1 FOI REF: 17/ th December 2017 FREEDOM OF INFORMATION ACT I am responding to your request for information under the Freedom of Information Act. The answers to your specific questions are as follows: Under the FOI act, could you please provide answers to the questions below. Please Note. Question 4 requires you to complete the attached spreadsheet. Please return this in an excel format. 1. Total non-mandatory training budget 17/18 The Trust s budget set by Health Education England London and the South East for 2017/18 was 155,825. This is funding which comes to the Trust for all training. 2. Total non-mandatory training spend 16/17, split by a. Leadership and Development b. CPD c. Other (please specify) *Please include spend even if delivered in-house, costs incurred from delivering training in-house (for example, cost of trainers, resources etc.) To obtain the level of detail requested in Question 2 would require a manual review of invoices because this information is not held centrally. Section 12(1) of the Act allows a public authority to refuse to comply with a request for information if the authority estimates that the cost of compliance would exceed the appropriate limit, as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (the Regulations). These state that this cost limit is 450 for public authorities which are not part of central government or the armed forces. The costs are calculated at 25 per hour per person regardless of the rate of pay, which means that the limit will be exceeded if the work involved would exceed 18 hours. The Trust estimates that the cost of complying with this request would significantly exceed the above limit. We can however confirm that the total budget reported in Question 1 is used to provide the training in Question 2.
2 3. Apprenticeship Levy a. From the organisations contributions to the Apprenticeship Levy, how much funding has the organisation had access to spend on apprenticeship training in 16/17? Note: Subsequently advised this should be for the period 2017/18. Since May 2017 the Trust has received 691, through the Apprenticeship Levy to spend on apprenticeship training for the 2017/18 financial year. b. Of the amount accessible to the organisation, how much of the funding remains? Clarification was sought in respect of Question 3b and whether how much of the funding remains refers to how much of the levy remains? The following response was received: I can confirm that the question is referring to the remaining apprenticeship levy fund. The whole of Question 3 is with regards to the apprenticeship levy. Also please note with regards to Question 3, all answers should be in relation to the financial year 2017/18 and not 2016/ , of the Apprenticeship Levy funding remains as at 12 th December c. Please list the training provider(s) used to deliver the organisations apprenticeship levy training in 16/17. Note: Subsequently advised this should be for the period 2017/18. The Trust uses Rewards, Sussex Coast College, Buttercups, Mid Kent College, Qube, Runway, Greater Brighton Metropolitan College, Dynamic Training, Sussex Downs College, Plumpton College and Open University (starting February 2018). d. Please detail each of the types of apprenticeships agreed to be delivered by the training provider(s), including a module breakdown Please see the attached document and note that to provide a detailed module breakdown would require a manual review of all training provided. The Trust estimates that the cost of complying with this request would significantly exceed the above limit. e. Cost of each of the apprenticeships engaged with in 16/17 Please see the attached document.
3 4. Please fill in the attached spreadsheet for all HR non-mandatory training the organisation has engaged with in the last 12 months. Please see the attached excel spreadsheet. 5. Who is responsible for the procurement of external non-mandatory training? a. Name Glyn Freeman b. Job Title/Department Head of Procurement 6. ESR OLM a. Does the trust use ESR OLM? Yes it does. b. What % of the workforce have successfully completed at least one (national or local) e-learning course within the previous 3 months to September 6%. If I can be of any further assistance, please do not hesitate to contact me. Should you be dissatisfied with the Trust s response to your request, please write to Lynette Wells, Director of Corporate Affairs, East Sussex Healthcare NHS Trust (lynette.wells2@nhs.net) quoting the above reference. Yours sincerely Jo Shoesmith Freedom of Information Manager
