3 1 INTRODUCTION An environmental and social impact assessment (ESIA) was undertaken to assess and report the environmental and social impacts associated with the proposed South Caucasus Pipeline Expansion (SCPX) 56 design concept (SCPX ESIA). The SCPX ESIA examined negative and positive, biophysical and socio-economic effects of the components of the proposed SCPX Project. During the course of the SCPX ESIA process, design decisions were made that take account of the need to avoid, minimise and reduce negative environmental and social impacts. Where potential adverse impacts were identified, the SCPX ESIA examined the extent to which these impacts would be mitigated through the adoption of good practice working methods. As part of the SCPX ESIA an Environmental and Social Management and Monitoring Plan (ESMMP) was produced (see Appendix D of the SCPX ESIA) that describes the environmental and social management measures to be adopted and implemented to satisfy the Construction Phase SCPX ESIA commitments associated with the Project. Subsequent refinement of the SCPX Project design has led to a decision to reduce the diameter of the pipeline from 56 to 48. This in turn has resulted in the need to extend the SCPX pipeline in Azerbaijan 34km eastwards (the proposed additional section of pipeline), to relocate the pigging station to the new starting point of the pipeline at SCPX KP0 (SCP KP23) and a number of other minor associated changes. The above changes are collectively referred to as Project design updates in this ESIA Addendum. The ESMMP produced as part of the SCPX ESIA remains largely applicable to the 48 pipeline concept ESIA. Nevertheless, the Project design updates have resulted in a number of new commitments, as well as the need to update certain commitments stated in the SCPX ESIA. This document presents a register that details the applicable management plan and section, new commitments and also existing commitments that have been altered and any amendments required to the supporting text. 4 2 AMENDMENTS TO THE MANAGEMENT PLANS Table 1 below summarises changes to the ESMMP Plan submitted as part of the SCPX ESIA. There are three types of amendments presented in Table 1: New commitments that resulted from the Project design updates and were not stated in the SCPX ESIA Commitments that are in the SCPX ESIA but have been amended to account for the Project design updates; reference to the original commitment is provided and Additional supporting text.
