Page 3/11
4 51% of roma workers are employees (in comparison with the 81,6 % of all the Spanish population) Precarity is frecuent among roma population 70,9% of rate employment is temporaire among roma community, in comparison to the 30,9 % for the Spanish population. In that sense, the access to the labour market would be a priority in order to get the full integration of Roma Community. Since , the FSG has managed actions targeting the Roma population through a Multi-Regional Operational Programme to Combat Discrimination financed by the European Social Fund (Acceder Programme). This programme is focused on providing access to employment through the training of the Roma population in Spain. For the period the programme has been mainstreamed and has the following GENERAL OBJECTIVES: Attracting Roma population into the labour market, making employment a real option for all, promoting employability, social inclusion and equality between men and women, encouraging, in particular, social and labour market integration of young Roma at risk of exclusion from the labour market. Professional qualification and access of Roma to occupations and jobs in which they are employed, meeting their demands according to the employment offers made by companies. Facilitating and adapting general services on vocational training and employment to unemployed Roma, thus they can access them like other citizens. Promoting services on basic education and advice in the use of ICT for young Roma to enhance their employability and prevent school failure. DESCRIPTION Two types of actions are being developed: 1. Individual employment itineraries 1. Guidance, training and labour market integration Recruiting Roma and raising awareness of the need to search for a job. Reception and information activities consist of an initial introduction to the services offered by the ACCEDER Programme and the provision of basic information on the employment and training world. 5 Guidance, advice and monitoring. These actions involve the development of an initial diagnosis and of guidance sessions, the establishment of individual employment itineraries and the monitoring of the different phases through which every Programme user goes. Actions to derive and monitor standardised training actions. Actions to implement specific activities on pre-training and vocational training for the Roma population. 2. Labour market exploration and intermediation Actions focused on job analysis and search. An exploration of the labour market and job vacancies is carried out, while an intermediating system is offered to companies in order to match supply and demand. Actions to support hiring, providing information and technical advice. Actions to support labour market. Tracking of and support for persons who are starting to work in order to ensure their continued employment. Advice and support in self-employment creation. 3. Actions for social and labour market integration of Roma immigrants Objectives - Implementing an intervention on Roma immigrants from countries of the European Union that enables and encourages support models for their integration. Establishing a specific work methodology tailored to their particular circumstances, which takes into account their welcoming and the individual and group diagnosis of this population, starting with the development of information and advice actions. Attracting Roma immigrants into the labour market, making employment a real option for all, promoting employability, social inclusion and equality between men and women, encouraging, in particular, social and labour market integration of these persons. Developed actions Integrated personal itineraries for social and labour market integration of Roma immigrants, through individual action plans tailored to meet their needs and characteristics, and according to their personal, familiar, social and labour market situation, through actions on: guidance, language training, literacy teaching, training, including support measures and, where appropriate, social care measures. Actions for the social and labour market integration of Roma coming from the European Union countries, as well as for fostering coordination between the public and private organisations interacting with this population, through seminars, conferences, workshops, etc. Page 5/11

Non METHOD USED The ACCEDER Programme focus on promoting employability, social inclusion and equality between men and women, as well as encouraging, in particular, social and economic integration of Roma at risk of exclusion from the labour market. The process used for the implementation is done by specialized staff counsellors : - Recruiting Roma and raising awareness of the need to search for a job - Guidance, advice and monitoring - Establishing a specific work methodology tailored to their particular circumstances, which takes into account their welcoming and the individual and group diagnosis of this population. 7 50 Dispositifs had been implemented at national level in order to: Create partnerships with public administration Organization of professional training Awareness for employers and employees Awareness Campaign: Employment makes us equal PARTICIPATION Main actors are: - Roma population - Local, regional and national authorities - NGO s. - Other agents, resources and services involved in employment. RESULTS OBTAINED Programme beneficiaries: (35000 entre 2000 et mai 2007) ; People who found a job: (26000 entre 2000 et mai 2007). The change of mentality of some family Roms, some companies and the whole society, the creation of networks of cooperation between public administration and companies, and the start up of active policies of employment access to the labour market, are the final results of this programme, becoming a reference for the Roma inclusive policies in Europe. 8 Number of employment contracts achieved : Roms Other TOTAL < Men Women Roma who have been helped by the Programme: 2006 june 2010 Roms aidés par le programme 6415 Roumanians 93 % Bulgarians 6% Bosnians 1% LONG-TERM PERSPECTIVES AND SUSTAINABILITY OF THE ACTION The implementation of ACCEDER has suposed a promotion of pro-active policies on Roma Population. As an example of mainstreaming the most important figures are: Integrative approach, taking into account the needs of employees. Strong partnership promoting cooperation between all actors: public administrations, companies, media, stakeholders, policy makers etc Individual employment itineraries, taking into account the personal ethnic origin of target group. 9 The programme has continue the path initiated on the period and continues to be successful. WHAT ARE THE KEYS TO SUCCESS OF THIS ACTION?&NBSP; -- Integrative approach to know the needs of employment demanded. - Strong involvement and commitment of Rom Community - Long term planification. - Non segregated services - Flexibility and adaptability of services - Intercultural working groups - Strong partnership between both, companies and public organizations. - Mobilisation of local and regional resources - Individual employment itineraries - Coordination between local and national approaches - Monitoring committees of dissemination activities and assure transparency - Large Mainstreaming and dissemination of the programme s activities and outputs. WHAT WOULD YOU RECOMMEND TO THOSE CARRYING OUT A SIMILAR ACTION? - Actions have to be developed at local and at national level. - Strong involvement of social agents - Specific solutions adapted to the target group should be implemented and will contribute to the impact of Page 9/11
10 actions - Strong partnership between organizations, public and private. - Complementary actions - Adecuated coordination and management system. - Efficient use of Structural Funds. EVALUATION PROCESS For the first Programme ( ), an ex post evaluation report has been done by the European Commission in 2007 in order to assure a monitoring of the programme and the effective use of Structural Funds. For the second Programme ( ), an ex ante evaluation has been done in 2008, and during 2012 an especial impact report will be done by independent experts, under the supervision of the Spanish ESF Managing Authority. ACTION VALIDATED AS A GOOD PRACTICE BY This project was validated by the Commissioner for Human Rights of the Council of Europe (see the Commissioner's website under "Good practices": - page 4). This project was validated too by the European Commission, DG Employment, Social Affaires and Inclusion, in 2002, 2005 and VALIDATED BY Council of Europe MORE Commissioner for Human Rights Page 10/11
