3 WERP Project Management Update on WERP scope, schedule, & budget BUILDING STRONG Schedule: Still working to identify the TSP by July 2018*. Baseline Modeling is scheduled to start in August LiDAR Contract Status: The contract was awarded on February 28th. The interim terrain for the modelers is due by June 1, Contract closeout by September 22, *3x3x3 Compliance Update: SAJ commander endorsed the waiver package to SAD on May 4 th. 5 Engineering/Modeling Sub-team Progress: Completed ground control survey used to validate the LiDAR data. Collected LiDAR data for 30% of the project footprint and nearby areas (red regions). The interim product is scheduled to be delivered on June 1 st. The DEM is expected to be developed by June 7 th. Compiled existing conditions information in digital form (Google Earth and ArcMap Layer Package) in order to define the alternatives Completed scope of work for the 11-mile Rd ground survey Updated base run modeling assumptions tables for consistency with Lake Okeechobee Watershed Project (LOWP) Finalized RSMGL mesh definition for use by the Eco subteam for performance measure definition Functional RSMGL with West Feeder/North Feeder and C139 Annex basins and Tamiami Trail

Continued coordination with plan formulation team in refining FWO assumptions and focused array of alternatives Continued coordination with PLAN, ECO and WQ sub-teams as needed Calculate the conveyance of existing canals within the project area Continue to update and test performance measure scripts from RECOVER and CEPP Preparation for modeling presentation during workshop (June 22 nd ). Presentation will include preliminary results in selected areas to demonstrate new model mesh and PMs Incorporate additional data (LiDAR, surface & groundwater water level measurements) and prepare RSMGL for recalibration

11 Plan Formulation Sub-team Update: Task Force-hosted workshop June 22 in Clewiston to ground-truth Existing Condition model outputs. Continued discussions with STOF regarding water routing. See 3 main water routes in Kelly s Google Earth Presentation (after this slide) Significant coordination among WQ experts, in parallel to WERP team meetings, to translate numeric that support the existing narrative WQ standards in State waters. Coordination on preliminary STA locations (cannot be finalized until modeling) Continued... 11

12 Plan Formulation Sub-team View the alternatives on Google Earth (Kelly will present). SEND TO KELLY with red flag features in the alternatives if they: Could be located somewhere else to improve performance in WERP Would impact an item of concern (a land use, a species or habitat, cultural heritage, others) Would impact a permitted activity (mitigation bank, other) Any other concern the PDT should consider Discussion Explain the red flags. Any ideas for resolving red flags? 12

13 Plan Formulation Sub-team What s Next? Friendly reminders... Initial model runs of the planning alternatives: Will take place once new LiDAR is incorporated into the H&H model. Performance of the alternatives, and components of the alternatives, will be evaluated in the initial outputs. Are constraints violated? Level of performance per the performance measures? Exercise screening, in addition to performance measures. Use results to propose hybrid alternative(s) for second round of modeling. This means: It is likely that our TSP will not look exactly like any one of the current alternatives. The TSP is likely to be a hybrid of the best performing, cost-effective aspects of the alternatives. Once we have a TSP, we will still refine further after reviews, to Recommended Plan. What if we have remaining uncertainties in planning? We address many uncertainties during planning. Some are also appropriate to address during Project Engineering and Design (PED). Also some may be addressed in the monitoring and adaptive management (AM) program. In some cases, the monitoring and AM can inform final design decisions before construction of a feature. In other cases, it may inform adjustments (e.g. operations) after construction. 13

15 Progress: Eco Sub-team Completed DRAFT performance measure documentation sheets to support plan selection and evaluation of environmental benefits. Submitted to RECOVER and WERP Modelers for review. Currently in process of responding to comments. Continued coordination efforts with USGS to develop ecological planning tools (Wading Birds, Alligator, Small Fish, Marl Prairie Habitat). What s Next?: Develop documentation for calculation of Habitat Units to submit for USACE review. Begin to develop WERP Adaptive Management and Monitoring Plan 15

16 Eco Sub-team AREA APPLIED PERFORMANCE MEASURE DESCRIPTION Western Everglades, WCA 3A and ENP Ecologic Connectivity Inundation Patterns Connectivity Across Landscape - Measures improvements in connecting historic hydrologic linkages, removing physical barriers, expanding habitat to support fish and wildlife, and improvements in water quality through enhanced sheetflow (uptake of marsh) within project area. Above Ground Water Levels - Measure of the duration of inundation over the period of record within project area. Sheet flow Sheet flow - Measure of the timing and distribution of sheet flow across the landscape within project area. Western Everglades Only Fire Risk Hydrologic Regimes of Major Plant Communities Below Ground Water Levels - Measure of cumulative drought intensity below a given threshold (foot days below -0.5 feet and feet to represent moderate and severe fire risk) within western Everglades. Above & Below Ground Water Levels - Measure to evaluate the hydrologic suitability for vegetation communities within western Everglades. Utilizes existing vegetation to determine upper and lower bounds and targets. WCA 3A and ENP Only Slough Vegetation Suitability Hydrologic Surrogate for Soil Oxidation Above & Below Ground Water Levels - Measure to evaluate the hydrologic suitability for vegetation communities within WCA 3A and ENP. Utilizes existing vegetation to determine upper and lower bounds and targets. Below Ground Water Levels - Measure of cumulative drought intensity below ground to reduce exposure to peat within WCA 3A and ENP. WCA 3A Only Downstream Benefits of Reduced Phosphorus Loading Total Phosphorous Concentrations (TP) - Measures spatial extent of water column TP concentrations in marsh areas downstream in Miccosukee Reservation. Halt expansion of nutrient enriched areas. 16
