Methane Leak Reduction from High Pressure Gas Pipeline System of Georgia (Carbon Finance) Project (World Bank/GGIC) i. Increase reliability of energy supply through the North-South gas pipeline and reduce losses // rehabilitating emergency priority sites. 11. (a) Reduce emissions of greenhouse gas from key points in North-South gas transmission infrastructure in Georgia; (b) support the development of an international market mechanism for "Emission Reductions" under the framework of the Kyoto Protocol. i. Rehabilitate the pipeline by (a) Inspecting the pipeline to identify weaknesses and defects and formulate a prioritized rehabilitation plan addressing the security and integrity of the pipeline; (b) Repairing the most urgent defects on a priority basis to bring the pipeline back to an acceptable level of technical integrity for the required throughput capacity; and (c) Repairing leaks in the pipeline to reduce technical losses // Undertake on an emergency basis rehabilitation of 6 priority sites coping with landslide rerouting (2 sites), erosion (I site), river crossing (2 sites), corrosion (1 site). ii. (a) Identify and repair gas leaks in the transmission pipeline by building the capacity of GGIC, installing highly accurate meters, developing an intensive monitoring system, allocating the required financial resources to make large system wide repairs; (b) Reduce methane emissions by replacing corroded and leaking sections of pipe, change seals, replace wom valves, improve metering and monitoring capacities, upgrade operation and maintenance skills and management of GGIC, thus making methane leak rates drop instead of continuing to grow. i. North-South gas pipeline which is Georgia's main trunkline for the transmission of natural gas II Six sites on pipeline section B. Meneso landslide, Zotikiantkari erosion, Arkala river crossing, Naniani landslide; and section E: Gldanula River crossing, corrosion at KP193. ii. The pipeline system stretches from the border with Russia to the border with Armenia and extends to the west to the Black Sea. The majority of works will be within the right of way of the pipeline system and in the earlier years will focus on rehabilitation of the north south transmission system. The pipeline was initially placed underground but at present considerable part of the pipe is aboveground due to erosion and washout of the fill material/soil. The pipeline is in an unstable condition due to active scour and lateral erosion at the crossing, a significant part of the riverbank already eroded and the bank revetment structures is also damaged. The pipeline is under stress in a crossing subject to heavy erosion and flooding (see photos below). These conditions endanger pipe integrity creating risk for the adjacent populated area. Two solutions were considered: bury the pipeline or aerial crossing. Proposed option is the river crossing by burying. Installation of the river crossing section is planned to be the open cut method with the pipe lowered into the wet trench and backfilling. 6 POTENTIAL ENVIRONMENTAL AND SOCIAL IMPACTS - ALL CATEGORIES Ecological Impacts: Re-laying: Re-alignment: Land Acquisition: Resettlement: Access Road: Productive Land: Other Social Impacts: Cultural Heritage: Commercial or Residential Area: Protected Areas: - Erosion of the river bank is exacerbated by four existing pipelines (3 are not in use, of which at least one is GGIC property). Due to limited land access, staging area may be in river bed. Seasonal fauna unknown. - emissions from construction vehicles and other equipment - emissions of fumes from welding and coating materials - short-term noise impacts associated with the use of the range of machinery - emissions from burning un-recyclable wood and other construction debris - the release of methane during evacuation of line gas (site safety) Yes. Reburying pipeline in existing ROW. Not required. Portion of the existing ROW has encroachments such as gardens, fenced areas, and some constructed buildings but manageable, should be clarified with appropriate authority and easement obtained if necessary. Other issues: - establish safety zones - gain access and move machinery to the Gldanula crossing - establish staging camps for workers and supplies, this can be done on the south bank of the river crossing Although, ROW ownership surrounding river on both sides is unclear. Community liaison for temporary access to fenced off lands may be necessary. A resettlement memo is required for this action - Access to river bed exists through one road. Limited space for equipment. In addition the bank will need to be cut in order to allow movement into the flood plain. This bank will need to be restored upon completion of the work. - Previous history of land ownership conflict in surrounding area - No impacts on local lifestyle or demographics - Cemetery above the river crossing (300 m from river) - not affected by work limited to river crossing only. 7 Wetland Area: Visual: Watershed Protection Area: Water Resources Area: Avalanche Hazard Area: Yes, this is a flood plain. - Buried crossing, removal of existing pipelines and restoration of the riverbed will have positive impact on quite degraded area. - Contamination of surface waters by construction, operational and accidental spills (fuels, other) should be avoided and managed - Special consideration to be given to operational and accidental spilling of condensate during pipeline opening operations - Discharge of hydro-test water - Exposure of personnel, equipment and materials to sudden stonn events or floods - Risk of scour, bank erosion and channel migration over the longer-term - Pollution with heavy metals if waste generated out of pipe welding and isolation materials not managed and disposed of properly Other Natural Hazard Area: River Crossings: Other Comments: Current Status and Studies Required: Yes. Pipe burial across the river bed - If the pipeline is rerouted due to encroachment pressures, steps should be taken to properly abandon the area by removing the pipelines from the river. - Topsoil to be stored separately to prevent mixing with subsoil. - In a wider context, this section of the pipeline is the 700 mm pipe that traverses the Gldani area. This is a heavily populated region. ROW is unclear in many cases. Structures, farms, cemeteries all fall within this section of pipeline directly on the ROW. For this reason, a re-routing of a large section is also under consideration. Such a re-routing would obviate the need for this crossing. Design decisions, taking into account the emergency nature of this crossing, are required. 3 design altematives are discussed for re-routing (involving partial use of existing ROW-s - the 1200 mm line, the 1000 mm line, and the BTC). - Initial engineering design drawings for river crossing are available - Final site-specific EMP-s to be prepared by selected contractor - Contractor to take special precaution measures for erosion protection, diversion channel and dam design and construction.
