History Millennium Development Goal 7; target 7c To halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation Now the end of the MDG period looms what next? Many lessons from monitoring of the MDG targets

WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) Mandated by the UN to monitor global progress towards the MDG water and sanitation target Use of national data sources: National censuses Household sample surveys (DHS, MICS, WHS, LSMS, CWIQ etc.) Use of standard definitions and indicators to ensure data are comparable between countries and over time

Total access : Bolivia - urban - Access to improved drinking water sources DHS89 CEN92 CEN92 MICS96 DHS98 MICS00 DHS94 DHS98 MICS00 MICS96 CEN02 DHS03 DHS03 CEN02 DHS89 DHS % Coverage Year Total improved access Household connections (HC) Used for estimates Used for estimates Estimates Estimates

A Long History of WASH Monitoring

Preparing for new targets May international consultation meeting, convened by JMP, hosted by German government, in Berlin over 50 participants Four working groups formed: Sanitation - led by World Bank Water and Sanitation Programme (WSP) Water - led by WaterAid and IRC Hygiene - led by USAID Equity and non-discrimination - led by UN SG s Special Rapporteur on the Human Right to Water & Sanitation

JMP organises a second interna6onal consulta6on mee6ng hosted by the Dutch government in the Hague in December 2012 Consolidated proposals of working groups are presented

By 2030: WASH Sector Proposals to eliminate open defecation; to achieve universal access to basic drinking water, sanitation and hygiene for households, schools and health facilities; to halve the proportion of the population without access at home to safely managed drinking water and sanitation services; and to progressively eliminate inequalities in access.

Measuring progress on eliminating inequalities

Fifth Working Group is formed: Advocacy and Communications

The UN designs a streamlined process

Open Working Group 30 seats shared by 70 Member States, divided into regional groups Chaired by Hungary and Kenya Eight meetings planned between March 2013 and February 2014 each on a different theme Water and Sanitation discussed in May 2013

UN Open Working Group Recommendations Recommended 17 goals and 169 targets, including a dedicated goal for water and sanitation GOAL 6: Ensure availability and sustainable management of water and sanitation for all Target 6.1: By 2030, achieve universal and equitable access to safe and affordable drinking water for all Target 6. 2: By 2030, achieve access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations

JMP Work in progress: Definitions

JMP Work in progress: Water Ladder Safely managed water Basic water Unimproved water Surface water

New indicators and definitions Basic water Percentage of population using a basic drinking water source with a total collection time of no more than 30 minutes for a roundtrip including queuing Safely managed water basic drinking water source which is located on premises and available when needed; free of faecal (and priority chemical) contamination and/or regulated by a competent authority

JMP Work in progress: Sanitation Ladder Safely managed Basic Shared Unimproved Open defecation

New indicators and definitions Basic sanitation Percentage of population using a basic sanitation facility not shared with other households Safely managed sanitation Population using a basic sanitation facility which is not shared with other households and where excreta is safely disposed in situ or transported to a designated place for safe disposal or treatment.

JMP activities to take forward post-2015 WASH monitoring Establishing 2015 baseline Exploring new data sources and methods for their presentation Including non-household survey sources Estimating household time to source Measuring water quality Estimating of extra-household WASH (institutions) Estimating fecal sludge management Developing methodology to track and report reduction in inequality
