8 Holistic assessment outcomes Mapped against the KSS and the PCF Levels of capability at the end of the ASYE. Outcomes focussed covering assessment of practice and critical reflection. Integrated within the record of support and progressive assessment and the critical reflection log. Emphasises progressive development and that they are minimum requirements.
9 Further developments Employer feedback and assistance needed regarding: Key documents / templates / website. Guidance. Frequently asked questions. Case examples. Promotion of and help in implementing the revised framework.
10 Internal moderation Internal moderation combines two distinct activities: Confirming the assessment decision Confirm the final employer assessment judgement through scrutiny and challenge - confirmation integrated with HR processes Assessment decision to be scrutinised by a full reading of the evidence by a RSW member of the moderation process Take action if the assessment decision is not accurate, valid, robust and consistent i.e. request further information or reassessment Moderation Take an overview of the quality and consistency of assessment decisions - ensure they in line with the KSS and PCF ASYE capabilities Provide samples and contribute to external moderation processes Receive and act on feedback from external moderation processes
11 Internal moderation At least two people to participate in the internal moderation process A PSW or senior manager to have overall responsibility for ASYE Process to monitor progress of NQSWs/oversee the allocation & capability of assessors.
12 External moderation - Partnership All ASYE Adult employers to be members of an ASYE partnership Proposals: Three employers who each support 2 NQSWs a year HEI membership optional Can be part of a wider social work education partnership or early adopter teaching partnership
13 External moderation partnership work in progress Five standards: 1. Outlining the purpose to provide scrutiny against the national standards. Partnership moderation cannot overturn an employer s final assessment judgement 2. Management and membership to be agreed; no fewer than four members, each employer represented and participants should be RSWs working at the Professional Educator level
14 External moderation partnership work in progress Five standards cont: 3. Timing linked to size of partnership but at least once a year 4. Random sampling of at least 10%. Each member reads at least two pieces of evidence 5. Reporting themes and issues on a common template to employers and assessors and to the national panel.
15 External moderation National Panel One national panel meeting twice per year ( September 2015 and March 2016) Shadow panel will sit in June to establish terms of reference and elect a chair Applications invited to join national panel (deadline noon 18 th May) Coordinated by Skills for Care who will also sit on the panel Random sample of at least 5% drawn directly from employers Feedback to employers and partnerships National report of collated themes and messages

17 Where are we now? Skills for Care have the contract for supporting employers to embed the KSS A contract is available to develop the assessment and accreditation system for the ACFP. This will be tested on a sample of NQSWs from Cohort 3 ( ) A further contract will be let to provide an independent evaluation of the ACFP assessment There is a review of the PCF Knowledge and Skills Statement Adults published March 2015 and ASYE materials for Adults revised in line with this DFE announced the intention to fund the ASYE for
18 Supporting employers of NQSWs (Child and Family) Supporting you by: Clarifying the changes to ASYE Increasing confidence in ASYE assessment process and outcomes Identifying and disseminating good practice Sharing information on the development of the assessment for ACFP Gathering information on the issues and barriers to implementation and feeding these back to Government Suggesting strategies to overcome these
19 How will we do this? Communication Providing forums for employers to meet and share good practice Providing information and guidance Disseminating good practice Collecting intelligence Identifying strategies to overcome barriers Measuring the success of our involvement Working with other contractors and with TCSW.
20 The Child and Family ASYE key features Assessed against the KSS Child and Family May also be assessed against the PCF Certification from TCSW requires assessment against the PCF Funding requires initial audit against the KSS to inform PDP DfE will sample initial and final assessments against the KSS Any method and range of evidence, including the current assessment process outlined by Skills for Care can be used. Sample of cohort 3 selected to be included in testing of assessment and accreditation for the Approved child and family practitioner
