1 The Committee on Performance Based Payments for Better Outcomes in Rural Development Programmes 1

2 Why was the Committee set up? A large number of programmes are implemented for rural development. Fixed percentages of programme funds are earmarked for management expenses and assistance in the form of technical and supervisory support for these programmes. The outputs and outcomes are often not commensurate with the massive investment A critical appraisal of the human resource requirement at the cutting edge level is needed for better outcomes of the programme There is need to examine the Human Resources deployment under RD programmes for redefining a suitable framework for human resource integration at the Panchayat level. 2

3 The ToRs of the Committee The Committee on Performance Based Payments for Better Outcomes in Rural Development Programmes was set up on Terms of Reference of the Committee: Review the management structure and deployment of field functionaries under different programmes implemented by the MoRD including DRDA. Examine the job profile of rural development field functionaries and work out a composite job profile for rural development functionary at Gram Panchayat, Block Panchayat and District Panchayat levels. Review the existing remuneration policy of filed functionaries under different programmes of MoRD and work out a payment system based on performance outcomes. Indicate a framework for training of a composite rural development functionary to become 3 a multi-tasking resource person.

5 Major Recommendations of the Committee - 1 Clear recognition of Core and Agency functions of Panchayats. Unless ability of Panchayats to perform core tasks is strengthened their ability to deliver on programmes remains severely restricted. A full time Secretary for every GP. For Panchayats < 10,000 popn. A Panchayat Development Officer be considered. A Technical Assistant in every GP. Existing GRS to be framed as Barefoot Technician to carry out essential engineering functions. Support staff for IT and Accounting. For Panchayats >10,000 popn. Outsourcing to CSCs or trained CRPs. For larger Panchayats regular staff or more formalized outsourcing. Clustering of Panchayats in States having Panchayats of small size and population/hill areas with deployment of permanent staff at cluster level with adequate qualification especially in engineering/ IT/Accounting. 5 Contd

6 Major Recommendations of the Committee - 2 Selection process to be transparent, merit based and fair. Selection agency to be formalized at State/Division /District level. Appointing Authority to be at least one level above GP. Even for contract employees, minimum qualifications and rigorous selection process required. Career path of permanent recruits to be defined, with opportunities to be absorbed in appropriate state cadres to the extent possible. For contract employees earmarking of some posts in Panchayats would create incentive for good performance. Even for outsourcing, qualification and experience criteria to be laid out. 6 Contd

7 Major Recommendations of the Committee - 3 In view of increased work load in engineering and IT at GP level, supervisory posts need to be strengthened at IP/Block level. Committee estimates that number of JEs in each block would go up to about 10 from the current level of 4-5. A Quality Monitoring System mirroring the one under PMGSY be created at the District level for works under RD schemes and FFC grant. For this codified quality standards to be prepared for various categories of works: a District Quality Coordinator to be designated and a panel of District Quality Monitors to be prepared. 7 Contd..

8 Major Recommendations of the Committee - 4 Application of Information & Communication Technology in Panchayats Use of Transaction based software Double entry system of accounting Universalization of the SECURE software Upgrading the PES to support transaction at the GP level Provision for running the software without internet connectivity NIRD&PR to function as a common platform for exchange of information on various ICT applications developed by Central and State Governments. 8 Contd..

9 Major Recommendations of the Committee - 5 HR support to Gram Panchayats from SHGs/NGOs Utilization of human resources of SHG network for conduct of GS, IEC, Community based monitoring and accessing public services. Use of VOs as support agency for GPs for conduct of surveys, delivery of schemes, outsourcing civic services etc. Use of CRPs as Barefoot Engineers, for maintenance of accounts and as Barefoot Auditors. Utilising NGOs to support GPs by handholding local planning, improving social accountability, in construction activities and forging alliances between GPs and other Institutions. Encourage all CSR projects to involve local Panchayats. Facilitate Institutions of excellence to provide technical support to GPs. 9 Contd

10 Major Recommendations of the Committee - 6 Emphasis on Capacity Building All existing GP Secretaries to be trained and new Secretaries to be put through rigorous induction training of at east 6 months. GRS to be given additional skills to enable him function as Technical Assistant. Modules developed by MoRD/ILO to be supplemented with additional material on water supply and sanitation. All existing functionaries to be trained in basic IT functions. SHGs and CRPs to be specially trained whenever used for GP tasks. Elected Panchayat representatives to undergo compulsory training. Committee endorses the National Capacity Building Framework developed by MoRD. 10

11 Financial Implications Committee s view that recommendations may be implemented without significant additional burden on Centre/States as inter alia Management cost under CSS substantial is pooled. FFC grants up to 10 per cent available for administrative costs. Salary of Panchayat Secretary reflected in State budget. Use of SHG network (CRPs) recommended to help contain costs. However two recommendations for additional funds: Use revised RGSA to incentivize states to strengthen HR for period of five years. Provide 1000 cr. Annually for strengthening engineering staff at Block level. 11

12 Standing Committee to look into issues related to improvement in human resources in States/UTs for better outcome of programmes A Standing Committee constituted to implement the recommendations and enable States necessary changes in the human resources deployment at the Panchayat level make Terms of Reference of the Committee : Developing a framework for implementing recommendations of the Committee on Performance Based Payment Strengthening of human resources at Panchayat level by reorganizing and integrating existing human resources, provision of managerial and technical staff to Panchayat by fresh recruitment and skill upgradation, wherever required and deemed feasible. Identifying availability of funds under various programmes of the government & pooling them to support and sustain proposed reorganization and strengthening of HR at Panchayat level Formulation of Recruitment Rules for new recruitment & making Career Plan for the HR Developing a competency, skill upgradation and capacity building framework Community based monitoring mechanism at local government level Enabling environment for Panchayats for seeking support and alliance of NGOs/companies implementing CSR in this endeavour. Clustering of Panchayats for pooling of resources, especially in areas of development like water supply and solid waste management 12
