Job Purpose and Organizational Context The Specialist Development Programme (SDP) seeks to strengthen UNDP s capacity to support countries to make the 2030 sustainable development agenda a reality with a particular focus on crisis countries and the humanitarian development nexus. The SDP Programme includes two tracks: Specialist to the UNDP Country Director in the field or Specialists for the SDGs in headquarters or regional offices, in UNDP priority thematic areas related to the SDGs. At the UN Sustainable Development Summit of September 2015, UN Member States adopted the 2030 Agenda for Sustainable Development with a set of Sustainable Development Goals (SDGs) at its core. It commits all countries to work together to promote sustained and inclusive economic growth, social development and environmental protection and to benefit all, including women, children, youth and future generations. On 1 January 2016, the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development officially came into effect. Over the next fifteen years, countries will mobilize efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind. The Sustainable Development Goals and targets are integrated and indivisible, global in nature and universally applicable, taking into account different national realities, capacities and levels of development and respecting national policies and priorities. While the SDGs are not legally binding, governments are expected to take ownership and establish national frameworks for the achievement of the 17 Goals. Countries have the primary responsibility for follow-up and review of the progress made in implementing the Goals, which will require quality, accessible and timely data collection. A series of initiatives to support the adaptation of the SDGs in Ukraine were launched in The Government of Ukraine takes ownership for the adaptation of the SDGs into the national context. It has committed that the SDGs will serve as a basis for strategic planning of the country s development and as a platform for sectoral strategies and annual plans until The Government of Ukraine, specifically the Ministry of Economic Development and Trade, accordingly initiated the preparation of the National Baseline Report SDGs. Ukraine with methodological and expert support from UN/UNDP. The preparation of the Report was preceded by a series of regional and national consultations. In addition, UNDP supported the process of elaboration of the Sustainable Development Strategy for Ukraine until 2030, which will be proposed for consideration by the Cabinet of Ministers and the Parliament of Ukraine as a framework tool to ensure that all national policies are guided by the SDGs and contribute to their implementation. 1
2 The Programme Specialist, based at UNDP Ukraine, is responsible for promoting the sustainable development and implementation of SDGs in Ukraine, applying various relevant tools developed and tested. The Programme Specialist will work with other relevant UNDP Ukraine CO staff to mainstream the sustainable development principles into current and future programmes. In addition, s/he will work with the governmental and non-governmental organizations to facilitate enhancement of the national monitoring system, strengthening capacity in SDGs-based planning and mainstreaming into sectoral and regional strategies and programmes, and promoting broader public awareness and support. S/he will be guided by and report to the Country Director. III. Supervision Name of Supervisor: Title of Supervisor: Janthomas Hiemstra Country Director Content and methodology of supervision: As part of the UNDP SDP programme overall framework, the incumbent will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment Establishment of a work plan, with clear key results within the first two months of the assignment Performance management as per UNDP standard practice and approach and completion of the yearly UNDP Performance Management Document (PMD) Effective supervision through knowledge sharing and performance/development feedback Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities In this section list the primary responsibilities of the position (Typically five). As needed add additional context below the responsibilities. Tip: Focus on what the job entails not how to do the job. 1) Programme Support: Provide advice to the CO senior management in terms of the overall approach to promotion and implementation of sustainable development agenda and SDGs in Ukraine; Provide guidance and support the Programme and Strategic Units with mainstreaming the sustainable development and SDGs into the current and future programmes and projects; Cooperate with the CO Monitoring Unit to ensure that SDGs, targets and indicators are properly inter-linked with the country programme monitoring framework; Collaborate with IRH and HQs to share information on Ukraine s achievements and plans in sustainable development and SDGs domain. 2) Policy Support: 2
3 Promote cooperation with the Government of Ukraine and relevant ministries in terms of establishing an institutional mechanism for implementing SDGs and sustainable development agenda, working closely with programme unit Provide technical guidance and Assist the Government of Ukraine, Ministry of Economic Development and Trade, other ministries and regional authorities in mainstreaming SDGs into the national, sectoral and regional policies and programmes; Contribute into the policy advice and capacity building services to be provided to the State Statistics Service to improve the national statistics to reflect SDGs, targets and indicators. Provide overall advice to the relevant internal and external parties to ensure alignment with global development policies, norms and standards. 3) Communication and awareness raising: Cooperate with Communication Unit to develop and implement various activities aimed at promoting suitable development agenda and SDGs in Ukraine; Provide support and guidance to the Government of Ukraine in communicating the SDGs achievements and challenges to various stakeholders and the national and sub-national levels. 4) Partnerships and Resource Mobilization: Provide insight to Support the Programme and Strategic Units to Engage with national, sub-national, regional and global partners on sustainable development and SDGs issues; Facilitate and support the Programme and Strategic Units to foster strategic partnerships at the national level with UN and external institutions, including national and sub-national authorities, communities, private sector, academia, CSOs, IFIs, international organizations, mass media, etc. Contribute to the development and implementation of the resource mobilization strategy and plan on SDGs under corporate guidelines. 5) Knowledge Management: Coordinate contributions and support corporate KM activities, help influence policy dialogue in sustainable development and SDGs areas; Coordinate and perform knowledge extraction, analysis, documentation etc, and to share it with the relevant internal and external parties; Provide sound contributions to knowledge networks and communities of practice; Prepare briefing notes and speeches on relevant thematic areas on the SDGs. IV. Recruitment Qualifications Education: Experience: Master's degree in social policy, public administration, politics, economics, development studies, business administration or a related area. 1. At least five years of professional experience providing policy advice, programme support and partnership building in public or international organization; 2. At least five years of experience in economic, social or environmental development areas; 4
5 Language Requirements: 3. Deep knowledge of suitable development agenda and Sustainable Development Goals; 4. Experience of working in Europe and Central Asia region and knowledge of Eastern European countries development issues would be an advantage; 5. Strong analytical skills in economic, social and ideally in environmental domains; Proficiency in English. Knowledge of Russian would be desirable. VI. Training and Learning As part of the UNDP SDP Programme overall framework, the incumbent will benefit from the following training and learning opportunities: Virtual pre-departure briefing before taking up the assignment 10-day orientation course in New York Individual mentors to help maximize induction to UNDP and the job role. During the second year of assignment, possibility to participate in the 12 months UNDP Leadership Development training programme. During the last year of assignment, SDP participants are expected to prepare a career plan and will receive individual mentoring, guidance and support from UNDP. In addition, the following specific training and learning modalities/opportunities will be offered in the receiving office: Understanding Gender mainstreaming and the UN framework, Media Training for Managers, Project Management Module. VII. Background Information Information on the receiving office: Since 1993 UNDP has assisted the government of Ukraine in developing solutions for the transition from a planned to a market economy and for establishing democratic systems. The main goal of UNDP is to support Ukraine on its sustainable human development path towards a more prosperous, democratic, inclusive and resilient state where no one is left behind and each voice is heard. UNDP s strategic objective in Ukraine is to assist the country in implementing the Sustainable Development Goals contained in the Global Agenda It does so through work on three pillars: - Governance reform - Environmental and energy policy reform for innovative green and clean economic growth, and - Recovery and peacebuilding in conflict-affected areas. A central theme for the Country Programme is the linkage between governance reform and human development. UNDP is one of the largest international development organizations in the country, with around 250 national and international staff working all around Ukraine. Through partnerships with national, regional, and local governments, civil society and the private sector, UNDP has been supporting Ukraine in its efforts to eliminate poverty, develop people s capacity, promote energy-efficiency, sustain the environment, and advance democratic governance. 5
6 Following the massive protests in late 2013/early 2014, Ukraine s newly elected government has embarked on an ambitious programme of governance reform, aiming at cleaner, more effective and responsive government. Through a new programmatic approach, in particular its Democratic Governance and Reform Programme pillar, UNDP seeks to help consolidate democratic governance and the rule of law by strengthening capable, responsive and accountable democratic institutions, reducing corruption (including by improving procurement procedures and systems) and the advancement of human rights. It also seeks to help establish more effective and accountable public institutions which respond to the needs of all persons within the jurisdiction of Ukraine, especially the most vulnerable, and promotes effective socio-economic policies which integrate principles of inclusiveness, equity and responsiveness and which are based on the Sustainable Development Goals.
