2 2 Minutes of proceedings of the 181st meeting of the held at Quebec City on June 15, PRESENT: Peter Jacobs, Chairman Eli Aullaluk Daniel Berrouard Pierre-Michel Fontaine Larry Watt Édith van de Walle Mireille Paul Putulik Papigatuk GUESTS: Mélissa Gagnon, Executive Secretary Stéphane Cossette, MDDEP Alain Thibault, MDDEP The held its 181st meeting at Quebec City on June 15, A preliminary meeting attended by the Northern members and the Executive Secretary was also held the day before, on June 14, At their June 15 meeting, the members reviewed many ongoing projects. Representatives of the MDDEP Ecological Heritage and Parks Branch were also in attendance for part of the meeting to present the next park project in Nunavik that will be submitted to the Administrator shortly. Two mineral exploration camp projects were on the agenda and related analysis generated discussion on waste management at isolated sites and the importance of increasing awareness among project proponents about waste reduction at source. The next meeting is scheduled to take place at Inukjuak from August 29 to September 1, 2010, and will include a visit of the proposed Innavik hydroelectric development project.
3 1 1. Adoption of the agenda The agenda was adopted. 2. Adoption of the minutes of the 180th meeting The minutes of the 180th meeting could not be adopted as they had not yet been completed. 3. Main points of the last meeting a) Nunavik Nickel mining project, Canadian Royalties Inc.: Transmission of the water quality monitoring report for the Puvirnituq River and the annual environmental monitoring report (conditions 6.3 and 8.2): In light of all the applications currently submitted by Canadian Royalties for the Nunavik Nickel project, it was agreed that they would be dealt with in a single document to be received shortly and will include a new timetable for compliance with the conditions indicated on the certificate of authorization. b) Mineral exploration site, Dahrouge: A letter of exemption was transmitted to the Administrator on May 18, c) Project to upgrade to current standards the fuel tank farm at Kuujjuaq, Nunavik Petro Inc.: A request for additional information was transmitted to the Administrator on May 7, d) Nunavik Nickel mining project, Canadian Royalties Inc., Addendum No. 4 Allammaq deposit mining project and increased concentrator processing capacity: A request for additional information was transmitted to the Administrator on May 28, e) Extension of the access road north of Kuujjuaq, Nayumivik Landholding Corporation: A request for additional information was transmitted to the Administrator on June 2, Innavik hydroelectric development project, community of Inukjuak (Pituvik Landholding Corporation) The members discussed the topic of public hearings for this project. The Chairperson stated that the Canadian Environmental Assessment Agency had contacted the to enquire about the possibility of a single public consultation process. The members subsequently discussed the request for additional information to be sent to the project
4 2 proponent. The necessary changes will be made to the questions and the document will be transmitted to the Administrator. A letter will be transmitted to the Administrator to have a request for additional information transmitted to the project proponent. 5. Waste management at the Chrysler mineral exploration camp, Canadian Royalties The members discussed the project and their concerns, mainly regarding waste management, the duration of the project, as well as the dismantling of the camp and structures at the end of the project. Further to these discussions, it was decided to exempt the project from the environmental and social impact assessment and review procedure. A letter of exemption will be transmitted to the Administrator. The letter will indicate that the project proponent must be reminded that any change to the project must be submitted to the. 6. Waste management at the Lake Brisson mineral exploration camp, Quest Rare Minerals Ltd. The members discussed the project. They underscored the importance of indicating to the project proponent that an effort must be made to reduce at source the waste that will be generated at the camp. Further to these discussions, it was decided to exempt the project from the environmental and social impact assessment and review procedure. A letter of exemption will be transmitted to the Administrator. A paragraph will be added to the letter to underscore the importance of reducing at source the quantity of waste that will be generated at the camp. 7. Marine infrastructure at Kuujjuaraapik (phase II), Makivik The members discussed the information submitted by the project proponent in response to the s request for additional information. Further to these discussions, it was decided to authorize the project under certain conditions that will be indicated in the certificate of authorization. A letter will be transmitted to the Administrator indicating the s decision to authorize the project under certain conditions.

Presentation by the Ecological Heritage and Parks Branch (Mr. Cossette, project manager): parc national des Monts-Pyramides project Accompanied by Mr. Thibault, Mr. Cossette presented the parc national des Monts- Pyramides project, which the MDDEP Ecological Heritage and Parks Branch plans to submit to the Administrator shortly. None. 9. Report by the Chairman of the meeting held with the deputy minister Due to unexpected circumstances, the meeting between the Chairman and the deputy minister was cancelled. None. 10. sustainable development action plan The members discussed the contents of the action plan. It was agreed that corrections would be made to the proposed targets in order to make them quantitative. The action plan will be translated into Inuktitut.
