4 Request for Quotation P a g e 4 Detailed Specifications This request for quotation is looking at identifying appropriate suppliers for; 4 x Basic Security Management Trainings, All training sessions to be conducted in Yaoundé - Cameroon. The objective of the course is To better prepare NGO senior management working and living in insecure and remote environments through the provision of skills and techniques tailored to the extreme nature and level of threat NGOs are exposed to operating in Cameroon. Basic Security Management Course Focus: The training will focus on basics of context analysis, how to conduct risks assessment, basics of contingency planning, incident reporting and critical incident management awareness. Expected outputs of the Basic Security Management course: After completion of the training, attendants are expected to be able to: Analyse the context, with a specificity on Extreme North of Cameroon Conduct field-based security risks assessment, Draft basics of contingency planning Report incidents and provide staff with context-appropriate security advisory Provide basic support to SMT during critical incident management Target Audience The Basic Security Management Training is designed for NGO mid-level managers with direct NGO security management responsibilities (designing, monitoring and implementing field security management systems and practices) such as NGO safety & security focal points, logistic coordinators, base managers, project managers, field coordinators. Each session is for maximum of 15 participants. Expectation from Trainer:

5 Request for Quotation P a g e 5 1) Pre-and post-training evaluation questionnaires for each trainee designed to measure the immediate impact of the training in terms of knowledge. 2) 3-page report after the end of each sessions which include; a. A summary of achievement / challenges / lessons learned / recommendations met during the training b. Number of participants to the sessions c. A short analysis of the evaluation questionnaires that explains how the sessions were rated in terms of active participation of the trainees, their contributions and their questions by the trainer. 3) Design of a post training follow-up questionnaire on how the training was practically used and implemented 2 months later, when the trainees are back to their duty station. This questionnaire will be circulated and compiled by INSO and shared with the respective Country directors of each participating NGO Adaptation of the training to the particular context of Extreme North of Cameroon is mandatory. The sessions should be no longer than 3 days. Location and schedule The training sessions will be held in Yaoundé. The training facility (training room, projectors, etc.) will be provided by INSO. 4 sessions are planned for February March 2018: 2 Basic Security Management trainings in February 2 Basic Security Management trainings in March The specific dates in those months mentioned above can be arranged according to the training consultant s availability. Submission and working language The submission in ENGLISH and the training language is FRENCH.

6 Request for Quotation P a g e 6 Other Terms and Conditions Proposed Terms of payment 20 % on signature 40 % after completion and delivery of report for the 2 trainings in February; 40 % after completion and delivery of report for the 2 training in March; INSO Support INSO will provide support with organization of the training (booking and payment of the venue, selection of participants, refreshments) and will facilitate (but will not pay) the entry visa for the trainer(s). The training provider will cover all other costs (including but not limited to transportation of the trainer(s) in country, housing, per diems, insurance, course completion certificates, visas, various taxes, training material, documents and templates (soft copies) etc.). Donor visibility INSO will apply standard donor visibility on the action (DG-ECHO, DFID, SDC, OFDA, potentially other donor(s) if applicable). The supplier can add the suppliers visibility to that of INSO and INSO s donors during the activity and to the training materials distributed to the participants. Lead Trainer condition The supplier will appoint a lead trainer (CV attached to the bid) who will personally oversee each training session. INSO reserves the right to suspend the contract should this clause be not maintained. Principles It is strictly prohibited to offer, promise or provide any form of gratuity, gifts or favour to any INSO employee in relation to this RFQ and any effort to do so will result in immediate disqualification of your company from this, and all future, RFQs. INSO does not support the use of child labour in work place and will not do business with companies who employ those under the age of 16.

7 Request for Quotation P a g e 7 Selection Criteria All quotations will be opened and reviewed simultaneously by an Evaluation Committee comprising not less than three (3) INSO employees. Decision will be by majority vote. Quotations will be evaluated (in no particular order) on (i) fulfilment of specified criteria (ii) price (iii) quality (iv) reliability of supplier (v) other added values. All candidates will be informed of the outcome of their quotation within 30 days of the submission date.
