These definitions vary among regions and cultures and change over time. Refers to strategies applied in program assessment, design, implementation and evaluation to take gender into account and to compensate for gender-based inequalities. The process of incorporating a gender perspective into policies, strategies, programs, project activities, and administrative functions, as well as into the institutional organization of an organization. Goes above and beyond gender integration. The process of being fair to men and women and taking measures to compensate for historical and social disadvantages that prevent men and women from operating on a level playing field. The state or condition that affords men and women equal enjoyment of human rights, socially valued goods, opportunities and resources. 2 P a g e

GOALS AND SCOPING FOR A GEF-TARGETED SCIENCE PROJECT GENDER MAINSTREAMING STRATEGY. 1.1 PROJECT BRIEF This project focuses on constructing scenarios of change in the three highest diversity continental tropical regions, to better understand threats from disrupting climate shifts and opportunities for adaptation of terrestrial protected area networks. Specifically, the project has two technical components and one component dedicated to coordination and knowledge management. In Component 1, we provide scenario analyses in three tropical biogeographic realms spanning 83 countries in the Neotropics, Indo-Malayan tropics and Afrotropics, focusing on the vulnerability of protected area networks to climate change. This synoptic analysis addresses the lack of integrated analyses of the most important threats and opportunities for protected area network enhancement in the face of climate change and enables corresponding national and regionally coordinated actions. In Component 2, regional assessments bring the expertise of regional scientists to bear on a more detailed analysis of protected areas and climate change. Loss of species and ecosystem representation will be assessed for individual protected areas and opportunities to restore lost representation identified. We will work with stakeholders to create country and multi-country research briefs and action plans, enabling more effective and efficient planning processes informed by analyses of climate-induced changes in biodiversity, as well as changes in the major threats to biodiversity. In Component 3, we establish a project monitoring framework and prepare knowledge products to share the recommendations developed during the project. The project implementation is headed by a core team consisting of a Principal Investigator, Project Manager (postdoctoral researcher), 3 lead regional scientists, and 3 representatives from international advisory institutions assisting with data development and design of methods. The core team will be advised by a Science Advisory Panel, representing leading climate-impact and protected area planning scientists and includes representation from the three selected geographies. Stakeholder groups will be directly embedded into project planning in each region and will take part in the translation of research briefs into action plans (Component 2). Leading climate-impact scientists from the Neotropics, Afrotropics, and Indo-Malayan tropics will interact with a range of stakeholders drawn from GEF agencies, civil society, international organizations, government ministries and representatives of local communities that are directly affected by protected area management effectiveness. The synthesized data and scenario analysis (Component 1), the regional assessment results for countries and multi-country research to policy briefs (Component 2) will allow countries in the Neotropics, Indo-Malayan tropics and Afrotropics to (1) understand the change and potential loss of species representation in protected areas; (2) understand the loss of ecosystem representation in protected areas and (3) explore options that reverse or reduce the risk presented to species and ecosystems representation in national and regional protected area frameworks. 3 P a g e

4 These contributions aim to support national protected areas systems that maximize representation of species and ecosystems as climate changes and hence bolster the resilience to climate change of tropical countries across the selected geographies. 1.2 GENDER CONSIDERATIONS WITHIN THE PROJECT The research goals of the project examine the placement of existing protected areas (PA) and networks to help reduce risk to nature and people under a shifting future climate. The results of the collective research to be shared in components 2 and 3 aims to help reduce the potential loss of representation of species and ecosystems through a combination of directed research briefs and further action plans developed with stakeholders. Having a scientific focus the project engages a very specific audience and participation, where we can help ensure that policy briefs recommend consideration of gender dimensions. Both men and women living within and around such protected areas influence and receive benefits from the reserve or spillover effect of ecosystem goods and services that PAs provide, and are often important custodians. Given the cultural history and societal gender roles in local communities, men and women both depend upon and interact with their natural environment for food, shelter, extracted resources etc. in different and often complex ways. These are important considerations when developing changes to PA policy, particularly if it implies changes to livelihoods or access to resources. Equitable opportunities to build awareness of both men and women, understanding their societal roles and active participation and leadership in conservation themes, from communities to policy makers, is an important part of effective conservation and climate adaptation planning, including efforts that aim to ensure the effective future placement of protected areas and networks. The three broad geographies included in the project (Neotropical, Afro-tropical and Indo-Malayan biogeographic realms) comprise 83 tropical countries which obviously covers a very broad diverse social and cultural landscape and a range of associated livelihoods. The project in itself focuses on targeted research and does not engage communities directly. Nonetheless it does have gender dimensions in view of the implications of eventual application of the research (protected area design under climate change scenarios) upon livelihoods in and surrounded protected areas as well as ensuring equitable opportunities, inclusivity of men, women and where relevant, age groups in participatory fora and dissemination of results (component 3) throughout its implementation. 1.3 CI S PREVIOUS EXPERIENCE WITH AND UNDERSTANDING OF GENDER. As an organization that works closely with communities, CI has considerable experience integrating the human dimension in conservation practice and ecosystem management. This project provides an ideal opportunity to improve our understanding and practices in the specific area of gender and conservation. Over the last four years, CI has focused considerable effort on the nexus of gender and conservation, developing tools and staff skills to help identify and address gender inequalities within conservation programming. Building on our institutional Policy, our Integration Guidelines were 4 P a g e

5 developed specifically for conservation staff. These guidelines are fully available to the project 1. This GMP benefits from advice and evaluation by the CI in-house gender specialist. 1.4 GOALS AND PURPOSE OF THE GEF-SPARC GENDER MAINSTREAMING PLAN. In compliance with the CI-GEF Project Agency s Mainstreaming Policy, the Executing Agency is responsible for ensuring that the project in undertaken in such a way that both women and men: a) receive culturally compatible social and economic benefits; b) do not suffer adverse effects during the development process; and c) receive full respect for their dignity and human rights. Effectively the plan describes: How gender issues will be effectively incorporated into recruitment processes, capacity building activities, consultations and decision-making bodies; The measures that will be put in place to ensure the equitable participation of women and men in the project, and The M&E system put in place to ensure that gender issues will be properly tracked over the life of the project to allow for adaptive management measures. 2. GENDER MAINSTREAMING PLAN. CI field teams will consult with the CI-HQ and Conservation Specialist (CI-HQ Policy and Practice Unit) for guidance in inferring or further development of gender dimensions linked to the research results. The evaluation of climate risk to existing PAs and future PA designs that potentially result in lifestyle changes between men and women (or between age groups), although not explicitly addressed in the project, should be part of recommendations in policy briefs etc. (Outcome 2.2). During the implementation of the project attention will be given to ensuring equitable opportunities for participation in research opportunities, distribution and access of results to both men and women. Sex disaggregated information concerning participation; particularly in components 2 and 3 is part of the monitoring & evaluation plan for the project. The following guidelines are provided for project activities: 2.1 RECRUITMENT PROCESSES. Conservation International as Executing Agency is an Affirmative Action/ Equal Opportunity Employer of minorities, females, protected veterans, and individuals with disabilities. 6 2.2. CAPACITY BUILDING ACTIVITIES. Capacity building activities under the project will be made available equally to men and women. Where a differential impact on women or men is identified, efforts will be made to tailor capacity building to address those needs. The project will reach out to female decision makers, even in nontraditional roles. For instance, if government agency staff are predominantly male, but NGO decision makers include greater participation of women, the project will reach out to both government and NGO decision makers in its communication efforts. 2.3 DECISION MAKING BODIES. The project partners will not discriminate between men and women in the provision or availability of project results which will go into the public domain and/or participation in management/decisionmaking across the 3 broad biogeographic realm geographies. The project will work with decision makers while developing policy briefs with the wider expert group providing opportunity to include in the discussion any documentation or considerations concerning any possible positive/negative impacts on men and women. Where appropriate, materials and information for decision makers, including both country and multicountry research-to-policy briefs, will identify different potential effects on men and women, suggesting possible appropriate policy responses. For instance, if a possible site for a protected area safeguards local water supplies for agriculture and household use, and women are the primary agricultural workers and water gatherers, policy guidance might be included in how to fully engage women in discussion of protected areas benefits. Decision support tools developed by the project will include information on differential impacts on men and women where appropriate. 3. ACCOUNTABILITY AND GRIEVANCE MECHANISM Stakeholders may raise a grievance at all times to the Executing Agency about any actions instigated by the project and the application of its safeguard frameworks. Affected stakeholders should be informed about this possibility and contact information of the respective organizations at relevant levels should be made available either on-line, during the project start-up workshop and/or in project affected sites where most relevant. Unless project affected communities request an alternative process, the Accountability and Grievance Policy and Mechanism described in the Safeguard Policies and Processes section of the CI- ESMF shall apply. The project Executing Agency (EA) will be the first point of contact in the accountability and grievance mechanism. In the first instance any grievance should be addressed and where possible resolved locally. CI and/or the EA will be responsible for informing project affected communities about the Grievance provisions, including the ESMF s grievance mechanism. Contact information of the Executing Entity, CI, and the GEF will be made publicly available to all involved stakeholders. Complaints to the Executing Agency can be made through many different channels including, but not limited to face toface meetings, written complaints, telephone conversations, or e mail. 6 P a g e

MONITORING AND REPORTING: Three indicators were identified to help the project teams follow trends in men s and women s participation related to the project and are included as part of the Monitoring and Evaluation Plan. Sex disaggregated information should be collected where possible throughout the project. INDICATOR GENDER #1: Number/percentage of women/men attending activities & trainings & meetings. Logic: Reflects male/ female access to meetings linked with the project, training resources etc. - will also be subject to the local gender and interest group demographics. Target: No gender discrimination (not applicable to male/ female focus groups). INDICATOR GENDER #2: Number of men/women demonstrating leadership in project implementation. Logic: An indication of how gender influences decision making processes. Threshold: No discrimination between men and women as leaders. INDICATOR GENDER #3: Number/percentage of relevant policy briefs produced that include discussion of gender. Logic: An indication of the level of consideration given to gender in any policy advice resulting from the project. Threshold: All policy briefs consider any differential implications for men and women. 7 P a g e
