Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Business Analyst IV: Performs highly advanced (senior-level) business analysis work. Coordinates the gathering, development, and documentation of Business Needs and Functional Requirements for changes to the Texas Identification Number System (TINS). Validates user acceptance testing and the performance of post-implementation support of the system. Reviews, assesses, and develops section business processes. Effectively communicates with state agencies and the state payees verbally and in writing. Participates in agency Disaster Recovery efforts. Works under direction with some latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Performs complex analysis of TINS. Coordinates and/or analyzes user requirements, procedures, and problems to automate or improve existing systems. Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
2 Assists team and state agencies with TINS testing, problem resolution, data correction, extracts, and input file requirements. Provides assistance to developers, systems analysts, or customers on systems applications, software, and hardware. Provides production support to users of systems and applications. Performs analysis of program policies and procedures to determine their effect on systems and system functional areas. Performs research and special project support to state agencies, Fiscal Management staff and management. Runs and/or requests queries and analyzes data to research and identify data issues. Performs other related duties as assigned. MINIMUM QUALIFICATIONS REQUIREMENTS: Education: Graduation from an accredited four-year college or university. Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits. Experience: Business Analyst II: Two (2) years of experience developing business needs and functional requirements for system modification and preparing written documentation of system modifications for users. Two (2) years of experience customer service in user assistance, user testing, and system support. One (1) year experience querying databases Business Analyst III: Five (5) years of experience developing business needs and functional requirements for system modification and preparing written documentation of system modifications for users. Five (5) years of experience customer service in user assistance, user testing, and system support. Three (3) years of experience querying databases Business Analyst IV: Eight (8) years of experience developing business needs and functional requirements for system modification and preparing written documentation of system modifications for users. Eight (8) years of experience customer service in user assistance, user testing, and system support. Five (5) years of experience querying databases Preferred Experience: Working knowledge of TINS, the Uniform Statewide Accounting System (USAS), the Uniform Statewide Payroll/Personnel System (USPS), the Statewide Payroll/Personnel Reporting System (SPRS), or the Centralized Accounting or Payroll/Personnel System (CAPPS). Experience with Electronic Data Interchange (EDI) including developing trading partner agreements, data mapping, and implementation. May occasionally work evenings, weekends or holiday. Hours may change based on business needs. Travel: 5% Physical Requirements: This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties.
4 The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices or policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrective visual and auditory requirements are required for reading printed materials and computer screen and communicating with internal and external customers. May involve moving up to 25 lbs of office equipment/material on a limited basis. The position requires travel to state offices and other locations as necessary. Air and ground travel are required. Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary.
