3 Responsibility regulation and licensing of near-surface disposal facilities incl. evaluation of safety assessment report, inspection activities at RAW management facilities, development of regulatory documents related to the RAW management issues. The Division of Radioactive Waste and Spent Fuel Management is responsible for regulation of RAW and SF management from all nuclear installations in the Czech Republic including near surface disposal facilities. This Division is responsible also for approval of plans for decommissioning of nuclear installations in the Czech Republic. 3

Other sites - 3 declared nuclear installations + 1 closed repository: training reactor VR-1 (FJFI Prague, limited power and time in operation; no SF generated); RAW repository Richard (near the city of Litoměřice, institutional waste, in operation since 1964); RAW repository Bratrství (near the city of Jáchymov, in operation since 1974, uranium mining waste); RAW repository Hostim (near the city of Beroun, closed in 1997). 8
9 LEGISLATIVE AND REGULATORY SYSTÉM I. The Czech legislation in the given area includes by means of reference in the Atomic Act and other regulations also the international treaties acceded by the Czech Republic; The basic legal regulations governing the licensing and approval process for nuclear installations did not change since last JC review meeting and they are: - Building Act (No. 50/1976 Coll.); - Atomic Act (No. 18/2002 Coll. as amended); Other important regulations in this area are: - Act No. 71/1967 Coll., on administrative procedure; - Act No. 552/1991 Coll., on state inspection; - Act No. 100/2001 Coll., on assessment of environmental impacts 9
10 LEGISLATIVE AND REGULATORY SYSTÉM II. Decree No. 185/2003 Coll., on decommissioning of nuclear installations Decree No. 360/2002 Coll., issued by the Ministry of the Industry and Trade, establishing a method to create a financial reserve for decommissioning of nuclear installations The Czech legislation in radiation protection has been developed based on internationally recognized standards and criteria; The legislation is based on safety standards IAEA Safety Series 115 and EU legislation - Council Directive No. 96/29 Euratom; Three fundamental pillars of radiation protection have been employed optimization, justification and limitation and these have been integrated into the Atomic Act No. 18/1997 Coll., and Decree No. 307/2002 Coll., on radiation protection; 10
11 RECENT ISSUES IN DECOMMISSIONING - Third decommissioning plan for NPP Dukovany was approved by SÚJB in 2008 in three options (immediate dismantling, deferred dismantling of reactor units, deferred dismantling of nuclear island ); - Third decommissioning plan for NPP Temelín was approved by SÚJB in 2009 in three options (same as for NPP Dukovany); - Cost estimate of decommissioning of NPPs were also verified. Currently no NIs or other facilities associated with SF management on the Czech Republic s territory in the stage of decommissioning. The school reactor SR 0 with a zero output, situated in Pilsen Vochov, was decommissioned by decontamination and dismounting in The workplace ceased to exist in
