For more information about UNECA, please visit our website: RESPONSIBILITIES: Under minimal supervision, the incumbent will provide a wide range of general office and other administrative support to the Legal Officers. Duties will include: Independently handle a variety of relatively complex verbal and written inquiries from internal or external parties, including providing detailed information on processes and procedures related to disciplinary and appeal cases, etc.; Liaise with the Office of Administration of Justice, including the United Nations Dispute and Appeals Tribunal Registries, and Legal Offices at the Secretariat and the Agencies, Funds and Programmes;

2 Draft responses to routine correspondence, notes, and any other routine communications, as required; Edit and conduct final checks for accuracy and completeness of legal submissions, specialized documentation, legal publications, and related correspondence; Maintain files and databases, including by managing individual case files, ensuring that all related correspondence and other documentation are appropriately filed, registered, and followed up; Schedule appointments/meetings; make arrangements for and coordinate video and teleconference activities; Prepare meeting minutes and monitor follow-up activities; Conduct basic research on assigned issues, using existing files and alternative sources (e.g. computer assisted searches using the internet, intranet or other databases); Review, record, distribute and/or process mail and other documents; Follow up on impending actions and deadlines; Assist in the maintenance of a body of reference files;- Generate a variety of standard and nonstandard statistical and other reports from databases;- Assist in the upkeep of the website; Perform a variety of administrative duties, including processing travel requests and related documents, preparing travel claims, requests for office supplies and equipment, etc.; Assist in the archiving of documents; Assist in managing the caseload and files of individual Legal Officers as required; Perform other administrative duties as assigned. COMPETENCIES PROFESSIONALISM: Knowledge of organizational legal framework, relevant legal processes, procedures and terminology for review, examination, preparation and processing of legal documents. Ability to conduct research using diverse legal research sources (including electronic sources on the internet, intranet and other data bases). Ability to review and synthesizes information and present findings and recommendations in a required format. Knowledge of information management, classification and retrieval systems. Ability to show tact and discretion in dealing with high-ranking officials and with confidential matters and materials. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education: QUALIFICATIONS High school diploma or equivalent. Passing the Global General Service Test (GGST) at Headquarters or Offices Away from Headquarters is a prerequisite for consideration for positions in the General Services category. Experience: Seven years of experience providing administrative and/or paralegal support or related field in a large international organization is required. Experience working in the legal field is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French is desirable. 4 Notes: Passing the Global General Service Test (GGST) in English or French is a prerequisite for recruitment in the General Service category in the United Nations Secretariat, including the United Nations Economic Commission for Africa. Candidates who apply from countries outside if where the GS position is advertised may take the GGST by travelling to the closest location where there is an authorized GST Centre if there is no UN GGST Test Center in the applicant s country. The candidate travels at his/her own cost, covering all required travel expenses to the country of his/her preferred GGST Center, including transportation and Daily Subsistence Allowance, and arrange all the required logistics and visas as per the requirement of the host country. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013 Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Please note that external candidates are generally not entitled to be appointed at the advertised level of the temporary vacancy and will therefore be graded in accordance with the current recruitment guidelines. This means that the grade may be at the entry level (G-4) and not at the advertised level of the post. Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
