3 Integrating Agenda 2030 into National Development Strategy Direction of national reforms has been defined through the Strategy for the Development of Samoa (SDS) From the SDS, sector plans, corporate plans, and performance targets are formulated Sector planning ensures coherent outcome based planning

4 Integration cont d Mapping the SDG targets against the national development strategy showed that while the latter was primarily oriented towards national priorities, it also captured well the SDGs global targets Samoa s national priorities incorporate the SDG agenda Mapping was an essential first for localising the SDGs as well as setting clear guidelines for sectoral plans and policies to align with SDGs

5 Monitoring and evaluation framework Localised SDG targets in sector plans managed by Samoa Monitoring, Evaluation & Reporting Framework (SMERF) Challenge is in the varying degree of compliance across sectors Also, some sector coordination units lack capacity to conduct proper monitoring and evaluation in compliance with the SMERF guidelines

6 Lessons learnt Importance of the use of existing country processes contextualisation Importance of SDG mainstreaming and the development of a coordinating taskforce The Task Force has core members representing the Economic (MoF), Social(MWCSD), Environmental (MNRE) pillars of sustainable development plus SBS and MFAT (Chair point of contact). Please take note of this framework

7 Lessons learnt (cont d) The important focus on inclusiveness and securing citizens rights to development Centrality of timely and accurate national statistics Increased investment in human and institutional capacities as cornerstones of sustainable and inclusive development

8 Processes in place Ongoing socialisation - public awareness of the SDGs using multistakeholder approaches Inclusion of NGOs and Civil Society in key planning and advocacy activities Formulation of new plans to be aligned with SDGs by integrating localised targets and indicators into national and sectoral plans

9 Processes (cont d) Over time we were able to initiate work towards policy coherence On M&E significant progress made in indicator development and data collection Development of policy-data integration tool to assist sectors in harmonising sector plan outcomes and indicators at the national, regional, and global level

10 Follow up and review Emphasis is on sector level implementation of nationally agreed priorities into which the SDGs have been mainstreamed. Ongoing annual reviews of sector plans and the upcoming mid-term review of the SDS will form the basis for Samoa s 2020 report on SDG implementation Samoa Bureau of Statistics continue to work with sectors to refine and align indicator frameworks to ensure effective monitoring

11 Way forward Target is to submit the first substantive report in 2020 Continue this integrated approach to tools development in a manageable manner tailored to our capacities and resources Building on our coordination systems as we are seeing signs of parallel operations and contested space Continue follow up and review using existing country mechanisms thus increasing ownership amongst stakeholders
