3 Challenge of Approving New Residential Housing in a Time of Drought: Looking Forward Challenge Approving new housing during drought and face of potential supply cut-backs Demonstrating adequate water supplies exist to support new growth and development Response/Actions BIA-Construction Industry working with Water Contractors for many years in supply portfolio planning Urban water management plans forward looking, 10+ years out. Build-out based New growth and development embedded in supply planning; extremely efficient thru codes and ordinances Demand offset programs are available Recognize variable rate structures encourage conservation

8 Summary Points: Forward-Looking Residential Building Strategies 1. New residential homes in California are highly water efficient from a conservation standpoint; technology changes and improvements will continue to be integrated 2. The building industry in California has been supportive of and adapting to stringent indoor plumbing efficiency codes, and water efficient landscaping ordinances 3. The largest gains in residential conservation will be met by retrofitting existing homes--across age classes, and detecting leaks/preventing outdoor overuse 4. Look for the building industry to continue to work with water supply agencies to increase water supply reliability and portfolio resiliency on multiple fronts Thank you San Gabriel Valley Water Forum Participants: For More Information Contact: Mark Grey (mgrey@biasc.org;

12 The California Water Crisis California is experiencing an extended period of severe to exceptional drought. 1,2 On May 18, the State Water Resources Control Board adopted a statewide water conservation approach that allows water suppliers to replace their prior state-assigned percentage target reduction with a localized Stress Test approach. The Stress Test is based on demonstrating at least a three-year water supply under extended drought conditions. LAKE OROVILLE CALIFORNIA DEPARTMENT OF WATER RESOURCES 3

13 Impact on the Building Industry Drought tolerant landscaping requirements for new construction. 2 Must install drip or micro spray irrigation types for landscaping requiring irrigation. 2 The California Energy Commission (CEC) may establish standards that improve the efficiency of water appliances, including toilets, urinals, and faucets. 2 Water rate increases to deter unnecessary water consumption. 2 Fines for water violations. 2 CHRISTIANE HOLMQUIST LANDSCAPE DESIGN Water rationing. 4 DROUGHT TOLERANT LANDSCAPING RANCHO SANTA FE

17 WaterSense labeled homes are independently certified to use 20% less water than typical new homes. 16 A Three Part Program The WaterSense New Home Specification has three topic areas: 1. Indoor water use. 2. Outdoor water use. 3. Resident and building management education. 19 A new home must be built by a WaterSense builder partner, certified by an EPA licensed certification provider, and meet all of the applicable criteria in the specification to become a WaterSense labeled new home. 19 8

18 New Homes: Saving Water = Saving Money The average household spends as much as $500 per year on their water and sewer bill and can save about $170 per year by installing waterefficient fixtures and appliances. 14 If homeowners with irrigation systems use a certified irrigation professional to perform regular maintenance, they can reduce irrigation water use by 15 percent or nearly 8,800 gallons of water annually. That's the equal to the amount of water used to take 500 showers. 14 A WaterSense labeled new home can help a family of four reduce their water use by as much as 29,000 gallons annually. 16,20 FOLSOM LAKE CALIFORNIA DEPARTMENT OF WATER RESOURCES 9
