3 MESSAGE FROM THE CEO Corporate governance and regulatory demands have generated an increase of business in the areas of independent verification and validation services, technical and commercial due diligence and nationally recognised competency based training. The Strategy of Risk Management in Hazardous Industries has become almost common place. Common areas of risk assessment include financial, political, environmental, human resources etc. However, in looking at all of these areas of risk, there is in almost every case the human factor, risk assessments in regards to human resource always concentrate on the lack and quality of this resource. However there is an even bigger question to ask; understanding of the risks of incompetent staff? MOXI is a Registered Training Organisation and Nationally Accredited, however we do not behave like any other RTO. Competency is the measurement of applied knowledge via practical evidence as demonstrated by the individual to an agreed industry criteria. MOXI aims to train individuals using highly focused, nationally recognised and industry endorsed short courses to aid them in becoming competent in their workplace, which is critical to both business success and safety. Competency measurement requires that a competency development process is employed within the respective organisation. Many organisations want to adopt a suitable competency model yet are unsure how to go about organising such a task. MOXI provides such services and has focused resources on this very important requirement. MOXI recognises that many organisations do not employ the expertise necessary to provide competency development. Payment Policy Payment in full including GST (if payable) must be paid prior to the commencement of a course. Payment terms can only be arranged for companies. Certificates will only be issued once full payment has been received. Any delegate attending a MOXI course before payment has been received will not be permitted to enrol on the course. Payments can be made by cheque, credit card (VISA and MasterCard only), via electronic transfer or invoice (pending on status). 10 CANCELLATION POLICY MOXI reserves the right to cancel a course should the number of bookings be less than the minimum number of delegates required per event. Details of minimum delegates required can be found in each course descriptor. No cancellation fee will be charged for cancellations received more than 10 working days prior to the commencement of a course. Notification less than 10 working days prior to the commencement of a course will result in a cancellation fee of 50% of the full course price. Cancellations made less than five working days prior to the commencement of a course will result in a cancellation fee of the full course price being charged. However an enrolment can be allocated to another person up to the commencement of a course, without attracting a cancellation fee. In the event of MOXI cancelling a course, liability will be limited to the refund of the full course fee only if paid. Accommodation Please note that MOXI regrets it is unable to provide a booking service for accommodation at the present time and therefore delegates or their company are responsible for making their own accommodation bookings. 11 AUSTRALIAN COMPETENCY- BASED TRAINING REGULATORY FRAMEWORK The Australian National Training Authority (ANTA) was previously the Australian Government statutory authority providing a national and industry-led focus for vocational education and training. ANTA was absorbed by the Department of Education, Science and Training (DEST) in July 2005 and the responsibilities and functions of ANTA have now been transferred to the DEST. The Australian Quality Framework (AQF) is a nationally consistent set of qualifications for all post-compulsory education and training in Australia. The consistent recognition of these qualifications is ensured through the Australian Quality Training Framework (AQTF) based on a quality assured approach to the registration of training organisations seeking to deliver training, assess competency outcomes (based upon competency standards) and issue AQF qualifications and/or Statements of Attainment. The AQTF also ensures the recognition of training providers and the AQF qualifications and Statements of Attainment they issue, across Australia. A Competency Standard is an industry-determined specification of performance which sets out the skills, knowledge and attitudes required to operate effectively in employment. Competency standards are made up of units of competency, which are themselves made up of elements of competency, together with performance criteria, a range of variables, and an evidence guide. Nationally recognised competency standards are listed through the National Training Information Services (NTIS). Registered Training Organisation MOXI is a RTO registered by the Training Accreditation Council in Western Australia to deliver training and/or conduct assessments nationwide and issue nationally recognised qualifications in accordance with the Australian Quality Training Framework. MOXI develops and delivers assessment strategies for each qualification within their scope of registration. Delivery and assessment strategies are determined and developed by MOXI with industry input into the development of the assessment strategy. Beyond understanding and maintaining strong relationships with the regulatory framework, MOXI will seek to influence a growing set of nationally recognised competency standards in Australia and their alignment to Australian and international standards and codes of practice, MOXI will use a flexible mixture of e-learning and practical training to offer course content and to assess competency. PMA02 Competencies MOXI is the first national private training provider that has gained accreditation to deliver and assess all competencies from Certificate I through to Diploma level, contained within the PMA02 Training Package. The PMA02 Training Package is the accredited, industry based competency standard for the Chemical, Hydrocarbons and Oil Refining (including the Offshore/Onshore Upstream Oil and Gas) Sector. These competencies are aligned to industry requirements and have been developed with significant input from industry groups and relevant subject matter experts. Recent regulations governing Chemical, Hydrocarbons and Oil Refining industries have sought the demonstration of competency, rather than just attendance at training, as the most appropriate method for managing safety in the workplace. The regulations look for compliance through the identification of competencies relating to the risks present at the workplace (as identified through the Safety Case regime). By providing a demonstrable process through which employees have achieved the appropriate national industry standards, operators demonstrate compliance, reduce risk, motivate workers and gain significant savings in training budgets. As an assessor of PMA02 competencies, MOXI can provide appropriate recognition of existing skills and competency and, for individuals, an applicable qualification. In most cases where an operator has an experienced, but unrecognised workforce, staff will be able to demonstrate a range of relevant competencies they currently hold through working on site. To match existing competencies to PMA02, MOXI provides a management process of mapping competency standards at workplaces, assessment of compliance and provides, where necessary, training to meet individual requirements. Training can be delivered at site using relevant examples at the workplace. All training is tailored to suit the operational environment of the site, whether it is offshore or onshore, above or below ground, refining, processing or combinations of any of these. Competencies attained through this process are then linked to appropriate qualifications from AQF Levels 1-5 (Certificate I through to Diploma). This enables an operator to ensure work roles within a site are aligned to relevant task, skill and job levels, including supervisory or management roles. 17 5 DAY ELECTRICAL ENGINEERING MANAGERS COMPETENCIES REQUIRED BY COAL MINING SAFETY & HEALTH ADVISORY COUNCIL COURSE LENGTH TAUGHT HOURS PRACTICAL CONTENT THEORETICAL CONTENT 5 days 40 60% 40% Target Audience These competencies are the mandatory requirements by the Queensland Coal Mining Safety and Health Act and Regulations. For Underground Coal Mines, the Coal Mining Safety and Health Act 1999, Section 60(10) states Underground Manager must appoint a person with the appropriate competencies to control and manage the mechanical and electrical engineering activities of the mine. For both open cut and underground Section 17 of the Coal Mining Safety and Health Regulation 2001 states a person may be appointed as an Electrical Engineering Manager only if the person has the recognised competencies. Surface operations required the following four competences. Underground requires these four competences plus 12 EEHA course determined by the advisory council that are listed in AS/NZS Course Objectives UTE NES 602BA/603BA/606BA Plan and prepare to develop programs for commissioning/maintenance/ installation projects and inspect and notify completion of commissioning/ maintenance/installation projects work. MNC G1090A Provide power supply systems, electrical protection systems and overall electrical services for mine sites. Select, install and use of cables from power source to point of usage. Course Content The course material for the mining competencies shall be ed to participants two weeks prior to commencing the course. The participants will review the material and determine what part of their work experience and/or projects completed can be used to prove competencies. The participant is expected to select and source the supporting documentation that will be required to complete the formal integrated activities for these units prior to the start of the course. Competency Assessment Competency assessment records participants experience and competences in the field of installation, commissioning and development of maintenance programs. MOXI requires the participants to have certain levels of demonstrable experience in the mining industry. The integrated activities for the UTENES 602, 603 and 606 units can be conducted in either of two ways: 1. Using a project the participant has recently completed or has been involved with. 2. Using a project that is planned to be conducted in the future. Participants will produce a detailed installation plan that complies with the requirements of this unit. It would be of an advantage to use the same project for UTE NES 602A, 603A and 606A. Formal assessments will consist of workbook questions and activities that will be completed in the classroom and formal practical skills assessments that will require the candidate to be able to relate the requirements back to their workplace. Supporting documentation is to be provided to ensure the assessor understands the project.
