3 What is the Strategy? Overall Strategic Objective: Significantly grow the size of the Inuit labour force working in the Nunavik mining sector in the next 5-10 years, including jobs for Inuit in: Producing mines Mines under construction Exploration sites Begin with a 3 year phase: April 2013 to March 2016 Lay the foundation for a 5-year phase ( ) 3

5 Why is this Strategy Important? Estimated potential mining jobs in Nunavik next 10 years: More than 3,000 in producing mines, mine construction, exploration and contractors; Population in Nunavik is 12,000. Current number of Inuit employed in mining sector (2017): Approximately including producing mines and exploration sites Nunavik labour force characterized by: High dropout rate in schools; Low level of graduates from trades, college and university. 5
6 Overview of the Strategy s 8 Strategic Objectives 7. Invest in improving educational results in Nunavik schools (pilot projects) 6. Strengthen the processes to promote and retain Inuit trainees/ employees 8. Continuously assess the results and improve 1. Significantly grow the size of the Inuit labour force working in the Nunavik mining sector in the next 5-10 years (priority: women and youth) 2. Strengthen the partnerships (Nunavik partners/ mining companies) 3. Significantly build the training capacity to train Inuit for jobs in mining in Nunavik 4. Strengthen the pre-employment, recruitment, selection process for Inuit trainees/ employees 5. Strengthen the training & support services for Inuit trainees and employees 6
7 How are we implementing the Action Plan? 1. By continuing to work hard and implement best practices for each of the 8 strategic objectives; 2. By partners regularly sharing results including success stories and lessons learned; 3. Partners investing a total of more than $40M over 3 years. 7

9 Support offered by Kautaapikkut Strategy to partners Significant subsidies for wages and benefits of Inuit trainees; Significant subsidies for wages, travel benefits and accommodation costs for trainers; Mining/ business related training by Kativik School Board to help ensure constant workforce supply; Nunavik-specific experiences, shared successes and cooperation between all partners; Ongoing research into industry best-practices. 9
10 Highlights: Kautaapikkut Partners Glencore Raglan Mine Inuit employment at Raglan more than doubled since 2008, from 81 in 2008 to 174 at March 31, 2017 (plus 22 Inuit who work with Raglan contractors) for a total of 196 The Rapid Inuit Development Program (RIDE) has over 44 active fast-tracked Inuit employees at March 31, Inuit employees were working in supervisory level positions in past year The Inuit recruitment supervisor is Inuit (Siasi Kanarjuak) and all the other Inuit recruitment employees are Inuit 9 Inuit employees graduated from the 2-year underground mining in the last 3 years Inuit employees now work in 75 different types of jobs most in trades and technical jobs, and not just in entry level jobs 10
11 Highlights: Kautaapikkut Partners Canadian Royalties (CRI) Despite a major layoff in the fall of 2013, there are now 50 Inuit employees at CRI at March 31, 2017 including 16 working with contractors Plan to add another 11 Inuit employees in 2017 to reach approximately 12% of workforce Inuit employees now work in all departments of the company 11
12 Highlights: Kautaapikkut Partners Kativik Regional Government - Sanajiit Project (Construction) Over 550 Inuit trained in various construction related trainings offered in collaboration with the Kativik School Board ( ) On the job training was provided over 400 times on various construction sites ( ) Since 2013, around 80 students from Nunavik high schools travelled to the Nunavimmi Pigiursavik center (Inukjuak) for the introduction to construction trades activity Women in the trades: Since 2013, Inuit construction workers reached more than 1000 hours worked in a single season in 21 occasions. Among these workers, 3 were women (14%) hours worked by Inuit workers ( ) YEAR PERCENTAGE OF WOMEN % % % % 12
13 Highlights: Kautaapikkut Partners Kativik Regional Government - Sanajiit Project (Construction) Successful Sanajiit partnerships Partnership with Makivik Construction that has allowed KRG to lobby successfully for the adaptation of construction regulations to the Nunavik needs New placement region for Nunavik Partnership with Makivik Construction and the Kativik Schoolboard for the implementation committee with the Commission de la construction du Quebec following the creation of the Nunavik placement region Communication plan Participation to various promotional events New logo Radio capsules Social Media 13
14 Highlights: Kautaapikkut Partners KRG Class 3, 4, 5 Training Over 750 Inuit trained in a construction of class 3, 4, and 5 in the last three years in Makivik communities and at mine sites 14
15 Highlights: Kautaapikkut Partners KSB Adult Mining-related and other training KSB delivered four key HEO training programs in 2014/15/16 One at the Canadian Royalties site: joint training with Canadian Royalties and Raglan 9 of 10 Inuit trainees completed training One with the Kuujjuaq Landholding Corp 11 Inuit trainees One with the Kuujjuarapik NV using five HEO training simulators for the first time 16 Inuit trainees One with the landholding corporation in Salluit 23 Inuit trainees 15
