3 The challenge «The EMFF will promote social cohesion and job creation in fisheries dependant communities» (European Commission- 12/2011)

4 FLAGs can focus on: - creating revenue (productive basis): income generated by by goods and services produced within the territory, including from the fisheries sector. - attracting revenue (residential basis): income coming from outside (pensions, commuters, tourists.) - ensuring local spending of these revenues (local economy) More local jobs

5 Creating Revenue (productive economy) Within fisheries: the «local fishing system» Support to small scale fisheries, processing and distribution Prioritise fishing methods that create more added value Outside fisheries: General agri-food industry Manufacturing (Maritime) Transport (Marine) Environmental services (Marine) Biotechnology (bioproducts seaweed) (Marine) Energy production Blue Growth

6 From: Attracting Revenue (Residential economy) o Tourists (including 2 nd home owners) o Commuters o Pensioners By offering: o Leisure activities (art, culture, heritage, sports ) o Attractive shops, markets and restaurants o Tourist services o Care and well-being services o Cleaning, gardening

Maximise job creation - Priotitise projects that create and maintain jobs - Ensure the sustainability of the jobs created, those that: - extend the tourist season - use and develop new skills - Support new/young entrepreneurs - training - coaching/mentoring - financial support, including innovative methods e.g. crowd funding

13 Tapping into opportunities Inclusion for all in fisheries areas Which target groups are most in need? Identification Targeting Tailoring strategy, partnership, animation and support Think! Women link to fishing AND the community Young skilled AND unskilled!! Inclusion pathways Work experience, including non-paid! opportunities in low skill service jobs linked to the residential economy (e.g. housekeeping, gardening ) Poverty = multidimensional, not only a lack of employment

14 5 steps for FLAG action Area analysis (resources: productive /residential basis) Generate/ maintain attractiveness of area and its offer Maximise local spending of revenue (demand) Support creation jobs & entreprises to satisfy the demand Actions/ mecanism to ensure inclusion for all

15 supporting social innovation Method is key - Holistic approach: multisectoral, linking sea, coast & inland - Co-management as a solution to local problems - local people = architects & engineers of sustainable development - Social innovation is «WITH» and «BY» - (do it yourself grassroots initiatives!) - NOT «for» (the classical top down approach to development) FLAGs for facilitation, viability & visibility facilitation viability & visibility of local responses

16 Good FLAG governance for effective projects sustainable jobs & an inclusive community Strengthen the local network Scale up the methods, not the content Use the CLLD approach - local diagnosis - capacity building - engaging citizens - revisit membership
