses in the electricity in the Sugd region of Tajikistan. The Project will reduce distribution network losses, improve quality of supply and increase energy efficiency.
