1 REQUEST FOR QUALIFICATIONS (RFQ) For Engineering Services Institute for Marine Mammal Studies (IMMS) The IMMS is soliciting qualification statements for engineering services to assist the IMMS with the design, engineering, public bidding, contract award and construction administration of proposed seawater supply line for the future Ocean Expo Learning Center to be constructed by IMMS. PART ONE: SCOPE OF SERVICES The services to be provided will include, but not be limited to: 1. Preparation of Seawater Supply Line Study to determine feasibility of the adaptive reuse of the D Iberville Sewage Treatment facility that is scheduled to be decommissioned in the spring of It is fully anticipated that this site will be the location of the primary pumps that supply seawater to the Ocean Expo site. Extensive infrastructure repaired since Katrina exists on this site that could be beneficial to the implementation of this project, including but not limited to, chlorination systems, standby generators, 3 phase pumps and aeration systems, sediment basin and the two main treatment tanks estimated at 750,000 gallons each. A feasilbity study is required to determine the cost effectiveness of adaptive reuse of all or some portion of this facility. The study shall take into account the operational cost of running and maintaining the facility. The goal of the study is to determine the most cost effective means of delivering nutrient rich seawater from the Back Bay of Biloxi to the Ocean Expo site. The analysis shall take into account upfront construction cost and long term operating costs and shall identify permitting required to complete the project. 2. Comprehensive engineering services as necessary to design a fully functional seawater supply system meeting the supply requirements of the proposed Ocean Expo Learning Center project as described herein. 3. Assisting the IMMS with the construction bid package in conformance with applicable requirements and supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the notice to proceed. 4. Assist in conducting the preconstruction conference. 5. Field staking, daily on-site supervision of construction work, and preparing inspection reports. 6. Reviewing and approving all contractor requests for payment and submitting approved requests to the IMMS. 7. Providing reproducible plan as built drawings to the IMMS upon project completion. 8. Prepare operating and maintenance manuals. 9. Conducting final inspection and testing. PART TWO: BASIS OF COMPENSATION

2 The basis of compensation for services is anticipated to be as follows: 1. Seawater Supply Line Study: Professional services provided to prepare this study will be compensated on an hourly basis with a Not-To-Exceed amount established as a requirement of contract execution. Any services that may be required for material testing or survey s shall be provided by the Owner under separate contract. 2. Basic Engineering Services: Professional services provided to prepare construction documents, technical specifications, bid forms, solicitation of bids and administration of the contract for construction shall be compensated either in accordance with standard engineering fee curves for public infrastructure projects or a flat fee proposed by the vendor. Basic Engineering Services excludes environmental services, material testing and surveys. 3. Resident Project Representative Services: Professional services for Resident Project Representative (RPR) services of the engineer shall be calculated on an hourly basis with a Not-To-Exceed amount relative to the duration of the construction contract and established at the time of award of the construction contract. The RPR shall be on site for construction phases involving sub-surface pipe line construction. PART THREE: PRELIMINARY PROJECT DESCRIPTION The following preliminary project description and the attached drawings and diagrams are provided as general reference and guidelines only to provide the respondent a basis of addressing their qualifications and respective experience with specific and/or similar work as described herein. All pipe sizes, pumps, reservoirs and pre filter systems diagrams are provided for the express purpose of indicating the level of engineering expertise required on the project only. The ultimate system installed may vary greatly from the concept shown on the attachments. The conceptual description of the project and conceptual project requirements are as follows: 1. The project is to supply seawater to the proposed Ocean Expo facility from the Back Bay of Biloxi located approximately two miles south of the Ocean Expo project site. The rate of seawater supply is preliminarily determined to be 500 gallons per minute. Two supply lines are the basis of assumption for redundancy and for purpose of line maintenance. The lines would be utilized on an alternating basis. When lines are not in use they would be allowed to reach an anaerobic state thereby minimizing bio-fouling of the line. Further consideration of maintaining the supply lines are a requirement of the engineering of this project and shall include clean out locations occurring in numerous locations over the entire length of the supply line as required to allow line pigging. The line pigging system is an engineering requirement of this project. (See tech brief attached). The results of the seawater supply line feasibility study may include means of chlorinating the seawater and thereby may minimize and/or negate the line pigging requirements. 2. The location of the lines shall generally be as indicated on the attached drawings; however changes in line location may occur as a result of ultimate right of way acquisition. a. Surveying of the line locations is a part of this project. b. IMMS shall be responsible for all ROW acquisition and coordination efforts. 3. The outfall line is indicated as a 12 gravity line on the attached concepts however it is anticipated that this will be a force main line installed parallel to the supply lines and fed from a lift station located on the Ocean Expo project site. The design of the lift station and force main is a part of this project. The outfall water shall be assumed to be marine mammal sewage.

3 4. The seawater supply pumps and pre-filter system are conceptually shown on the attached diagram. The pumps would only run on an incoming tide to best ensure collection of higher salinity and better quality seawater. The pumps shall include an internet attached control interface to allow remote operation and programming of the pumps to coordinate with tides and seawater supply needs. The pump and pre-filter system located near the Bay would provide course filtration only to minimize bio-fouling of the main supply lines extending from the Bay to the Ocean Expo site. Variable salinity and turbidity of the supply water should be assumed. Raw seawater would be pumped from the intake grate to the pre-filter basins and specific consideration should be given to line pigging system at this location. The following link provides USGS water quality data from the Back Bay of Biloxi is provided for reference All related utility engineering for electrical power and fresh water supply hose bibs for pump maintenance and filter back wash is included in this project. 6. The design of the water column seawater intake grate, intake grate support, access pier to intake grate, winch system for removal and replacement of grate as necessary at intervals to avoid biofouling problems is a part of this project. A grate exchange system shall be engineered as part of this project whereby two grate are supplied under the contract to allow cleaning of grates to occur off site and avoid operational interruption of the system. 7. Seawater supply pumps shall include shaft grounding systems to minimize corrosion of pumps. PART FOUR: REQUEST FOR QUALIFICATION STATEMENTS The following information should be included under the title Request for Qualification Statements for Engineering Services for the Ocean Expo Seawater Supply Line : 1. Name of Respondent 2. Respondent address 3. Respondent telephone number 4. Respondent federal tax identification number 5. Name, title address, telephone number, fax number, and address of contact person authorized to contractually obligate the Respondent on behalf of the Respondent. Contents of RFQ Respondents should letter and number responses exactly as the questions are presented herein. Interested Respondents are invited to submit RFQs that contain the following information: 1. Introduction (transmittal letter) 2. Background and Experience 3. Specialized Knowledge 4. Personnel/Professional Qualifications 1. Introduction (transmittal letter) By signing the letter, the Respondent certifies that the signatory is authorized to bind the Respondent. The RFQ response should include: a. A brief statement of the Respondent s understanding of the scope of the work to be performed; b. A confirmation that the Respondent meets the appropriate state licensing requirements to practice in the State of Mississippi; c. A confirmation that the Respondent has not had a record of substandard work within the last five years;

4 d. A confirmation that the Respondent has not engaged in any unethical practices within the last five years; e. A confirmation that, if awarded the contract, the Respondent acknowledges its complete responsibility for the entire contract, including payment of any and all charges resulting from the contract; f. Any other information that the Respondent feels appropriate; g. The signature of an individual who is authorized to provide information of this nature in the name of the Respondent submitting the RFQ 2. Background and Experience Respondents should: a. Describe Respondent s firm by providing its full legal name, date of establishment, type of entity and business expertise, short history, current ownership structure and any recent or materially significant proposed change in ownership. b. Describe any prior engagements in which Respondent s firm assisted a governmental entity in dealings with Disaster Recovery projects and any other projects relating to CDBG. Respondent should include all examples of work on similar projects as described in Part One. Respondent should provide a list of completed Disaster Recovery or projects, and/or similar CDBG projects. Preference is for the types of projects similar to those described in Part One. (For example; if the RFQ is for drainage projects it is not necessary or of only of secondary importance to provide information on how many sewer or water CDBG projects Respondent has performed.) Respondent should provide the names, phone numbers, and s of contact persons in the organizations for whom any projects referenced in this section were conducted. Respondent should include written references (letters or forms are acceptable) from previous clients attesting to the quality of work and compliance with performance schedules Respondent cites in this section. c. Describe the firms workload and current capacity to accomplish the work in the required time d. Describe any issue the characteristics of which would be uniquely relevant in evaluating the experience of Respondent s firm to handle the proposed project(s). e. Describe Respondent s firm s presence in and commitment to Mississippi. f. Provide current information on professional errors and omissions coverage carried by Respondent s firm, including amount of coverage. g. Provide evidence of adequate financial stability through certified financial statements, including a balance sheet and income statement. The state reserves the right to request any additional information to assure itself of a Respondent s financial status. 3. Specialized Knowledge Respondents should: a. Describe their knowledge and experience in the particular types of projects described in Part One. b. Describe their knowledge of HUD s requirements for the Community Development Block Grant Program. Describe their knowledge of OCD/DRU Disaster Recovery program. 4. Personnel/Professional Qualifications Respondents should: a. Identify staff members (as applicable), in the job classifications of (1) Principal in Charge, (2) Project Engineer, (3) Senior Engineer, (4) Mid-level Engineer, (5) Junior Engineer (6) Surveyor, (7) Engineer interns (8) Senior CAD technician, (9)CAD technician, and (10) Engineering technician; who would be assigned to act for Respondent s firm in key management and field positions providing the services described in Part One: Scope of Services, and the functions to be performed by each.

5 b. Include resumes or curriculum vitae of each such staff member designated above, including name, position, telephone number, fax number, address, education, and years and type of experience. Describe, for each such person, the projects relevant to Seawater Supply or similar water distribution system on which they have worked. Provide the names, telephone numbers, and addresses of contact persons with the firms or organizations with whom these staff members worked on Seawater Supply or similar water distribution system projects. c. Estimate the number of persons to be assigned to this project, indicating the number working in Mississippi and the number working elsewhere. PART FOUR: SELECTION CRITERIA The IMMS shall evaluate each potential contractor in terms of its: 1. Professional qualifications necessary for satisfactory performance of required services; 2. Specialized experience and technical competence in the type of work required, 3. Capacity to accomplish the work in the required time; 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project;** Suggested Rating points Respondents will be evaluated on the basis of the written materials submitted and according to the following factors: * 1. Experience of the firm with this particular type of construction. project(s) as described in Part One 35 pts. 2. Experience of the firm with other type of water line construction projects. 25 pts. 3. Current capacity to accomplish the work in the required time. 20 pts. 4. Reference from other clients attesting to firms: a. Quality of work 10 pts. b. Compliance with performance schedules 10 pts. In the event of a tie, oral interviews will be held with those firms. As a result of the interviews, the IMMS will determine which firm will be selected to enter into contract negotiations. Unsuccessful firms will be notified as soon as possible. Should negotiations with the selected firm be unsuccessful the IMMS will reject the selected firm on that basis and proceed to the next highest rated firm for negotiations. IMMS reserves the right to accept or reject any proposal at its sole discretion.
