1 HUBUNGAN ANTARA IKLIM KESELAMATAN DENGAN PERILAKU KESELAMATAN Amirah Alisha Tan Ridhwan Tan Fakulti Pengurusan Universiti Teknologi Malaysia Fadilah Zaini Fakulti Pengurusan Universiti Teknologi Malaysia ABSTRAK Pada tahun 2010, kerajaan telah mensasarkan penurunan kadar kemalangan pekerjaan sebanyak 20 peratus pada tahun Namun, statistik kemalangan mencatatkan peningkatan sebanyak 8.9 peratus sejak Fokus penyelidikan akan diberikan kepada industri kecil dan sederhana kerana kumpulan indutri ini menyumbang hampir 90% kadar kemalangan, iaitu iaitu 30% hingga 50% lebih tinggi berbanding firma bersaiz besar. Penyelidikan ini bertujuan mengenalpasti hubungan antara iklim keselamatan dengan perilaku keselamatan. Penyelidikan ini juga bertujuan mengenalpasti faktor iklim keselamatan yang paling mempengaruhi perilaku keselamatan. Sampel kajian merangkumi 391 orang operator yang bekerja di 9 buah industri kecil dan sederhana. Hasil kajian menunjukkan iklim keselamatan berhubungan secara positif dengan perilaku keselamatan. Seterusnya, faktor sokongan rakan sekerja didapati merupakan faktor yang paling mempengaruhi perilaku keselamatan. Penyelidikan generasi pertama memfokuskan penyelidikan terhadap aspek teknikal yang dilihat daripada sudut bidang kejuruteraan yang melibatkan perkara seperti perolehan mesin, rekabentuk mesin, penyelenggaraan mesin dan protokol kerja selamat (Mullen, 2004; Kementerian Kesihatan Malaysia, 2008). Namun, trend kemerosotan ini memberi isyarat kepada dunia penyelidikan bahawa terdapat aspek lain yang perlu diawasi selain daripada aspek teknikal. Oleh itu, berlaku perubahan di mana penyelidik mula memberikan perhatian kepada aspek persekitaran kerja (Zohar, 2010). 2. Pernyataan Masalah Penyelidikan semasa memfokuskan pada industri kecil dan sederhana (SME) dalam sektor pembuatan di Malaysia. Perkara ini kerana kumpulan industri ini mencatatkan bilangan sebanyak 645,136 dan menyumbang sebanyak 97.3% kepada industri negara (Laporan Tahunan IKS, 2016). Iklim keselamatan diberi perhatian kerana perkaitanya dengan perilaku keselamatan (Liu et al., 2015). Pengukuran iklim keselamatan diwakili oleh pelbagai faktor dan faktor komitmen pihak pengurusan merupakan faktor terpenting dalam meramalkan keselamatan (Flin et al., 2006; Christian et al., 2009; Clarke, 2010; Bosak et al., 2012). Faktor pihak pengurusan diberi tumpuan kerana peranannya sebagai pemimpin (Hong et al., 2016). Tambahan, komitmen pihak pengurusan merupakan faktor yang paling berpengaruh dalam sektor pembuatan di Malaysia berbanding faktor Malaysia. Organized by 180
2 lain (Bahari dan Clarke, 2013). Penyelidikan ini merangkumkan faktor ini kerana kadar kemalangan di Malaysia pada sektor pembuatan masih berada pada tahap yang tinggi walaupun penekanan telah diberikan. Seterusnya, sokongan penyelia diberi perhatian kerana mampu meningkatkan perilaku keselamatan pekerja menerusi galakkan berkelakuan secara selamat kepada pekerja (Liu et al., 2015). Penyelidikan yang dijalankan di Malaysia menunjukkan sokongan penyelia sangat penting dalam mengawal perilaku keselamatan pekerja (Nor Azma et al., 2013; Puah et al., 2016). Hal ini kerana ketika berlakunya masalah keselamatan, pekerja cenderung melaporkannya kepada penyelia berbanding pihak pengurusan (Kouabenan et al., 2015). Kekurangan sokongan penyelia menyebabkan pekerja memilih untuk berdiam diri daripada mengutarakan isu keselamatan yang dikesan ketika bekerja (Tucker et al., 2008). Tidak ketinggalan, sokongan rakan sekerja perlu diberikan perhatian kerana Pekerja cenderung untuk meniru perilaku rakan sekerja (Burt et al., 2008). Tambahan, rakan sekerja merupakan golongan yang paling kerap berinteraksi dengan pekerja berdasarkan tanggapan pemilikan status sosial yang setaraf dan merupakan pembimbing di sisi semasa melaksanakan tugasan (Chiaburu dan Harrison, 2008; Brondino et al., 2012). Malangnya, kebanyakan kajian tidak memberi perhatian kepada sokongan rakan sekerja (Brondino et al., 2012). Penyelidikan di Malaysia juga turut kurang memberi perhatian kepada faktor sokongan rakan sekerja terutama dalam sektor pembuatan. Justeru, penyelidikan ini akan meliputi faktor ini bagi menjelaskan kesannya terhadap perilaku keselamatan. Permasalahan seterusnya yang menarik perhatian penyelidik adalah perilaku keselamatan pekerja. Penyelidikan lepas menegaskan kepentingan persepsi persekitaran kerja dalam mempengaruhi tingkah laku manusia (Vinodkumar dan Bhasi., 2010; Al Haadir et al., 2013; Barbaranelli et al., 2015; Liu et al., 2015; Swedler et al., 2015). Penyelidikan tingkah laku keselamatan dikaji kerana 90 peratus insiden kemalangan yang berlaku di tempat kerja adalah berpunca daripadanya (Hildebrandt et al., 2008; Hall et al., 2013; Hon et al., 2013). Tambahan, pekerja cenderung berkelakuan secara berbahaya apabila tahap persepsi iklim keselamatannya rendah dan perkara ini akan meningkatkan risiko kecederaan (Hall et al., 2013). 3. Iklim Keselamatan Iklim keselamatan merupakan tanggapan pekerja terhadap sejauh mana keselamatan diberi keutamaan dalam organisasi tersebut (Zohar, 2010; Huang et al., 2015). Konsep iklim keselamatan mula diperkenalkan oleh Zohar (1980) apabila mendapati persepsi seseorang mudah berubah mengikut peredaran masa dan perubahan ini mempengaruhi kelakuan mereka. Zohar (1980) memfokuskan pada bidang keselamatan dan kesihatan pekerja kerana bidang ini telah banyak mengorbankan nyawa dalam pelbagai sektor. Kajian terdahulu yang lebih memfokuskan pada aspek teknikal telah beralih kepada aspek kemanusiaan terutama dari segi persekitaran sosial disebabkan pengamalan kerja yang berbeza antara individu (Mullen, 2004; Lu dan Yang, 2011). Penyelidikan semasa memfokuskan pada aspek iklim keselamatan psikologikal sebagai ukuran kerana ianya boleh dilaksanakan dengan mudah iaitu melalui pendekatan borang kaji selidik (Shen, 2013). Data yang diperoleh daripada kajian iklim keselamatan dapat memberi perspektif tambahan kepada pihak pengurusan mengenai tahap sistem keselamatan organisasi (Flin et al., 2006). Selain itu, dapatan kajian juga boleh menjadi rujukan bagi mencari penyelesaian kepada masalah yang wujud, menjadi penanda aras bagi program keselamatan di masa hadapan dan menentukan perilaku dalam usaha menyingkirkan bahaya (Shen, 2013). Perilaku Keselamatan Sejak kebelakangan ini, penyelidikan mengenai prestasi keselamatan telah beralih arah dan lebih tertumpu kepada tindakan dan aktiviti yang mampu menjadi pencengah berlakunya insiden kemalangan berbanding langkah-langkah pemulihan selepas berlakunya kemalangan. Perilaku keselamatan merupakan salah satu daripada konsep prestasi keselamatan yang merujuk pada tingkah laku individu yang berkaitan dengan keselamatan (Christian et al., 2009). Tinjauan literatur mendapati bahawa perkembangan faktor perilaku keselamatan adalah daripada tiga jenis sumber, iaitu yang pertama adalah daripada Neal dan Griffin (1997), sumber kedua adalah daripada Cheyne et al. (1998) dan sumber ketiga adalah daripada Burke et al. (2002). Penyelidikan ini akan memfokuskan pada model oleh Neal dan Griffin (1997) yang merangkumi pematuhan keselamatan dan penyertaan keselamatan. Perilaku keselamatan diberi perhatian dalam penyelidikan ini kerana pengawasan keselamatan oleh penyelia merupakan perangsang kepada perilaku keselamatan terutama dari segi pemakaian peralatan keselamatan diri (Liu et al., 2015). Selain itu, pengaruh rakan sekerja juga merupakan faktor yang dapat membantu dalam mewujudkan persekitaran kerja yang lebih selamat (Lombardi et al., 2009). 5. Kerangka Kajian Rajah 1: Kerangka Kajian Kerangka kajian seperti yang dinyatakan dalam Rajah 1 adalah dibina berdasarkan objektif kajian. Objektif kajian bagi penyelidikan ini adalah bagi mengenalpasti hubungan antara iklim keselamatan dengan perilaku keselamatan. Instrumen yang digunakan dalam penyelidikan ini diadaptasi daripada penyelidik Lin et al. (2008), Lu dan Tsai (2010), Vinodkumar dan Bhasi (2010), Fugas et al. (2012), dan Liu et al. (2015). 6. Metodologi 6.1 Persampelan dan Kaedah Pengumpulan Data Penyelidikan ini mensasarkan pekerja daripada lapisan paling bawah dalam struktur organisasi yang bekerja dalam industri pembuatan di Pulau Pinang iaitu pekerja yang berpangkat operator. Sebanyak 9 buah syarikat IKS yang terlibat dalam penyelidikan ini dan jumlah pekerja operator pula adalah seramai 607 orang. Menurut fomula Krejcie dan Morgan (1970), jumlah responden yang diperlukan dalam penyelidikan ini adalah seramai 384 orang. Penyelidikan ini memilih operator kerana golongan ini bekerja dalam kawasan yang mempunyai risiko lebih tinggi berbanding dengan golongan pekerja yang bekerja dalam pejabat. Kaedah pengumpulan data adalah berasaskan borang soal selidik. Analisis penyelidikan ini akan menggunakan perisian Statistical Package for Social Science (SPSS) versi 20 bagi menjalankan analisi faktor dan perisian Analysis Moments of Structure (AMOS) bagi menganalisis hubungan antara pembolehubah. 6.2 Instrumen Kajian Instrumen kajian bagi penyelidikan ini terbahagi kepada empat bahagian utama iaitu bahagian A, B, C dan D. Bahagian A merupakan maklumat demografi responden seperti jantina, umur, status perkahwinan, bangsa, peringkat pengajian dan warganegara yang bertujuan mendapatkan statistik mengenai latar belakang responden. Bahagian B merupakan item bagi iklim keselamatan (15 item) dan ianya diadaptasi daripada Lin et al. (2008), Lu dan Tsai (2010), Vinodkumar dan Bhasi (2010), Fugas et al. (2012), dan Liu et al. (2015). Manakala, bahagian C pula merupakan item bagi perilaku keselamatan (11 item) dan diadaptasi daripada Vinodkumar dan Bhasi (2010), Fugas et al. (2012), Malaysia. Organized by 182
4 dan Liu et al. (2015). Pengadaptasian daripada sumber yang berbeza adalah kerana soal selidik yang disediakan perlu menepati ciri-ciri populasi yang ingin dikaji, iaitu pekerja yang bekerja dalam sektor pembuatan di Malaysia. Hal ini kerana populasi dalam setiap industri itu adalah unik dan tidak boleh digeneralisasikan kepada industri yang lain (Hon et al., 2013). Penyelidikan ini menggunakan skala selang 10 mata kerana skala tersebut menawarkan darjah ketepatan pengukuran yang lebih tinggi berbanding skala 5 atau 7 mata, meningkatkan kepekaan dalam proses pengukuran dan memberi kelebihan dalam mengesan perubahan yang berlaku pada sesuatu faktor (Wittink dan Bayer, 1994). 7. Hasil Kajian dan Perbincangan 7.1 Analisis Kebolehpercayaan Analisis kebolehpercayaan berfungsi bagi memastikan kestabilan instrumen di mana apabila diuji berulang kali, keputusannya adalah tetap sama (Fadilah Ismail, 2014). Ujian Alpha Cronbach menggunakan simbol α sebagai penunjuk nilai perlu memenuhi sekurang-kurangnya nilai 0.6 (Hair et al., 2010; Vinodkumar dan Bhasi, 2010). Analisis kebolehpercayaan menunjukkan iklim keselamatan berada pada nilai antara sehingga Seterusnya, nilai Alpha Cronbach bagi perilaku keselamatan pula adalah sehingga Justeru itu, instrumen kajian ini mempunyai nilai kebolehpercayaan yang sangat baik kerana kesemuanya melebihi Statistik Deskriptif Dapatan kajian menunjukkan kebanyakan responden kajian ini terdiri daripada lelaki, iaitu seramai 338 orang (86.4%) daripada 391 orang. Manakala, hanya 53 orang (13.6%) adalah responden perempuan. Majoriti responden penyelidikan adalah berumur antara 21 hingga 30 tahun (231 orang; 59.1%). Responden yang berumur antara 31 hingga 40 tahun mencatatkan kedua tertinggi iaitu seramai 115 orang (29.4%). Sementara itu, responden yang berumur sekitar 41 hingga 50 tahun adalah 31 orang (7.9%). Responden yang berumur lebih daripada 50 tahun mencatatkan hanya 14 orang sahaja (3.6%). 7.3 Analisis Kajian Bahagian ini akan menyatakan hasil kajian bagi meneliti objektif kajian yang terbentuk iaitu iklim keselamatan mempunyai hubungan yang positif dengan perilaku keselamatan. Dapatan kajian menunjukkan nilai iklim keselamatan dengan perilaku keselamatan adalah berhubungan secara positif (β = 0.755, p < 0.001). Seterusnya, bagi mengenlpasti faktor yang paling mempengaruhi perilaku keselamatan, analisisnya adalah seperti berikut. Kesan faktor komitmen pihak pengurusan terhadap perilaku keselamatan adalah (β = 0.190, p < 0.05). Seterusnya, kesan faktor sokongan penyelia terhadap perilaku keselamatan adalah (β = 0.054, p > 0.05) dan faktor sokongan rakan sekerja mempunyai kesan (β = 0.594, p < 0.001) terhadap perilaku keselamatan. Perkara ini menunjukkan bahawa faktor sokongan rakan sekerja merupakan faktor yang paling memberi kesan terhadap perilaku keselamatan. 8. Kesimpulan Penyelidikan semasa menunjukkan bahawa iklim keselamatan dengan perilaku keselamatan berhubungan secara positif dan signifikan. Hasil kajian juga menunjukkan terdapat perkaitan yang kuat antara iklim keselamatan dengan perilaku keselamatan. Penyelidikan mengenai perkaitan antara iklim keselamatan dengan perilaku keselamatan bukanlah sesuatu yang baru. Oleh itu, penyelidikan semasa dapat memberi sumbangan dengan mengesahakan perhubungan yang wujud antara iklim keselamatan dengan perilaku keselamatan. Objektif seterusnya menyatakan bahawa faktor komitmen pihak pengurusan paling memberi kesan positif terhadap perilaku keselamatan pekerja berbanding dengan faktor sokongan penyelia dan sokongan rakan sekerja. Berdasarkan analisis penyelidikan semasa, walaupun hasil penyelidikan menunjukkan perilaku keselamatan Malaysia. Organized by 183
5 berhubungan secara positif dengan faktor komitmen pihak pengurusan. Namun, bagi membandingkan faktor yang paling mempengaruhi perilaku keselamatan, hasil penyelidikan menunjukkan bahawa sokongan rakan sekerja adalah yang paling kuat dalam mempengaruhi perilaku keselamatan. Perkara ini adalah berbeza dengan kebanyakkan penyelidikan yang mendapati faktor komitmen pihak pengurusan merupakan faktor yang paling berpengaruh terhadap perilaku keselamatan. Kesimpulannya, iklim keselamatan dan perilaku keselamatan mempunyai hubungan yang positif dan berkait antara satu sama lain dengan kukuh. Penyelidikan semasa juga menyimpulkan bahawa faktor sokongan rakan sekerja adalah faktor yang paling berpengaruh terhadap perilaku keselamatan pekerja berbanding faktor komitmen pihak pengurusan dan faktor sokongan penyelia. Penelitian lebih lanjut mendapati rakan sekerja merupakan golongan yang paling kerap berinteraksi dengan pekerja berdasarkan tanggapan pemilikan status sosial yang setaraf dan merupakan pembimbing di sisi semasa melaksanakan tugasan.
