1 Government of West Bengal Finance Department Audit Branch No. : F(H) Kolkata, the 19 th October, MEMORANDUM Subject : Introduction of new systems of A.P.R. / A.C.R.s For Schedule A Stenographers and Bengali Stenographers under the Finance Department. The Finance Department have drawn up revised formats of A.P.R./A.C.R.s for Schedule A Stenographers and Bengali Stenographers under the Administrative control of this Department in terms of Memo No.4439-F(H), dated Subsequently, in terms of Memo No.8446-F(H), dated , it has been decided that the formats of Attendance as in vogue under Finance Department Memo No.9135-F, dated shall be used instead of the revised one. (Model formats of A.P.R./A.C.R.s are placed below). Consequent upon introduction of new system of A.P.R./A.C.R.s for Schedule A Stenographers and Bengali Stenographers, it has been under contemplation of issuance of revised guidelines in the matter of writing and transmission of performance report from time to time and after careful consideration, the following guidelines are being issued for necessary compliance. The following system is proposed : a) For Ministers : They will draw up the ACR of the Sr. Personal Secretary / Personal Secretary / Sr. P.A. etc. allotted to him and forward the same as Reviewing & Forwarding Officer. b) For Chief Secretary / Principal Secretaries / Secretaries / Directors. c) For Chairman & Members of WBAT / WBLRTT / WBTT / WB Wakf Tribunal / WBPSC. As in the case of (a) d) For officers in rank of Special Secretary / Joint Secretary / Deputy Secretary not posted in the Finance Department. They will act as Reporting Officer and the departmental Principal Secretary / Secretary will act as the Reviewing and Forwarding Officer. e) For Schedule A Stenographers posted with officer of the Finance Department or posted with any Officer not specified above, the concerned officer will act as the Reporting and Forwarding Officer. f) The Dy. Secretary / Joint Secretary / Special Secretary of Finance Department shall be the Reporting / Reviewing / Forwarding Officer respectively for an employee for the period spent as Leave Reserve. g) (a) An officer, as on 31 st March of one particular year who has not seen the performance of the Employee to be reported upon for a period less than 3 (three) months shall specifically mention this in his General Remarks column and shall not make any gradation in respect of the employee. (b) In case an employee is posted with more than one officer during the period under report, the ACR/APRs are required from each of such officers covering their respective periods. Contd.P/2
2 -:: (2) ::- h) In all cases, the ACR/ APRs are to be forwarded to the Principal Secretary, Finance Department who will act as the Custodian-cum-Accepting Officer. In case he finds assessment made is harsh and documents justifying such assessment have not been provided, he may take up the matter with the concerned Reporting/Reviewing/Forwarding Officer, as the case may be, for revision. i) All Reporting/Reviewing/Forwarding Officers are to see that the ACRs/APRs are initiated within the month of May and sent to the Finance Department within June every year. j) Employees obtaining overall Non-Satisfactory grading will be communicated confidentially to draw his/her attention with reference to particular aspects where improvement are desired. The stipulation in Finance Department Memo No.9135-F, dated , that the Stenographers will additionally have to score 70% on attendance to become eligible for appointment in higher pay scales, both functional and non-functional, shall be applicable mutatis mutandis.
