7 1 Introduction About this document This document provides details that centres and candidates will need in order to assess, verify and collect evidence for these NVQ qualifications and includes: the requirements for occupational competence for all those involved in the assessment process the assessment methods and requirements the national occupational standards and unit evidence requirements progression routes. 8 2 The Standards Setting Body and the National Occupational Standards Background to the National Occupational Standards (NOS) development The review and updating of the National Occupational Standards (NOS) resulting in these NVQs was undertaken by SEMTA, the Sector Skills Council for Science, Engineering and Manufacturing Technologies. NVQs are well established in the engineering sector and the new Level 1 and 2 NVQ s in Performing Engineering Operations build on a strong history replacing the two original NVQs in this area. Scope of the Qualifications These new qualifications are intended for people who are employed or may be looking to start a career in the engineering industry. The structure is designed to provide for those who may be working in small or medium sized enterprises (SME) and offers a wide range of units covering occupations within production and maintenance engineering. These include Fabrication and Welding, Machining, Materials Processing, Electrical, Fluid Power and Maintenance. There are also units for the motorsport sector and a new pathway for Technical Support which includes units for Computer Aided Design, Project management and Business-improvement. The qualifications will cater for those candidates who are either acquiring engineering competencies in a sheltered, controlled environment such as schools, colleges, training providers, company training centres, HM Prison services and MOD training workshops. employed and are carrying out engineering tasks which may not be appropriate to other engineering or manufacturing or processing NVQs. 9 3 Candidate entry and progression Candidate work role requirements These NVQs are suitable for those working in or considering a career in engineering. They are designed to meet the needs of those undergoing apprenticeships in engineering but are also relevant to trainees in a range of related areas. They can also be used by those who may not have access to the workplace. Candidate entry requirements There are no formal entry requirements for candidates undertaking these qualifications. Assessment is open to any candidate who has the potential to reach the standards for the qualification. For funding purposes, centres are reminded that candidates should not be entered for a qualification of the same type, level and content as that of a qualification they already hold. Age restrictions There are no age limits required for these qualifications unless there is a legal requirement of the process or the environment. 9

11 4 Centre resource requirements In addition to the resources required for normal centre approval centres must ensure that there is access to the assessment environment for the NVQs. This is either through direct access to the workplace or through conditions as detailed in the assessment strategy (see section 5 below) where the sheltered environment reproduces the working environment. Registration period Please check the Directory of qualifications for the latest information on length of registration and the last registration and certification dates. Where the period of access to assessment offered by a centre is less than the period covered by the candidates registration with City & Guilds, centres must ensure that this is understood by the candidates. 11

12 5 Assessment method requirements This guidance is based on and amplifies the assessment strategy developed for the NVQs in Performing Engineering Operations Levels 1 and 2. External quality control External quality control is provided by the usual City & Guilds external verification process which includes the use of the electronically scannable report form which is designed to provide an objective risk analysis of individual centre assessment and verification practice. Assessment environment The Performing Engineering Operations Level 1 and 2 is intended to have a wide application throughout the engineering sector. It is necessary therefore to have a flexible approach to the environment in which the qualification is assessed. There will be candidates who have been working in an industry for some time and wish to acquire a broad based vocational qualification. This qualification will satisfy that need and in this case assessment should take place in the working environment. However, there is much to be gained by acquiring the basic engineering competencies whilst working in a sheltered environment. This is due to an ongoing emphasis on safety critical work activity and the need to ensure flexibility of assessment opportunities to both maintain and enhance the provision of competent personnel within the industry. This assessment method will allow a minimum safe level of competence to be achieved and demonstrated by the candidate prior to being exposed to the hazards of the industrial environment, thus minimizing the risk of injury to themselves and other employees. It is recognised that not all candidates who wish to achieve Performing Engineering Operations qualifications would require this form of assessment. Only those who are judged to be potentially at risk would need to provide evidence of a minimum level of competence to enter the industrial environment. Examples of this are: Where the hazardous nature of the engineering occupations mean that the candidate requires close supervision whilst they provide evidence of competence involving safety critical activities. For reasons of age, people entering an industrial training environment are gradually introduced to the world of work, this helps them mature and grow in confidence as well as providing evidence of their engineering competence. Candidates with special assessment requirements benefit from the close supervision offered by this type of environment whilst providing evidence of competence. Adult learners new to the industry or to a specific skill area can provide evidence with out fear of making mistakes which could prove to be dangerous and/or expensive. Where equipment to be used or worked on by approved, licensed or competent people (such as the aircraft industry) candidates can only provide the necessary evidence of a vocational qualification in-order that they may prepare themselves for future employment. Penal institutions where candidates wish to provide evidence of a vocational qualification in-order that they may prepare themselves for future employment. For the above reasons assessment of a candidates competence in a sheltered environment is acceptable for this qualification where the environment reproduces the working environment The machinery, tools and equipment used must be representative of industry standards and there must be sufficient equipment available for each candidate to demonstrate their competence individually. Workpieces or work outcomes assessed must be the candidate s own work and should be actual work examples that combine the skills, techniques required by the standards so that achievement so that achievement will properly reflect the candidate s competence. 12

13 Assessors must therefore ensure that the competency is fully transferable to the workplace. Other aspects that should be considered include: environmental conditions such as lighting conditions, noise levels and the presence of hazards pressure of work such as time constraints and repetitive activities producing actual workpieces or work outcomes and the consequence of making mistakes and the effect this has on customer, supplier and departmental relationships. Performance evidence requirements Performance evidence must be the main form of evidence gathered. In order to demonstrate consistent, competent performance for a unit, a minimum of three different examples of performance evidence must be provided, and must be sufficient to show that the performance requirements of the unit have been carried out to the prescribed standards. The minimum number of items specified in each of the scope statements for a unit (e.g. four from a choice of six) would require four to be covered, and appropriate evidence provided. It is possible that some of the scope items may be covered more than once. If, however, the three examples of performance evidence are not sufficient to cover all the specified scope items, then further examples of performance evidence will be required to ensure this coverage is achieved. The most effective way of assessing competence, especially for the performance statements in relation to scope items, is through direct observation of the candidate. Assessors must make sure that the evidence provided reflects the candidate s competence and not just the achievement of a training programme. Evidence that has been produced from team activities (e.g. maintenance and installation) is only valid when it clearly relates to a candidate s specific and individual contribution to the activity, and not to the general outcome(s). Items of performance evidence often contain features that apply to more than one unit, and can be used as evidence in any unit where appropriate. Performance evidence must be a combination of: products or outcomes of the candidate s work, such as items that have been produced or worked on, and documents produced as part of a work activity together with: evidence of the way the candidates carried out the activities such as witness testimonies, assessor observations or authenticated candidate reports, records or photographs of the work/activity carried out, etc. Competent performance is more than just carrying out a series of individual set tasks. Many of the units require the candidate to provide evidence that proves they are capable of combining the various features and techniques. Where this is the case, separate fragments of evidence would not provide this combination of features and techniques and will not, therefore, be acceptable as demonstrating competent performance. Example: Unit 11: Preparing and Using Lathes for Turning Operations Level 2 Specific Unit Requirements: (unit summary) In order to prove your ability to combine different turning operations, at least one of the machined components produced must be of a significant nature, and must have a minimum of six of the features listed in scope 5. If there is any doubt as to what constitutes suitable evidence, the external verifier should be consulted. It is strongly recommended that the majority of assessment evidence for the mandatory units is gathered during the performance of the optional units. Evidence should be obtained s a whole, where practically possible, since competent performance in the optional units is often dependent on competence in the mandatory units. Although it is possible to achieve this qualification with the minimum number of optional units, centres may wish to their candidates to be assessed for more than this. 13

14 The standards were developed to cover a range of activities. The evidence produced for this qualification will, therefore depend on the candidates choice of scope items in the standard, which are intended to help the candidates to seek appropriate information and to acquire the necessary skills, techniques and knowledge before being able to demonstrate competent performance. Where the scope section gives a choice assessors should note that candidates do not need to cover the other items, particularly where these additional items may relate to other activities or methods that will not be part of the candidate s normal workplace activity or area of expertise. Knowledge evidence requirements Knowledge and understanding are key components of competent performance, but it is unlikely that performance evidence alone will provide enough evidence in this area. Where the candidate s knowledge and understanding (and the handling of contingency situations) is not apparent from performance evidence, it must be assessed by other means and be supported by suitable evidence. Knowledge and understanding can be demonstrated in a number of different ways, but it is suggested that the most appropriate methods for this qualification are oral questioning and practical demonstrations. Assessors should ask enough questions to be able to determine that the candidate has an appropriate level of knowledge and understanding as required by the unit. Evidence of knowledge and understanding will not be required for those scope items that have not been selected by the candidate. The achievement of the specific knowledge and understanding requirements of the standards cannot simply be inferred by the results of tests or assignments from other qualifications or training programmes. Where evidence is submitted from these sources, the assessor must, as with any assessment, make sure the evidence is valid, reliable, authentic, directly attributable to the candidate, and meets the full knowledge and understanding requirements of the standard. Where oral questioning is used the assessor must retain a record of the questions asked, together with the candidate s answers. 14

15 6 Roles and occupational expertise requirements Assessors Assessment must be carried out by competent assessors who hold or are working towards the nationally recognised Assessor units A1 and/or A2 as appropriate to the assessment being carried out. Assessors that hold units D32 and/or D33 must demonstrate that there are applying the assessment principles and practices set down in A1 and/or A2 as appropriate to the assessment being carried out. Assessors must be able to demonstrate that they have sufficient technical competence to evaluate and judge evidence for this qualification. This will be demonstrated either by holding a relevant technical qualification or by proven suitable of the technical areas to be assessed. The assessors competence must at the very least be at the same level as that required of the candidate(s) in the units being assessed. Assessors should have a minimum of three years relevant skills experience and must have a thorough working knowledge of the processes, techniques and procedures that are used in the engineering industry. Competence in the specific areas covered by the unit(s) being assessed is essential Assessors must also know the content and meaning of the national occupational standards against which the assessments are to be carried out the QCA requirements in respect of National Vocational Qualifications the use of this document and City & Guilds policies and practices. Internal verifier Internal verifiers must hold, or be working towards, the nationally recognised Internal Verifier unit V1 and would be expected to be familiar with, and preferably hold, the nationally recognised Assessor units. Internal Verifiers that hold unit D34 must demonstrate that they are applying the verification principles and practices set down in V1. Verifiers of this qualification should have a minimum of three years relevant skills experience, and must have a working knowledge of the processes, techniques and procedures that are used in the engineering industry Verifiers will also be expected to be fully conversant with the standards against which the assessments and verification are to be carried out, the appropriate QCA requirements for NVQs and City & Guilds policies and practices in respect of NVQs. Technical competence is defined here as a combination of practical skills, knowledge, and the ability to apply both of these, in familiar and new situations, within a real working environment. 2. Technical understanding is defined here as having a good understanding of the technical activities being assessed, together with knowledge of relevant Health & Safety implications and requirements of the assessments. 3. Technical awareness is defined here as a general overview of the subject area, sufficient to ensure that assessment and portfolio evidence are reliable, and that relevant Health and Safety requirements have been complied with. 4. The competence required by the assessor, internal verifier and external verifier, in the occupational area being assessed, is likely to exist at three levels as indicated by the shaded zones in the following table. 17 7 Recording assessment and evidence Recording forms to use City & Guilds has developed a suite of forms for use with NVQs. These are included in the generic NVQ Guide for centres and candidates (versions of the forms are available on the City & Guilds website). Although it is expected that centres will use these forms centres may devise or customise alternative forms which must be approved by the external verifier. City & Guilds also endorses the electronic recording systems Quick Step and Paper Free. In common with other City & Guilds engineering NVQs each unit in the standards has an evidence profile. The purpose of this is to provide an audit trail to show that the three pieces of evidence cover the scope of the unit. For example if the scope requires use of two types of material then the three pieces of evidence could be two using low carbon/mild steel and one using aluminium/aluminium alloys. 17

23 9 About the standards Availability of standards These standards are produced for use by centres within this Qualifications Handbook which is available from the City & Guilds website. Mapping of old standards to new These qualifications replace the NVQs in Performing Engineering Operations at Levels 1and 2 which close for registration in July Centres are strongly advised to use the new standards at the earliest opportunity.
