2 ITEM 1 : ELECTION OF OFFICERS On the proposal of the President, seconded by the United States, Mr. John Dennehy was elected to the Chair. On the proposal of Norway, seconded by Australia, Mrs. Rosemary Renwick was elected to the Bureau: President: Mr. John Dennehy (Ireland) Mr. Antonio Giunta la Spada (Italy) Mrs. Rosemary Renwick (New Zealand) Mrs. Hanna Jahr (Norway) Mr. Antonio Manuel Fazendeiro (Portugal) Mr. Mike Cohen (United States) NOTED that membership of the Bureau should be for a three year term, with two members thus standing down each year and two new ones being elected; and NOTED that Mrs Jahr (Norway) and Mr Fazendeiro (Portugal) intended to stand down at the Spring 2001 meeting. 2
3 ITEM 2 : ADOPTION OF THE DRAFT ANNOTATED AGENDA [DEELSA/ED/A(2000)1/REV1 and Corrigendum] Adopted the Draft Annotated Agenda ITEM 3 : APPROVAL OF THE SUMMARY RECORD OF THE 64 th SESSION [DEELSA/ED/M(99)2] Approved the Summary Record 3
4 ITEM 4 : ORAL STATEMENT BY THE DIRECTOR, including progress report on CO- OPERATION WITH NON-MEMBER COUNTRIES [DEELSA/ED/RD(2000)1] Noted the oral statement by the Director; Noted the final conference of the Thematic Review on Transition from Initial Education to Working Life will take place from 21 to 23 May 2000 in Budapest. ITEM 5: COUNTRY DEVELOPMENTS 1. Presentation by the United States: Mr. Mike COHEN on Clinton Administration Education Agenda and Accomplishments 2. Presentation by Portugal: Mr. António FAZENDEIRO on Autonomy Capacity building and Development of Basic and Secondary Schools Management in Portugal" Noted the presentations by Portugal and the United States and comments made. 4
5 ITEM 6 : DRAFT PROGRAMMES OF WORK AND BUDGET FOR : Education Committee and CERI Governing Board [DEELSA/ED/CER/CD(2000)4] WELCOMED the initiative to provide budget estimates for the individual activities contained in the Addendum to the Draft Programme of Work; NOTED the comments on the operational objectives and individual activities proposed for the programme of work for in Part II; AGREED that the decision regarding how to accommodate an increase or a reduction of three per cent to the baseline resources for the programme be made by the Secretariat, when it prepares the submission to the Council on the programme of work and budget, and that the Secretariat will inform delegates accordingly; NOTED that delegates would have an opportunity to revisit the draft programme of work for 2002 following the meeting of the Education Committee at Ministerial level in April 2001; AGREED to assign priorities to the different activities and return the priority ranking form to the Secretariat by 10 th April 2000; ADOPTED the Draft Programme of Work for submission to the Secretary-General and ultimately to the Council, subject to the adjustments to be made by the Secretariat to indicate how the three per cent increase and three per cent decrease would be accommodated. 5
6 ITEM 7 : MEETING OF THE EDUCATION COMMITTEE AT MINISTERIAL LEVEL [DEELSA/ED/CERI/CD(2000)5] NOTED the dates for the meeting of the Education Committee at Ministerial level have been confirmed as 2-4 April 2001; AGREED that document DEELSA/ED/CERI/CD(2000)5 takes into account comments made at the Autumn meeting; WELCOMED the reduced number of themes but suggested that their titles should be more active and that their content should be more directly focused on policy issues; AGREED that the title for the meeting should be short and crisp and that it and the themes should be closely related; and NOTED comments made with regard to possible topics for discussion during the dinner and luncheons. 6
7 ITEM 8 : OECD S HORIZONTAL PROJECT ON GROWTH : Human and Social Capital and Sustained Economic Growth and Development, Quebec, March 2000 WELCOMED the report on the recent Symposium jointly organised by the OECD Secretariat and Human Resources Development Canada on The Contribution of Human and Social Capital to Sustained Economic Growth and Well-being held in Québec City on March; NOTED that the proceedings of the Symposium will be disseminated by the Secretariat as part of a joint publication by OECD and Human Resources Development Canada; NOTED that a report on the continuing work on the role of human and social capital will be prepared by the Secretariat and a first draft of this will be presented at the Autumn 2000 meeting of the Committee; NOTED that the above report will be an important input to the horizontal projects of the Organisation on economic growth and sustainable development to be discussed by Ministers of the Council of OECD in 2001; SUPPORTED a continuation of the work, with a focus on matters of concern to public policy. 7
8 ITEM 9 : EDUCATION INDICATORS A. Conclusions of the Seventh meeting of the INES Steering Group, Paris, January 2000 [DEELSA/ED/CERI/CD(2000)1] NOTED the Conclusions of the Steering Group. B. Preparations for the INES General Assembly, Tokyo, September 2000 [DEELSA/ED/CERI/CD(2000)2] WELCOMED the revised programme for the INES General Assembly; NOTED the importance that national delegations represent the full range of perspectives involved in defining policy priorities, establishing measurable educational benchmarks, and developing and analysing data, including key stakeholders involved in INES activities; NOTED the importance of assessing the extent to which INES is delivering results that are valid and useful for policy evaluation at the national level, and the degree to which the implementation process operates efficiently and cost-effectively, and AGREED to submit country statements on these concerns to the OECD Secretariat before 5 May
9 ITEM 10 : ALTERNATIVE APPROACHES TO FINANCING LIFELONG LEARNING Oral Report by the Secretariat on: A. Follow up to the Amsterdam Symposium on Measuring and Reporting Intellectual Capital B. International Conference on Finding Resources for Lifelong Learning. NOTED the report on progress in organising the Public/Private Forum on Value Creation in the Knowledge Economy; and NOTED the international conference will take place in Ottawa on 7-8 December, 2000 and that delegates would be receiving an invitation letter from the Director in due course. 9
10 ITEM 11 : SCHOOLING FOR TOMORROW : ICT AND THE QUALITY OF LEARNING [DEELSA/ED/CERI/CD(2000)6 and DEELSA/ED/CERI/CD(2000)7] A. Results from the meeting of national representatives on ICT and the Quality of Learning: Second International Seminar, Poitiers, February 2000 [DEELSA/ED/CERI/CD(2000)6] B. Report from the Roundtable on Lifelong Learning and New Technologies Gap: Reaching the Disadvantaged, Philadelphia, 8-10 December 1999 [DEELSA/ED/CERI/CD(2000)7] WELCOMED the oral presentation by the Secretariat and NOTED the significant events that have taken place as part of the CERI work on ICT and the Quality of Learning activity since the Committee last met. 10
11 ITEM 12 : THEMATIC REVIEW OF EARLY CHILDHOOD EDUCATION AND CARE POLICY : Progress Report NOTED the project developments over the past 12 months; AGREED to send delegates to the meeting of national representatives on September 2000 in Paris; SUPPORTED the structure and content of the draft outline of the Comparative Report; INDICATED it would like to see the following issues emphasised in the Comparative Report: á historical and cultural factors shaping the expectations of society concerning the role of families and government in early childhood education and care; á how policy approaches relate to diverse understandings of children and families and the purposes of ECEC in different societies; á demographic information and policies for children in need of special support (e.g., special educational needs, disabilities, ethnic/language minority groups, etc.); á role of ECEC in promoting positive outcomes for children, families, and society (e.g., social cohesion, educational performance, parental participation in the labour force, etc.); á funding and financing approaches; á children s transitions from ECEC to formal schooling; and á staff recruitment and retention; ENDORSED the proposed dissemination plans; and NOTED the interest expressed by Belgium (Flanders), Ireland, Spain, and Sweden in hosting a final international conference in
12 ITEM 13 : PROGRAMME ON EDUCATION BUILDING (PEB) AND PROGRAMME ON INSTITUTIONAL MANAGEMENT IN HIGHER EDUCATION (IMHE) The OECD Programme on Educational Building (PEB) [DEELSA/ED/CERI/CD(2000)9] The OECD Programme on Institutional Management in Higher Education (IMHE) [DEELSA/ED/CERI/CD(2000)10] WELCOMED the presentations by the Chairman of the IMHE Directing Group, Mr. Peter West (United Kingdom) and by the Secretariat on work completed by IMHE and PEB under the present mandates and proposals for future work. AGREED that this item be on the Committee s agenda once a year. 12
13 ITEM 14 : OTHER BUSINESS A. Evaluation of the Education Committee: Synthesis of the replies to the Questionnaire completed at the Autumn meeting. NOTED the discussion on the Synthesis of the replies to the Evaluation Questionnaire. B. Dates of future meetings: NOTED the dates of future meetings: Autumn 2000 : November (CERI Governing Board : November) ; (am) January 2001, Meeting of the Extended Bureau of the Education Committee and CERI Governing Board in preparation for the Education Ministerial; Spring 2001 : 30 th May (CERI Governing Board : May). C. Chile : Request to participate as an observer in the Education Committee and the CERI Governing Board. [DEELSA/ED/CERI/CD(2000)3] On the basis of the discussion, and the replies to the questionnaire AGREED to advise the Council that, in the Board s view, Chile satisfied the major player and mutual benefit criteria and to recommend to the Council that Chile be granted observer status at Board meetings.. 13
