Orientation for New Board Members & Superintendents
What is VSBA? Founded in 1906, the Virginia School Boards Association is a voluntary, nonpartisan organization of Virginia school boards. It s purpose is to promote excellence in public education through leadership, advocacy and support. VSBA = VA School Boards = You
VSBA Services Legal & Policy Advocacy & Government Relations Board Training & Development Meetings & Conferences Superintendent Search Assistance Recognition Programs & Statewide Initiatives Day-to-Day Consultation BoardDocs Paperless Agenda Systems
The Reason for Your Work Take a moment and write down the top 2 reasons you decided to become a board member or a superintendent. Share these with those at your table.
Classic Comment
Board & Superintendent Roles & Responsibilities
School Board Roles In order to give the best service to your local community, you will need to develop skills and knowledge in a variety of areas.
School Board Duties Policy-making A board s major function, and the foundation upon which the division s structure is built, is the setting of policy. Boards don t carry out a policy. The responsibility for implementing policy is delegated to the superintendent. Designating the Chief Executive Officer The board is responsible for recruiting, hiring and evaluating the performance of the superintendent Financial Resources The board approves and adopts the budget
Superintendent s Role He/she is responsible for the day-to-day operations of the division
Effective school board understand the distinctions between board and staff roles, and refrain from performing management functions that are the responsibility of the superintendent and staff. Why? So they can hold the system accountable for results.
Classic Comment Board members have to make the transition from doing things themselves to getting things done through structures involving other people. Remember: You are part of a leadership TEAM.
Working Together School Board Superintendent The Work of the School Division
Leadership Team Focuses on end results? Who does what? Establishes means to achieve results? Asks questions: What? How much? Why? How? By Whom? Establishes policies? Develops regulations? Recommends? Approves?
VSBA Code of Conduct
Ask Andy Scenarios to Consider
Coffee Break
Coffee Break 1. Ethically, what did Andy do wrong? 2. Were Andy s actions illegal or unethical? 3. How do Andy s actions affect discussions in closed session? 4. How might Andy s actions cause harm to the board or division? 5. What part(s) of the VSBA Code of Conduct did Andy violate?
I Love Technology
I Love Technology 1. How has technology changed how your board (and community) communicates? 2. Is there anything wrong or unethical about Andy s actions? 3. How might Andy s actions cause harm to the board or division? 4. What part(s) of the VSBA Code of Conduct did Andy violate?
More Research
More Research 1. What ethical violation did Andy commit? 2. How do his actions affect his fellow board members? 3. Who should remind Andy that he should be prepared for the board meeting and submit questions in advance? 4. What might be a motive of a board member to challenge the superintendent in an open meeting? How might other board members minimize the negative impact? 5. What part(s) of the VSBA Code of Conduct did Andy violate?
Classic Comment
Easing the Transition: What every new board members needs to know about their school system
Norms to Know 1. How the board meeting agenda is developed and by whom. 2. Placing items on the board meeting agenda. 3. Obtaining additional information about board meeting agenda items before the meeting. 4. Obtaining answers to questions about board meeting agenda items before the meeting. 5. Alerting the board chair of the desire to speak on a particular agenda item.
Norms to Know 6. Introducing new ideas for the board s consideration. 7. Responding to staff or community complaints or concerns at board meetings. 8. Communications between and among the board, board members and the superintendent. 9. Communications between the board and staff members. 10. Responding to community or staff complaints or concerns outside of board meetings.
Norms to Know 11. Responding to media inquiries. 12. Use of social media. 13. Board member participation on system committees and in division activities. 14. When and how the board conducts a self-evaluation. 15. When and how the board evaluates the superintendent.

Responsive Reading
When you learn information in closed session. I promise that I will not compromise the confidentiality of closed sessions. I will not divulge information discussed during closed sessions, nor shall I distribute confidential materials received in those meetings. As a board member, I will strive to ensure that issues discussed in closed session meet the criteria defined by the law. I recognize that this is my ethical responsibility.
When a staff member or citizen bypasses the chain of communication and brings a school problem directly to you. This situation could end up requiring board action, and if I am involved in it at this level, I will be unable to act on it as a member of the board because it could be a violation of due process. All concerns or issues brought to my attention must go through the proper channels.
When you ve lost a hard-fought battle and disagree with the board s decision. I am bound to the decision of the board. I promise I will respect the outcome of the vote and the will of the board, and will not undermine the credibility of the board by criticizing the decision of the majority. I recognize that this is my ethical responsibility.
Classic Comment It took me several years to learn that effective boardsmanship means being able to hold the minority viewpoint when voting; then openly supporting the majority vote in my community. It is the will of the board, not the will of an individual.
Difficult Things to Learn
Ways to Grow & Learn
Final Advice for the Road The campaign is over finally! Have courage Don t be afraid to ask questions Don t focus on single issues you are there for all students Keep a sense of humor and an open mind Be patient including with yourself You are a board member 24/7 Advocate for your school division Rely on your fellow board members they ve all been new Respect other s skills, attitudes, and experience You are part of a team you can t get things done alone The will of the board
