1 1.0 SCOPE: 1.1 This procedure governs the process the Operations and Staffing divisions of the Human Resources Department use to establish salary assignments for classified employees (i.e. those paid on the Guilford County Schools Master Salary Schedule ). The on-line version of the procedure is official. Therefore, all printed versions are unofficial copies. 2.0 RESPONSIBILITY: 2.1 Program Administrator II-Compensation/Classifications 3.0 APPROVAL AUTHORITY: 3.1 Executive Director - Human Resources Operations 4.0 DEFINITIONS: 4.1 Master Salary Schedule This is the local salary schedule on which classified employees are paid. This should not be confused with the Master s Degree Teacher Salary Schedule. ((Refer to Master Salary Schedule on the GCS web site under Human Resources) 4.2 Assignment of Classes to Salary Grades This is a list of current classified positions and assigned salary grades. This list also indicates the Fair Labor Standards Act Status (Exempt vs. Non-Exempt) of each position. Exempt positions are exempt from overtime provisions of the act. Non-Exempt positions are subject to overtime provisions. (Refer to Assignment of Classes to Salary Grades under Master Salary Schedule on the GCS web site Overtime and the Fair Labor Standards Act The Fair Labor Standards Act is federal legislation that governs overtime provisions. (The Guilford County Schools overtime provisions are outlined in Section 15 of the Job Classification and Pay Plan under Salary Schedules on the GCS web site PROCEDURE: 5.1 After all pre-employment information for a nominee has been reviewed and it has been determined that the candidate is employable in the position for which they were recommended, the Staffing Specialist completes the pay level and benefits section of the Permit to Fill Vacancy form. 5.2 ly, new employees will be initially placed at the minimum of the pay grade that is appropriate for the position. New employees assigned to the Master Salary Schedule that sufficiently verify previous work experience may receive up to the maximum of the salary range. (For more specific information regarding the rules that govern this process please refer to Job Classification and Pay Plan under Salary Schedules on the GCS web site Experience credit for previous work experience with the Guilford County Schools (or the former Guilford County, Greensboro City, or High Point City Schools) is granted at the time the Permit to Fill Vacancy is processed. 2 5.2.2 If the nominee has relevant previous work experience outside the school district, he/she can request appropriate form from the Benefits or Staffing Office. This form is also available in printable version from the GCS website. The employment letter received by the new employee describes the appropriate process for verifying previous relevant experience It is the employee s responsibility to have verification forms completed by their previous employers and returned to the Human Resources Operations Office. 5.3 After the experience has been reviewed and a salary determination is made by the Program Administrator II-Compensation/Classifications, the employee is notified in writing via the Classified Pay Step Resolution (HUM-F030) of the results of the review including salary adjustment and effective date, if applicable. 5.4 s may appeal the results of this review. The first contact in this appeal process should be to the Human Resources Operations Office to make sure there is a clear understanding of the experience criteria and salary administration process. If this does not resolve the issue, then a Salary Appeals Process is outlined in Section 18 of the Job Classification and Pay Plan under Salary Schedules on the GCS web site ly, employees assigned to the Master Salary Schedule will advance one step on the assigned salary grade for completion of each year of satisfactory service until he/she reaches the maximum of the salary range. (Refer to Section 7 of the Job Classification and Pay Plan under Salary Schedules on the GCS web site Pay rates in promotion, demotion, transfer and reclassification are established in accordance with procedures outlined in Section 9 of the Job Classification and Pay Plan under Salary Schedules on the GCS web site Pay rates in salary range revisions are established in accordance with procedures outlined in Section 10 of the Job Classification and Pay Plan under Salary Schedules on the GCS web site s compensated on the Master Salary Schedule holding certification levels beyond the master s degree receive an additional $126 per month for State-certified Six- Year degree license or an additional $253 per month for a State-certified doctoral degree license. These must be specifically related to the employee s current assignment.
