Introduction Date of Issue: Date of Last Modification: Application: This DAOD is a directive that applies to employees of the Department of National Defence (DND employees) and an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members). 2 National Defence Headquarters Policy Directive P3/94, DND/CF Policy for Information Management Information Management Directive (IMD) 1/95 Approval Authority: Assistant Deputy Minister (Information Management) (ADM(IM)) Enquiries: Director Defence Information Management Planning (DDIMP) 2. Definitions defence terminology (terminologie de la Défense) The body of standardized general, doctrinal, operational, organizational, technical, procedural and administrative terminology pertaining to DND and CAF activities. (Defence Terminology Bank record number 27543) information management (gestion de l'information) A discipline that directs and supports effective and efficient management of information in an organization, from planning and systems development to disposal or long-term preservation. (Policy on Information Management, Treasury Board) information technology (technologie de l'information) Involves both technology infrastructure and IT applications. Technology infrastructure includes any equipment or system that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission or reception of data or information. IT applications include all matters concerned with the design, development, installation and implementation of information systems and applications to meet business requirements. Policy Direction Context 3.1 This DAOD, along with the DND and CF IM and IT Policy Framework, provide the strategic context for DND and CAF policies, directives, instructions, standards and guidance relating to information management (IM), information technology (IT), IT security and defence terminology. 3.2 Given the assignment of functional areas in respect of IM and IT, the ADM(IM) acts as the Chief Information Officer for purposes of the Treasury Board Operational Security Standard: Management of Information Technology Security (MITS). Policy Statement 3.3 The DND and the CAF are committed to using a collaborative approach to:
3 a. ensure the efficient and effective use of IM and IT; b. support IM and IT priorities, programme delivery and increased productivity; and c. manage IT security activities. Requirements 3.4 The DND and the CAF must: a. apply the IM and IT policies, directives and standards of the Government of Canada in order to: i. promote interoperability with other government departments and agencies; ii. support international obligations with allies; and iii. ensure CAF operational success in and outside Canada; b. manage information and its associated technologies in accordance with the IM and IT policies, directives and standards of the Government of Canada; c. establish DND- and CAF-wide strategic direction and governance structures for IM and IT; d. integrate IM and IT investment plans into level one (L1) advisor business plans; e. use common or shared IM and IT assets and services to avoid duplication; f. measure performance relating to the management of IM and IT on an ongoing basis; and g. safeguard IT infrastructure, assets and services from compromise. 3.5 The Chief of Staff (IM) must notify the ADM(IM) of any non-compliance with this DAOD. 4. Consequences Consequences of Non-Compliance 4.1 Non-compliance with this DAOD may have consequences for both the DND and the CAF as institutions, and for DND employees and CAF members as individuals. Suspected noncompliance will be investigated. The nature and severity of the consequences resulting from actual non-compliance will be commensurate with the circumstances of the non-compliance. Authorities Authority Table 5.1 The following table identifies the authorities associated with this DAOD: The... has or have the authority to...
4 ADM(IM) establish strategic direction and governance structures, and approve plans and programmes, for IM and IT in the DND and the CAF; issue policies, directives, instructions and standards for IM and IT in the DND and the CAF, and oversee their compliance; establish IM and IT services and capabilities that align with business and operational objectives, and oversee their management, delivery and maintenance; lead DND and CAF coordination, and act as the focal point, for IM and IT with other government departments, agencies and allies; establish an IT security programme as part of a coordinated DND and CAF security programme; and take appropriate action in respect of non-compliance with this DAOD. L1 advisors issue amplifying IM and IT policies, directives, instructions and standards to meet their functional needs; oversee compliance in their organizations with DND, CAF and L1 advisor policies, directives, instructions and standards relating to IM and IT; and represent the IM and IT interests of their organizations with other government departments, agencies and allies.
