3 The European Standardization Organizations European Committee for Standardization (non-electrotechnical and non-communications) European Committee for Electrotechnical Standardization European Telecommunications Standardization Institute The three recognized European bodies for standardization in support of the European legal framework (Regulation 1025/2012) to prepare voluntary standards that help to develop the Single European Market. 6 Requested by the regulation REGULATION (EU) No 1025/2012 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 October 2012 Article 8 1. The Commission shall adopt an annual Union work programme for European standardisation which shall identify strategic priorities for European standardisation, taking into account Union long-term strategies for growth. It shall indicate the European standards and European standardisation deliverables that the Commission intends to request from the European standardisation organisations in accordance with Article 10. 7 Further points 2. shall define the specific objectives and policies for the European standards and European standardisation deliverables that the Commission intends to request from the European standardisation organisations in accordance with Article 10. In cases of urgency the Commission can issue requests without prior indication. 3. shall also include objectives for the international dimension of European standardisation, in support of Union legislation and policies. 4.. shall be adopted after having conducted a broad consultation of relevant stakeholders, 5. 11 2.1 Bio-based products including biofuels 1: Pre- and co-normative research on test methods 2: Biofuels std ion ongoing; but also TSs and test methods in bioenergy 3: H2020 Secure, clean and efficient energy : during 2015/Q1: programming and development of stds on algae and their products 4: H202O Food security, and the bioeconomy : stds (including standardised measurement and testing)) to support public procurement networks on innovative buio-based products CEN-CENELEC

12 2.2 Construction products and construction 1: continue stds related to CPR 305/2011, including aspects such as accessibility and sustainable use if resources 2: assessment methods for regulated dangerous substances and emission of radiation into product stds 3: promote international uptake of Eurocodes 4: EC is examining needs for stds re geothermal energy issues 5: Stds for Radon measurements in dwellings 6: EC aims to issue the standardisation requests within 2015/Q3 CEN-CENELEC

13 2.3 Ecodesign/Energy-related products 1: stds re resource efficiency such as recyclability, recoverability and reusability indexes or durability of products or its key components as well as other environmental parameters 2: further standardisation requests re Ecodesign Directive (e.g. ventilation systems, space and water heaters, networked standby for networked and networking equipment) 3: Standards in support of potential new measures on Ecodesign and/or energy Labelling 4: EC aims to issue the standardisation requests within 2015/Q2 CEN-CENELEC

14 2.4 Waste recycling Related to revised Waste Framework Directive Cf AUWP2014 : New European standards for graded qualities of recycled materials (e.g. metals, wood and textiles): to develop and validate (inter-laboratory comparison) methods for determining elements and substances in waste relevant for health and environmental hazards (hazardous properties H 4, 5, 6, 7, 8, 10, 11, 13, 14); sustainability and toxicity standards for recycled bio-wastes or agricultural byproducts (others than fertilisers). EC aims to issue the standardisation requests within 2015/Q1 (Note: waste characterisation for hazardous property H 12 release of an acute toxic gas: expected sooner) CEN-CENELEC

15 2.5 Postal services Cf COM/2013/0886 final A roadmap for completing the single market for parcel delivery - Build trust in delivery services and encourage online sales EC aims to issue -2015/Q1- a standardisation request related to parcel delivery services (cross border interoperability), if necessary including the revision of existing ENs on postal services CEN-CENELEC

16 2.6 Air Quality and industrial emissions validated standard methods to measure/monitor polycyclic aromatic hydrocarbons (PAH) and polychlorinated dibenzo-dioxins and furans(pcdd/pcdf) from waste incineration plants EC expects to send standardization request in the course of 2015 CEN-CENELEC

19 INTERNATIONAL DIMENSION OF EUROPEAN STANDARDISATION The overall objective is to strengthen the global reach and the competitiveness of European industry by reducing technical barriers to trade. The use of common or technically aligned standards supports the exchange of goods and services by increasing interoperability at global level. The objective will be pursued by: - coherence between int l and European standards - promote European standardisation - etc CEN-CENELEC
