1 Local Initiatives Support Corporation 501 Seventh Avenue, 7 th Floor New York, New York REQUEST FOR QUALIFICATIONS FROM CONSULTANTS Description of Project LISC was awarded U.S. Department of Housing and Urban Development Section 4 funding to build the capacity of CDCs. LISC is using Section 4 funding to build the capacity of local CDCs and CHDOs to implement place-based, comprehensive strategies under its Building Sustainable Communities (BSC) initiative. In targeted BSC neighborhoods across the country, LISC s CDC partners have helped convene and lead neighborhood residents through quality of life planning processes. As the neighborhood convening agencies, these CDCs are now leading the implementation of those plans. LISC is supporting their efforts with technical assistance and training using HUD Section 4 resources. Via this RFQ, LISC seeks to assemble a pool of consultants that are pre-qualified to perform capacity building work under this HUD contract. This pool will consist of consultants with expertise in various facets of organizational development (e.g., financial management, executive and board leadership, asset management, and strategic planning) as well as consultants with expertise in an array of programmatic approaches to community revitalization (e.g., affordable housing development, economic development, community health, workforce development). Please note: pre-qualification under this RFQ does not constitute a guarantee that a consultant will be engaged to perform work under this HUD contract, simply that the consultant is eligible to be selected. -This RFQ will be posted on the website and distributed to local LISC staff to share with local experts. Project Scope of Work A consultant that is pre-qualified for work under this HUD contract may be engaged to provide technical assistance, training or advice on his or her area of expertise to a CDC/CHDO or a group of CDCs/CHDOs, as determined by the local LISC staff. Engagements may include, but are not limited to: Strategic planning for new lines of work Training on specific community development topic areas: housing; economic development; asset building; workforce development; education; health and others. TA on partnerships or mergers Financial or asset management assessments and recommendations Board and/or executive leadership development, both basic and strategic (expanded capacity) Examples: Facilitate a roundtable on sound financial management with a group of local CDCs/CHDOs 1
2 Provide a web-training session on economic development strategies with CDCs from around the country. Provide TA to a single CDC/CHDO to help it develop a plan to diversify its activities in response to neighborhood needs. Reporting Consultants will prepare periodic progress reports to accompany their invoices. Consultants will also prepare a final report upon the completion of each engagement. Final reports must be submitted no more than 10 business days after the completion of the engagement. Templates will be provided for these purposes. Type of Contract and Qualifications Type of Contract The consultant selected under this RFQ will be engaged in a performance-based contract derived from a schedule of deliverables and corresponding fees. However, as each intervention will be unique, LISC will review the consultant s hourly rates in order to gauge cost-effectiveness. RFQ responses that do not include an hourly rate will not be considered. Qualifications Consultants must have a minimum of two years experience delivering technical assistance to nonprofit organizations in the content area(s) for which the consultant indicates expertise. Community development or organizing experience is a plus. Consultants must submit the attached form with all information completed. In addition, a complete response package must include the following items outlined in order and should not exceed two pages (excluding the bio or resume): 1. A resume or bio and description of respondent s consulting experience including the number of years in nonprofit consulting, description of type of clients worked with, and geographic area(s) in which consultant works; 2. A description of the consultant s experience providing TA or training to nonprofits in the relevant subject areas, the resulting organizational outcomes, and success rates from past TA interventions; 3. The respondent s business approach to providing direct TA to a CDC or a group of CDCs; 4. Names and contact info for three references (recent clients). LISC will deem any responses that do not include all of the above unresponsive and unqualified. Evaluation and Selection Criteria LISC will evaluate responses based upon: experience, expertise in listed TA topics, rate/price, and availability of the consultant to meet the scheduling and geographic scope needed under the award. 2
3 Consultants selected under this RFQ will be pre-qualified for work under LISC s HUD Section 4 contracts from spring 2016 through 2017 or later to be determined by HUD and LISC. Pre-qualification does not constitute a guarantee that any consultant will be engaged to perform work, simply that the consultant is eligible to be so engaged.
