DISPOSAL OF REDUNDANT MATERIALS & EQUIPMENT 16.1 Introduction The following procedure is to be followed for the safe disposal of all redundant materials arising from work carried out by the Estates Office. Where appropriate and safe to do so materials should be reused or recycled where possible Materials and consumables purchased by the University remain the property of the University at all times. Any unauthorized attempt to dispose of such property whether regarded as scrap or not, shall be regarded as theft and will be dealt with under the relevant procedure agreement for the member of staff concerned Legislation The University has a Duty of Care to ensure that any waste produced is carried and dealt with by appropriately licensed companies and at appropriately licensed disposal sites All waste carried by the University or a contractor on behalf of The University must be accompanied by either a Waste Transfer Note (WTN) for non hazardous waste or a Consignment Note for hazardous waste All WTN s must be kept by the University for a minimum of 2 years and all Consignment Notes must be kept for a minimum of 3 years. Copies of all paperwork must be given to Sustainability 16.3 Disposal of Scrap Materials All scrap metal is to be taken to the Workshops at the Downs, Medical School metal skip or transported to a suitably licensed transfer station for recycling All scrap metal deposited at a waste transfer station should be given a weighbridge weight and a WTN The Maintenance Managers should keep a record of all WTN s for scrap metal copies must be sent to Sustainability Disposal of Equipment Estates Office wishing to dispose of equipment, plant or other items must first offer the equipment to other departments within the University All electrical equipment (fridges, freezers, printers, It etc) is managed under the Waste Electrical and Electronic Equipment Regulations 2007 (WEEE). There are processes in place for WEEE disposal and a central store is available at 1 9 Old Park Hill. Sustainability should be contacted if any WEEE needs to be disposed of. Appendix 1. 3 Persons responsible for disposal of equipment, plant or any other item must ensure that: The person removing the equipment is aware that they must first obtain authorisation in writing from the Head of Department/Section All furniture for reuse of recycling must be agreed with Sustainability prior to movement to Highbury Villas Upon disposal, the item(s) is removed from all equipment databases For any mechanical or electrical equipment, whether donated or sold, an indemnity form is signed by the recipient to indemnify the University against future operational condition or potential misuse A register is kept of disposals. The Head of Department / Section should countersign each entry The Purchasing Unit operates a service by which the sale of unwanted equipment is advertised in the Purchasing Bulletin and on the Purchasing Unit website Purchase of scrap material or redundant equipment Should a member of staff wish to purchase scrap material that is surplus to requirements he/she may request to do by contacting the operative s Manager If the manager is satisfied that there can be no beneficial future use for the item then the request will be referred to the Maintenance Services Manager to obtain a fair valuation of the material Once valued the employee may pay for the goods in by cheque and he will be given a letter of clearance giving him permission to remove the goods from the University The University will accept no responsibility for the condition of such goods/material purchased in this way, the use of the goods/material is entirely at the risk of the purchaser Disposal of Hazardous Materials The Hazardous Waste Regulations 2005 require certain wastes to be disposed of at specially licensed sites. They also may require specialist collection and carriage Specific advice on safe methods of disposal can be obtained from Sustainability and the Health & Safety Office Under no circumstances should any oils, paints, or fluid containing chemicals or chemical residue be discharged to surface water drains. Sustainability and Health and Safety Office have systems in place to manage these waste streams. University of Bristol Page 3 of 5 Page 3

4 16.7 Asbestos Oily rags must not be disposed of via general waste rubbish bins; these must be segregated and disposed of via Sustainability. Oily swarf must be drained and recycled as metal waste Foul drains may be used for agreed quantities for certain substances. Please contact Sustainability of Health & Safety Office for information All hazardous filters (biological or chemical) must be disposed of by Sustainability for biological filters or by Health & Safety Office for Chemical filters Fluorescent lighting tubes and all batteries are now treated as hazardous and must be disposed in special fluorescent tube boxes and battery boxes throughout the University Gypsum waste (plasterboard) is banned from landfill and must be segregated and transferred to a licensed waste transfer station Asbestos is managed under The Control of Asbestos Regulations If the level of asbestos is greater than 0.1% w/w (weight) in waste, then it is subject to waste management controls set out in the Hazardous Waste Regulations 2005 and must be consigned to a site which is authorised to accept asbestos waste Asbestos or asbestos containing materials can be found in many items of plant equipment and even domestic objects such as ironing boards. Before disposing of any item, reasonable care must be taken to ensure that is does not contain asbestos or that if it does, then the disposal is appropriate Asbestos containing materials have been found in laboratory ovens, chromatographs, furnaces, cooking ovens, black sanitary ware, toasters etc. The consignor (Waste Originator) must ensure that the relevant Hazardous Waste Consignment note is correctly completed, and that the waste is correctly contained Estates Operations is continually upgrading the Register of Asbestos containing materials, and this Register should always be consulted. It may be necessary to employ a competent person to examine some types of items for the presence of asbestos containing materials. In certain circumstances, advice may also be obtained from the Health & Safety Office Management of Waste We require all waste from site to be managed in accordance with all relevant Waste and Environmental Legislation to include: The Environmental Protection Act 1990 The Environmental Protection (Duty of Care) Regulations 1991 Hazardous Waste Regulations 2005 Environmental Permitting Regulations 2010 and exemptions University of Bristol Page 4 of 5 Page 4

5 from permitting. This list is not exhaustive. Any company or persons carrying waste must be competent and suitably licensed to do so. To ensure compliance we would request that a completed waste management questionnaire be completed before commencement on site. All relevant waste transfer notes and hazardous waste consignment notes must be provided to the University of Bristol before any waste is removed from site. University of Bristol Page 5 of 5 Page 5
