3 Introduction Teachers/tutors are asked to read this section to understand the structure of the assessment for this unit as illustrated in this sample assessment. This information will not appear in the text of the live assessments. The key purpose of this assessment is for learners to research and analyse commercial and financial information, producing a written analysis and report on business development within a travel and tourism context. This task has a Part A and a Part B. This assessment will be offered twice a year in a formally supervised session of 3 hours during the two-day period timetabled by Pearson. The timing of the assessment preparation is over 6 hours of monitored preparation sessions within the two week period scheduled by Pearson. Monitored preparation is provided for learners to produce materials that are used in any formally supervised session. This includes notes as specified in the sample assessment. Monitored sessions are where learners are being directly observed. They may have access to the internet and use of appropriate resources. Learners are working independently and teachers/tutors will be able to authenticate that the outcomes for formal assessment meet the requirements and are authentic. At the end of the monitored preparation, the centre will retain their research notes which will be provided to learners during the formal supervised assessment. After the assessment, the notes will be retained by the centre and may be requested by Pearson during the marking process. For this assessment, the monitored preparation session(s) allows learners to analyse and summarise contextual information from relevant sources. This can include activities such as identifying valuable sources of information, carrying out secondary research relating to business analysis and development within a travel and tourism context and reviewing business case studies and business plans. Centres need to make provision for this research using scheduled lessons and ensure that learners have access to information and equipment that may be required. Learners should be working independently rather than being taught or directed. No materials are allowed out of the monitored research period. Within the monitored preparation sessions, learners can prepare summary notes of their research to take into the formal supervised assessment session. This must be a maximum of three sides of A4 notes which includes bullet points, quotes from the research and any references to specific sources. The assessment evidence submitted to Pearson is a word processed document containing written responses to two activities. The assessment evidence is produced under full formal supervision of 3 hours to ensure that learner work is authentic and that all learners have had the same assessment opportunity. The formal supervision takes place in a timetabled session specified by Pearson. Formal supervision is the equivalent of examination conditions. Learners must work independently, cannot work with other learners, cannot talk about their work to other learners and will only be able to access the materials specified in the assessment. Part A is given to learners two weeks before Part B is scheduled. Learners will spend six hours on Part A. Part A must be given to learners on the specified date so that learners can prepare in the way directed. Part A is specific to each series and this material must only be issued to learners who have been entered to undertake the task in that series. 6 Instructions to Teachers/Tutors Centres should refer to the ICEA document for full information on the correct conduct of monitored and formally supervised assessment. This set task has a preparatory period. Part A sets out how learners should prepare for the completion of the task under supervised conditions. Part A is given to learners two weeks before Part B is taken under formal supervision as scheduled by Pearson. Part A must be given to learners on the specified date so that learners can carry out monitored independent research in response to the information given in Part A. Part B contains unseen material and is issued to learners at the start of the specified formal supervised assessment session as timetabled by Pearson. Learners should be monitored in six scheduled hours provided by the centre for learners to read Part A, carry out their research and compile their notes for the Part B Assessment. During this time they may have access to: the internet, books, magazines, brochures, journals, case studies, class notes and notes from visiting subject experts or guest speakers. Learners must work independently and must not be given guidance or feedback on the completion of the preparatory work. Learners must not prepare potential responses. Only notes/outcomes produced in monitored sessions may be used during the formal supervised assessment. Learners notes are the outcome of independent preparation and support learners in responding to the additional information and activities presented in Part B. 7 The notes must be hard copies and can be handwritten or word processed. If word processed, the font size must be 12 points minimum. Part B is completed under formal supervision. The supervised assessment uses the Part B booklet. Learners will need to complete their activities for the set task using a computer. The supervised assessment will take place in a two-day period specified by Pearson. Centres should schedule all learners at the same time or supervise cohorts to ensure there is no opportunity for collusion. Teachers/tutors should note that: Learners should not be given any direct guidance or prepared materials Learners should not be given any support in writing or editing notes All work must be completed independently by the learner Learners notes produced under monitored conditions must be checked to ensure that they comply with the limitations Learners notes should be retained by the centre between the monitored sessions and the formal supervised assessment. In Part B you will be asked to carry out specific (written) activities using the information in this Part A booklet, further information related to the case study and your own research on this topic. You will complete Part B under supervised conditions. Set Task Information In the set task, the context is that you are a business consultant working in the travel and tourism sector. There will be two activities relating to this context in the Part B formal assessment: Activity 1: analysis of a travel and tourism business using a market analysis tool Activity 2: a business report. 9 Part A of Set Task There will be two activities in the Part B formal assessment. In order to answer both activities in the Part B formal assessment, you must: Read the case study on the Logan Hotel Group Carry out six hours of research under monitored conditions. Read this case study carefully. Current status Case Study: The Logan Hotel Group The Logan Hotel Group (LHG) consists of a small group of luxury family boutique hotels based in the UK. The group has five hotels located in Bath, Oxford, Edinburgh, Chester and Harrogate. The hotel group started in 2005 with one hotel opening in Chester. This hotel quickly became popular and successful. It offers luxury bedroom suites with space for cots and child-sized single beds. Other products and services include a swimming pool, spa treatments and a choice of a brasserie or a more formal dining experience in the main restaurant. The hotel also operates a children s club staffed by qualified nannies that is open from a.m. to p.m. This winning concept of offering luxury breaks for the whole family brought rapid financial success. Expansion swiftly followed with the four additional hotels opening between 2006 and Each one offers the same products and services as the original Chester hotel. The Logan Hotel Group operates as a private limited company with its head office in Chester. Each hotel in the group recruits its own staff and these range from permanent to seasonal staff, and those on zero-hours contracts are mainly students working at weekends. It is easier to recruit staff in the larger university cities than in the smaller market towns. Harrogate has proved the most difficult area to recruit staff whereas Chester has a number of large conurbations close by. The head office staff consists of the managing director and the finance director. Individual hotel managers are responsible for human resources, staff training and the general operations of the hotel. 10 LHG keeps a database of its past customers so that it can send out a newsletter giving details on deals and any new services being offered by the group. Bookings can be made either by contacting the individual hotels directly or through the hotel group s website, which solely operates in the English language. The website is updated regularly to reflect offers and any special packages such as Christmas breaks. Virtual tours of each hotels are offered on the website, so that potential customers can get an appreciation of the standard of accommodation and services offered. LHG advertises in parenting magazines and broadsheet weekend newspapers. It tends to advertise to attract families during its peak short-break seasons of February to May and October to November. Prices are charged at peak and off-peak rates according to the season of booking. Suites start at 300 per night, including breakfast in low season, rising to over 1000 for the larger suites in the peak short-break season. LHG attracts mainly UK families with children under the age of eight, travelling for short leisure breaks. These families tend to travel by car. LHG is seen as a premium operator of professionally staffed children s clubs combined with luxury for adults, which is proving to be a unique selling point. 12 Online review sites are generally very favourable although, increasingly, loyal customers have asked the hotel group to consider different types of destination. In response to these requests, the managing director is considering two locations for expansion: Dublin in Ireland and Pula in Croatia. Centres should schedule all learners in the same sessions if possible and must release Part B to individual learners only for their scheduled sessions. Part B set task requires learners to apply understanding gained through research within the context. Learners should bring in notes as defined in Part A. The teacher/invigilator needs to ensure that notes comply with the requirements. Learners must complete the set task on a computer using word processing software. Learners must save their work regularly and ensure that all materials can be identified as their work. A calculator may be used. The set task is a formal external assessment and must be conducted with reference to the instructions in this task booklet and the Information for Conducting External Assessments (ICEA) document to ensure that the supervised assessment is conducted correctly and that learners submit evidence that is their own work. Learners must not bring anything into the supervised environment or take anything out without your approval. Centres are responsible for putting in place appropriate checks to ensure that only permitted material is introduced into the supervised environment. 18 Part B Set Task Information Future Expansion of the Logan Hotel Group The destinations being considered Both Dublin (Republic of Ireland) and Pula (Croatia) are members of the EU. Ireland uses the euro as its currency and Croatia uses the Kuna. Currency exchange rates (as at February 2017) o GBP is equal to 1.20 o GBP is equal to 9.00 Kuna. These exchange rates have been volatile over the last few years and are likely to remain so in the near future. Wage costs Average wages in the Republic of Ireland are 8% lower than in the UK. The cost of most products, including food, transport and rent, is around 5.5% higher than in the UK. Average wages in Croatia are 240% lower than in the UK. The cost of most products, including food, transport and rent, is around 75% lower than in the UK. The proposals LHG is considering Proposal 1: Dublin, Republic of Ireland If LHG decides to expand into Dublin, the new hotel will offer the same facilities as those that already exist in the British hotels. LHG expects that most customers will be families with small children looking for short to medium breaks between two and four nights. Proposal 2: Pula, Croatia If LHG decides to expand into Pula, this is expected to enable the group to offer new types of holiday other than the short breaks offered in the British hotels. This new hotel will still have the same facilities for families with small children as the other hotels. However, as LHG anticipates acquiring a property by the coast, it will offer water sports with tuition for both adults and teenagers. There will also be a den offering computer games, soft drinks, a pool table and table tennis. LHG also anticipates that expansion into Pula will mean that its customers will stay for one or two weeks rather than for short breaks. Therefore, it is considering offering a range of accommodation options, including an all-inclusive rate to include all drinks, snacks and meals, as well as more flexible bed-andbreakfast and half-board rates. 19 Additional Information Transportation LHG knows that most of its customers use their own cars to travel to the different hotels. Expanding to countries other than the UK means transportation may be an issue for its current customer base. LHG is therefore considering approaching transport operators to see whether they can: negotiate special rates that customers can use put together packages consisting of transportation, accommodation and transfers by working in partnership with airlines, ferry operators and coach companies. Marketing LHG realises that its marketing will need to be altered to attract its existing customer base to consider longer holiday breaks. It is also going to ask an external marketing company to help identify and promote to other potential customers types who could be attracted to either of their new proposals. Recruiting staff LHG anticipates recruiting hotel managers for Dublin or Pula from its UK staff. It wants to transfer an appropriate candidate for up to a year to their country of choice. The candidate will set up the running of the new hotel and train the staff, who will be recruited locally. The reason for doing this is that UK staff have been trained in the values of the LHG group, and LHG wants to ensure these values are consistently applied in all of its hotels. For either proposal, LHG will recruit an HR manager to be based in the head office with the managing director and finance director. The HR manager will understand the employment laws in other EU countries and will know the procedure for processing payments in different countries. The HR manager will assist the new hotel manager in the recruitment process, including advertising posts, shortlisting candidates and interviewing candidates. Examiners must mark the first learner in exactly the same way as they mark the last. Mark grids should be applied positively. Learners must be rewarded for what they have shown they can do rather than be penalised for omissions Examiners should mark according to the mark grid, not according to their perception of where the grade boundaries may lie. All marks on the mark grid should be used appropriately. All the marks on the mark grid are designed to be awarded. Examiners should always award full marks if deserved. Examiners should also be prepared to award zero marks, if the learner s response is not rewardable according to the mark grid. Where judgement is required, a mark grid will provide the principles by which marks will be awarded. When examiners are in doubt regarding the application of the mark grid to a learner s response, a senior examiner should be consulted. Specific marking guidance The mark grids have been designed to assess learners work holistically. Rows in the grids identify the assessment focus/outcome being targeted. When using a mark grid, the best fit approach should be used. Examiners should first make a holistic judgement on which band most closely matches the learner s response and place it within that band. Learners will be placed in the band that best describes their answer. The mark awarded within the band will be decided based on the quality of the answer in response to the assessment focus/outcome and will be modified according to how securely all bullet points are displayed at that band. Marks will be awarded towards the top or bottom of that band depending on how they have evidenced each of the descriptor bullet points.
