3 SECTION I INTRODUCTION

4 INTRODUCTION Environmental Management Consulting, Inc. (EMC) was contacted by Calumet County Administration to conduct air monitoring/investigation related to possible indoor air quality issues at the County Highway Facility 206 Court St, Chilton, WI. The 1936 building was renovated and altered several times (two additions) in order to accommodate additional equipment and services. Concerns had developed regarding worker exposure to Carbon Monoxide (CO) and overall indoor air quality. In order to measure possible worker exposure to Carbon Monoxide, representative employees and locations were monitored for a complete shift. Office and garage staff exposures were measured. Additionally, continuous area data logging meters were placed to measure Carbon Monoxide, Carbon Dioxide, temperature and relative humidity for three (3) full days. This data was used to measure air exchange within each space. Samples were gathered under typical, representative work conditions March 14-17, Results were compared to Occupation Safety and Health Administration (OSHA) permissible exposure limits (PEL), American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Value (TLV), as well as ASHRAE standards for acceptable indoor air quality, where appropriate. Historical data was also provided which reflected measured CO levels during a snow event. 6 SECTION II WORK SITE EVALUATION Work Site The Calumet County Highway Department is responsible for snow removal and general maintenance of Calumet County roads. At the Chilton facility, on-site mechanics service in-house equipment as well as other county vehicles (Police, transport cars, vans). The structure is a three level building with three large service bays. The facility was built in The Chilton staff distribution is as follows: office personnel (2), shop supervisors (2), mechanics (2), field personnel (9)

8 SAMPLING METHODS/SURVEY STRATEGY Personal sample collection was observed using TOXI Pro and Quest SL100 data logging Carbon Monoxide monitoring meters. These instruments measure CO TWA as specified by the American Council of Government Industrial Hygienists and OSHA. Devices were calibrated as recommended by each manufacturer Continuous monitoring for CO, CO2, relative humidity, and temperature was performed using TSI s Q trak. Each meter was calibrated as recommended by the manufacturer. Carbon Monoxide (CO) Sampling Equipment - Quest SafeLog 100 Single Gas Data Log Monitor - Sperian Toxipro CO Data Log Monitor Range: 0-999ppm Resolution: 1ppm Accuracy: ±0.5% Drift: <2% High Alarm: 200ppm Alarm STEL: 100ppm Alarm TWA: 35ppm Carbon Monoxide (CO), Carbon Dioxide, Relative Humidity, Temperature Sampling Equipment - TSI s Qtrak. Indoor air quality meter Model 7565 Data logging Real time display: CO, CO2, RH, Temp. Monitoring March 14-17, 2011 Continuous monitoring for CO, CO2, relative humidity, and temperature was performed in the office and garage area. Data was gathered for three (3) full days.

9 Representative employees were monitored in order to measure an accurate staff cross section. The following describes specific conditions present at the time of monitoring: March 14, 2011 Michelle Maas Administrative, Office Assistant Ms. Maas was monitored for Carbon Monoxide (CO) for the complete shift. Work conducted on the day of monitoring entailed secretarial work within the office. No specific PPE was noted. The forced air HVAC was operating (Heat). No special ventilation was noted. Mike Ottery Supervisor, Office Mr. Ottery was monitored for Carbon Monoxide for the complete shift. Work conducted on the day of monitoring entailed administrative work within the office area. No specific PPE was noted. The forced air system was operating (heat). No special ventilation was noted. Andy Fuhrmann Shop Supervisor Shop Mr. Fuhrman was monitored for Carbon Monoxide (CO) for the complete shift. Work conducted on the day of monitoring entailed supervising activities within the shop floor and shop office. No specific PPE was noted. The shop HVAC was operating. As vehicles were serviced in the shop area exhaust was captured and vented out of the area. Mike Gaskell Mechanic Shop Mr. Gaskell was monitored for Carbon Monoxide (CO) for the complete shift. Work conducted on the day of monitoring entailed mechanical vehicle service. No specific PPE was noted. The shop HVAC was operating. As vehicles were serviced in the shop area exhaust was captured and vented out of the area. Area Samples Work Bays In addition to representative personal sampling, area samples were gathered in each bay (two in the shop area). Doors separated each bay. Forced air HVAC units supplied heat to each bay as needed. Exhaust fans, though present in bay 1 were not operational. Ceiling fans circulated air in each shop area. Repair work was performed in the shop and bay 2. Vehicle washing was performed in bay 1 on the day of monitoring.

11 CONTROL LEVELS & STANDARDS Carbon Monoxide (CO) Carbon Monoxide OSHA PEL-50ppm ACGIH TLV-25ppm Carbon monoxide (CO) can be present from a source of incomplete combustion. Though OSHA Time Weighted Average (TWA) exposures are the only strictly enforceable regulations, the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE), World Health Organization )WHO) and Canadian residential IAQ guidelines establish the following indoor air quality CO guidelines: Carbon Monoxide ASHRHE WHO Canadian IAQ Guidelines Below 9 ppm Below 11ppm Below 11ppm Carbon Dioxide (CO 2 ) Carbon Dioxide measures are used as a tracers gas to determine air exchange and ventilation effectiveness within a building/area. Carbon Dioxide is generated by occupants and accumulates in an occupied area throughout a given period unless the area is properly ventilated. The ANSI/ASHRAE IAQ standard generally calls for cubic feet per minute per person (CFM/p) fresh air exchange. This equates to a Carbon Dioxide build up of ppm above outdoor levels. Outdoor CO 2 levels in Wisconsin typically range from Therefore poor air exchange within a given space is generally indicated by CO 2 build up in excess of 1200 ppm.

19 CONCLUSIONS & RECOMMENDATIONS CONCLUSIONS Air monitoring results for the representative typical work day indicated Carbon Monoxide worker exposures below OSHA and ACGIH regulatory limits. Personal and area time weighted average results showed no measured exposure over 25 ppm for this session. However, peak exposures were shown elevated. Historical date also indicated worker exposures above OSHA and ACGIH limits where an increased work load/snow event occurs. Exposure are likely to be exceeded each time these events occur, using the in place work practices and controls. Weighing all the available data, workers are statistically likely to often exceed regulatory levels of CO exposure within the Calumet County Chilton Highway facility. Additionally, OSHA and ACGIH standards are established for the working population. Exposure criteria are concentrations to which nearly all workers may be repeatedly exposed for a working lifetime without adverse effects. ASHRAE standard ventilation for acceptable indoor air quality are based on protection of the general population with consideration of morbidity and exacerbation of existing health conditions. EMC recommends that the ASHRAE standard be observed in the office space, at a minimum. Using this criteria, elevated worker carbon monoxide exposures are experienced at a frequency that demands immediate attention. Continuous data gathered also indicates an inefficient air exchange within the garage and office spaces. Carbon dioxide accumulates during occupied times, and is slow to dissipate. This indicates poor introduction of outside air, and inefficient exchange. RECOMMENDATIONS In order to ensure a safe work environment the following minimum recommendations are offered: HVAC systems should be evaluated and recommendations implemented in the office space to ensure Carbon Monoxide cannot migrate into the office space. A proper balance of outside air within the area would create a positive pressure space and insure no CO infiltration. The garage space/work floor HVAC and/or work practices should also be evaluated to minimize the generation of indoor Carbon Monoxide and promote ventilation, once the gas is produced. Carbon Monoxide generating vehicles and equipment should not be run indoors un-ventilated for any extended time. The HVAC should be evaluated and upgrade to bring in enough outside air to maintain Carbon Monoxide exposures below regulatory limits.
