3 SECTION 1 INTRODUCTION 1.1 Title Request for Proposals ( RFP ) for an expansion in current Oracle EBS R12, being run in Peoples Steel Mills Ltd, hereinafter called PSM, through implementation of Oracle Multi-Organization Setup. 1.2 Overview of Request This RFP is being issued by PSM in anticipation of receiving proposals from all qualified firms, consultation service providers who wish to be a participant and be considered as a vendor to provide professional services as mentioned in Section 3 - Scope of Services. Currently, in People Steel Mills, Oracle EBS R12 is in place and being run as follows: 1. P2P cycle (Modules: Oracle Purchasing, Inventory, AP,GL) 2. O2C cycle (Modules: Order Management, AR, GL) 3. HRMS (Core HR) 4. Payroll 5. LCM 6. Fixed Assets Recently, an independent business unit has been added which will be operated as a Separate Business Entity. The proposed business entity will have its own business automation system. Oracle EBS R12 using Multi Organization implementation setup would be an excellent and cost effective solution that would cater our requirements. PSM seeks services of a qualified firm who can seamlessly transform our existing single instance deployment of Oracle EBS R12.0 into Multi Organization structure based on common backend resources. 5 Hardware Infrastructure EBS is using two-tier server architecture for EBS R 12. 6 SECTION 2 PROPOSAL CONTENT REQUIREMENTS 2.1 General Instructions. To facilitate the timely evaluation of proposals, a standard format for proposal submission has been developed and is documented in this section. All Respondents are required to format their proposals in a manner consistent with the guidelines described below. A complete proposal will include the following: Hard copy submission of a transmittal letter (with the information in Section 2.2 of this RFP). Hard copy submission of a business proposal. 2.2 Transmittal Letter The transmittal letter must be in the form of a letter and address the following topics: Identification of RFP The transmittal letter must first identify the RFP title and number Identification of Vendor/Service Provider The transmittal letter must identify the following information: Respondent Name Complete Street Address Phone(Landline & Cell phone) Website Address (URL) [PSM s RFP Oracle EBS MO Setup] Page 4

7 2.3 Proposal Requirements Proposals must offer PSM a complete solution to meet all of its conditions and requirements, as listed in this Request for Proposal. The Proposal must cover technical and financial aspects separately. The Proposal will be submitted in sealed envelope and clearly marked Technical Proposal Technical proposals shall contain firm/company profile, including experience in related field, technical staff professional capabilities, project completed & major clients list. The Bidder shall provide a detailed project approach and methodology that shall cover project implementation/management plan along with time lines. The Bidder shall provide a copy of the certification / license issued to it by Oracle to demonstrate that it is duly authorized by Oracle to provide the ERP Solutions and training services as per client s requirements. The Bidder shall provide a list of the proposed staff that will be working on this project along with their roles, responsibilities and qualification/experience. The solution must have complete documentation including Flow Charts, System / Process Flow Charts, User Manuals /Guide and others documentations if any. The proposal shall provide complete details of any changes/modifications to be made in existing hardware architecture for successful project implementation. 8 2.3.1 Financial Proposal The financial proposal should include all costs to be incurred by PSM for the intended implementation & post implementation users training. The cost of the implementation and training should be mentioned in the proposal. A bank draft equal to 2% of the Total Bid Value should accompany the bid (inclusive GST if applicable) as part of financial proposal as earnest money drawn in favor of Peoples Steel Mills Ltd. The bid shall not be considered without earnest money. All costs must be inclusive of all applicable taxes. 2.4 Proposal Evaluation Proposals will be evaluated based upon the ability of the bidder/respondent to satisfy the requirements in an efficient and cost-effective manner. Specific criteria include: Fulfilling the requirements set forth in the RFP Technical knowledge, skills, and other competencies Relevant experience of similar successful implementation of Oracle EBS R12 with specific to Multi Organization-MO setup. Proposers will be evaluated on proposed team member s depth of experience with Oracle EBS R12 implementation. Proposed project methodology & approach. Proposed costs will be evaluated as to whether they are necessary, reasonable and consistent with PSM requirements and overall competitiveness. PSM, at its sole discretion, reserves the right to reject (without any compensation and without incurring any liability to the effected bidders) any and all proposals in part or in entirety received after the stipulated bid closing date as well as any proposals which do not comply with the requirements of this RFP without assigning any reason. 9 2.5 Terms of Payment This section contains the payment schedule associated with milestones defined for the project. Proposals received after this deadline will be rejected and returned to the Bidder unopened. 10 2.7 General Terms and Conditions Following general terms & conditions apply to this RFP: Only authorized & registered Oracle partner, etc. can participate (documentary proof is mandatory). Proposal shall remain valid for a period of 90 days from the opening date of the proposal. However, validity could be extended with mutual consent of the parties. Bids are liable to be rejected if; they are not conforming the terms, conditions and specifications stipulated in this RFP. The PSM reserves the right to accept/reject wholly or partially any bid without assigning any reason at any stage of the tender process. The successful bidder will sign a Service Level Agreement (SLA) with PSM Covering all the required services. Successful bidder will have to submit Performance Bond in the shape of Bank Guarantee issued by a scheduled bank equivalent to 10% of the contract amount. 11 SECTION 3 SCOPE OF SERVICES This section defines the Scope of Services desired for the implementation of Oracle EBS R12 in Multi Organization as defined earlier. The selected firm will provide services for the implementation of Oracle EBS that would be using multi organizational features and should be based upon AIM methodology. Vendor will perform all work required to achieve the objectives as outlined within this RFP. 3.1 Anticipated Oracle EBS Environment After successful implementation the desired Oracle EBS business environment would be: Multi-org (MO) structure with two (2) defined organizations; New Business entity would be using approximately 25nodes/accounts; All existing interfaces and customizations will remain operational; Information available using current reports will be available within new environment; Existing Discoverer and ODBC reports must be updated to reflect new table structures; Existing approval hierarchies will be retained as part of the upgrade/intended system Data archival should be provided for. The vendor should also mention if there will be any extra charges expected from Oracle. 3.2 Scope of Services The Scope of Work under this Agreement includes the following specific tasks: Conduct an assessment of the existing E-Business Suite including a thorough technical and functional review of all current modules outlining what must be modified and what is recommended or desired. 12 Create a detailed project plan based upon results from initial assessment. Details of proposed significant existing Oracle EBS Set-up changes required e.g. new COA or modification in inventory Org. etc. Implementation of MO by adopting AIM methodology. Restructuring of existing database, define Operating Unit Responsibilities & security rules Run the Multi-Org Setup Validation Report Provide Post-Production support and maintenance for three months following implementation of MO (includes support for problem resolution, interfaces, reporting, application patching, and general maintenance activities) 3.3 Time line The Services shall be rendered and satisfactorily completed in 6 months (with a maximum delay of one month) from date of signing of the SLA document.
