OAS Technical Assistance Initiatives: Supporting a Transition to a Sustainable Energy Future in the Caribbean 1

Caribbean Energy: Key Characteristics/Challenges Nearly 100% of the electricity and transportation in the Caribbean is fueled by imported petroleum products (T&T is the exception) High levels of indebtedness Equals some of the highest electricity prices in the world Environmental impacts associated with diesel generators and transportation fleets have negative effects on the environment and tourism economy Limited competition among electric utilities Climate risks are significant - Hurricanes, sea level rise, increased frequency/strength of extreme weather events 2

Aggregate Energy Supply and Demand Interconnections and Regional Sources of Energy According to recent World Bank Study, Relying on diesel and HFO is the most costly solution There are multiple fuel and power supply options that offer cost-effective alternatives to the current situation, including, pipeline gas, shipped LNG, and renewables (geothermal, wind) interconnected via submarine cable Investment requirements are large but production cost saving are huge Energy efficiency and conservation needed to compliment diversification of energy supplies Requires countries to improve legal, regulatory and institutional framework and cross-country cooperation 3

OAS: Caribbean Technical Assistance Caribbean Sustainable Energy Program (CSEP) [EU supported]: National Energy Policies and Project Implementation (OECS countries and The Bahamas) ECPA Caribbean [USA DOS supported]: Pilot Projects; Interconnection studies; MDO dialogue; university partnerships; training US-Brazil Biofuels Partnership [USA DOS supported]: Policy development and TA (Haiti, DR, St. Kitts and Nevis, Jamaica) Geo-Caraïbes: Geothermal development (Dominica, St. Lucia, St. Kitts and Nevis, plus SVG and Grenada) Solar water heater lending (Grenada and St. Lucia) 4

Policy Development Support the adoption of broad policy tools that encourage the development and use of sustainable energy technologies and systems Country 1 Primary assistance provided by GIZ/CREDP Results St. Vincent and the Grenadines -National Energy Policy Adopted in Sustainable Energy Action Plan Adopted in 2010 St. Lucia -Sustainable Energy Action Plan Adopted in National Energy Policy Adopted in Grenada -National Energy Policy Adopted in Sustainable Energy Plan - In Draft Antigua and Barbuda - National Energy Policy Adopted in 2011 St. Kitts and Nevis - National Energy Policy Adopted in 2011 Bahamas - National Energy Policy Final Draft Completed 2 Dominica -National Energy Policy Final Draft completed -Sustainable Energy Plan - Final Draft completed 2 Primary assistance provided by the Inter-American Development Bank (IDB)

VERVIEW OF ENERGY EDUCATION AND Education and Awareness AWARENESS IN THE REGION Overview of Energy Education and Awareness in the Region FORMAL EDUCATION These topics have not been systematically integrated across disciplines and largely continue to be integrated only into natural sciences and geography curricula in a very limited and general manner. Insufficient training programmes for teachers. Lack of appropriate teaching and supporting materials, specially, on renewable energy and energy conservation and efficiency. 7

Education and Awareness AWARENESS IN THE REGION Overview of Energy Education and Awareness in the Region NON - FORMAL EDUCATION The incorporation of these issues in non-formal education is still very exceptional and only some uncoordinated and isolated initiatives were identified during the consultation phase. 8

AWARENESS IN THE REGION Education and Awareness NATIONAL INITIATIVES: THE BAHAMAS BEC and Grand Bahama Port Authority Awareness Campaigns. The Ministry of Environment Initiatives: distribution of CFLs (BEST Commission) and training for teachers and Comic book on Climate Change (Climate Change National Committee). NGO Initiatives: National Coastal Awareness Campaign, the Bahamas National Trust, the Bahamas Reef Environment Education Foundation. 9

Education and Awareness Caribbean Energy Education and Awareness Programme (CEEAP) Reinforce the institutional and pedagogic capacities of educators on the importance of diversifying energy sources through clean and renewable technologies and a more efficient use of energy.

Education and Awareness Caribbean Energy Education and Awareness Programme (CEEAP) Outputs: - The Caribbean Educator's Guide to Sustainable Energy Education and Awareness - Teachers' Resource Booklet for Integrated Instruction in Sustainable Energy - Learn and Save Booklet - Learn and Save Interactive DVD - Learn and Save games

Education and Awareness The First Regional Sustainable Energy Workshop for Caribbean Educators (September 22-23, 2011 in Saint Lucia) Overview on energy issues and its challenges throughout the region. Review and give recommendations on the materials presented.

Education and Awareness The Second Regional Sustainable Energy Workshop for Caribbean Educators (September 12-14, 2012 in Saint Kitts) Launch CEEAP in the eight CSEP participating countries. Facilitate assistance for the design of national education and awareness strategies dedicated on energy. Train science school teachers and science curriculum officers on the importance to integrate sustainable energy lessons within the classroom curricula.

Education and Awareness The First National Sustainable Energy Workshop for Caribbean Educators (August 21-22, 2013 in Bahamas) Train science school teachers on the importance to integrate DESCRIPTION: sustainable energy lessons within the classroom curricula. The OAS, through the Caribbean Sustainable Energy Program (CSEP), designed the Caribbean Energy Education and A Programme (CEEAP). CEEAP is a regional energy program and outreach strategy for the education sector, specifically a primary and secondary schools. Involved educators in the advocacy of cleaner and more sustainable the transition toward cleaner and more sustainable energy in the Bahamas. energy development in the Bahamas. The Ministry of Education of the Bahamas and the Organization of American States (OAS) supported by ECPA Initiative of the Energy and Climate Partnership of the Americas (ECPA) and Kindwind Project, are actively involved t This two-day workshop aims to introduce teachers to the science behind renewable energy, and to give edu knowledge, tools, and confidence they need to effectively incorporate renewable energy science into their classroom Through the work conducted by Kidwind indicates that over 80% of participating teachers successfully bring renewa science into their classrooms! Kidwind an internationally recognized leader in wind energy science curriculum development and teacher traini leading the workshop. Over the past 7 years, they have held hundreds of teacher workshops in over 40 states, Canad the Caribbean and Central and South America. Supporters: In the Framework of: SUSTAINABLE ENERGY FOR CARIBBEAN EDUCATORS IN THE BAHAMAS: Teaching Sustainable Energy in the Classroom August 21 st to 22 nd

An opportunity... Using renewable energy and energy more efficiently is vital for the economy, jobs creation, and national security... Climate = Economic Growth & + Energy Protection & Employment Independence Opportunities & Security The climate protection of our Planet is in everyone s hands 20
