ORGANIZATION BACKGROUND The Association of State and Provincial Psychology Boards (ASPPB) is the consortium or alliance of the statutorily created psychology licensing boards of all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam, as well as all 10 Canadian provinces. The mission of ASPPB is to support its member boards in fulfilling their responsibility of public protection. The function of licensing boards essentially is two-fold, to assure the public that licensed psychologists are competent to practice by setting entry level standards and assuring the maintenance of competence once licensed, and to discipline those psychologists who engage in professional misconduct. The goal of all licensing boards is to serve the public s interest. In order to fulfill its mission, ASPPB maintains a number of different programs and services. The Examination Program develops and maintains the Examination for Professional Practice in Psychology (EPPP), the licensing exam used by all of the regulatory authorities in the US and Canada. The EPPP assesses the core knowledge necessary for entry level practice in psychology. ASPPB is developing the Part 2 of the EPPP to assess the core skills necessary for entry level practice in psychology. This enhanced EPPP will begin to be used in Additionally, ASPPB develops and maintains the Psychopharmacology Exam for Psychologists (PEP), the exam for prescribing psychologists. ASPPB coordinates joint efforts of boards, facilitates communication among boards and advocates for the advancement of mobility by encouraging board acceptance of a number of programs and services. Each of these on-going projects are efforts to promote consistency and effectiveness in licensure procedures. They include, among others: Psychology Licensure Universal System (PLUS), an online universal licensure application. Certificate of Professional Qualification in Psychology (CPQ) designed to facilitate mobility for individual licensed doctoral psychologists by satisfying relatively minor variations in licensure requirements across jurisdictions 2
3 ASPPB Credentials Bank program designed to serve as an electronic repository of licensure related information such as examination scores, transcripts, internship hours, postdoctoral supervised experience hours and letters of recommendations Interjurisdictional Practice Certificate (IPC) designed to provide psychology licensing boards with better oversight and regulation of psychologists licensed in another jurisdiction wishing to practice psychology on a temporary basis in their jurisdiction without obtaining an additional license. Currently ASPPB is in the process of obtaining jurisdictional legislative support for the Psychology Interjurisdictional Licensure Compact (PSYPACT) to facilitate telehealth and temporary in-person, faceto-face practice of psychology across jurisdictional boundaries. The Board of Directors (BOD) approved the most recent strategic plan in 2016 for the organization which identifies three major initiatives and focal areas: Consistency, Competency, and Organizational Capacity. Consistency refers to efforts by ASPPB to foster consistency in licensing standards among member jurisdictions. Competency refers to providing the most current and accurate methods to assess competency to our member jurisdictions. Organizational Capacity refers to efforts to expand member jurisdiction support and engagement. The Strategic Plan is available in Section VII. Member Jurisdictions: Currently, ASPPB member jurisdictions are made up of the psychology regulatory boards or agencies in all fifty states of the United States, the District of Columbia, the U.S. Virgin Islands, Puerto Rico, Guam and all ten provinces in Canada. Consequently, there are 64 jurisdictions across the United States and Canada that are voting members of ASPPB. Governance: ASPPB is governed by the Board of Directors, which is comprised of seven members. including the President, President-Elect, Past President, three Members-at-Large and a Secretary/Treasurer. The President-Elect is elected annually by the delegates representing the member jurisdictions to serve a term of one year and succeeds to the office of President for the following year, and to the office of Past-President the next succeeding year. The Secretary/Treasurer is elected by the delegates to serve a three-year term. One Member-At-Large is elected annually by the delegates to serve a three-year term. The organization holds two Membership Meetings each year. The ASPPB Annual Meeting of Delegates occurs in October, during which new officers are elected and other business is conducted. The remainder of the three-day meeting is devoted to educational topics involving best practices in professional regulation including examinations, law and professional discipline. Since 1985, ASPPB has sponsored an annual Midyear Meeting which focuses almost exclusively on educational topics that are of interest to board members, board administrators and legal staff, as well as liaisons from other psychology associations and credentialing organizations. 3
4 Central Office: ASPPB s central office is located in Tyrone, Georgia, just south of metro Atlanta. ASPPB s 25-plus staff support the association s mission and strategic plan through many activities. The office is composed of five main program areas. These include the Examination Program, Member Services, Governance Activities, Meetings and Events and Office Administration. The CEO is responsible for the overall management of all programs and services, and is responsible for the day-to-day functioning of the Central Office staff. Budget: ASPPB has an annual budget of approximately $5 million. The revenue is generated through the exam program, mobility programs, federal grants and meeting revenue. ASPPB also has one rental office in Montgomery, AL and currently owns three small office buildings in Tyrone, GA. ASPPB has an investment portfolio which is considered as long -term reserve fund and is currently close to an organizational goal to contain sufficient funds to ma tch the Association s annual budget. The CEO and other senior management personnel develop the annual budget for approval by the BOD, and is responsible to oversee the management and security of the organization s operational and reserve financial resourc es. 4
5 III. JOB ANNOUNCEMENT Please distribute widely. Announcement of the Search for the Position of: CHIEF EXECUTIVE OFFICER (CEO) ASSOCIATION OF STATE AND PROVINCIAL PSYCHOLOGY BOARDS (ASPPB) ASPPB is commencing a search for the position of Chief Executive Officer (CEO) which is the most senior staff position in the Association. ASPPB s administrative offices are located in Tyrone, GA (20 minutes south of the Atlanta airport). The individual selected to serve as ASPPB s CEO will oversee the work of approximately 26 full and part-time employees and is expected to live and work in the Atlanta metropolitan area. The CEO is responsible for managing the day-to-day operations of all aspects of the Association including the recruitment and retention of a dedicated and talented staff. The CEO provides overall management of the human and financial resources and the operational effectiveness of the Association within the boundaries of the approved budget, and congruent with the Policies and Procedures and Strategic Plan established by the Board of Directors. The CEO is responsible to lead all aspects of ASPPB in its mission to support the ASPPB member jurisdictions in fulfilling their mandate of public protection, and its vision to promote consistent standards in regulation that ensure the competent practice of psychology. The CEO serves as the primary spokesperson and liaison for the Association with its member jurisdictions, other psychology organizations, other professional regulatory associations, federal, state and local government agencies, and students/trainees, licensed psychologists and the public. Selection of the CEO is the responsibility of the ASPPB Board of Directors, who are responsible for setting the specific duties and responsibilities and regularly evaluates the CEO s job performance. The Board of Directors is seeking a visionary individual to lead the Association in the years ahead in order to build on the dynamic growth and success experienced in the past. The Board has determined that the CEO must be a licensed psychologist with no record of disciplinary action, who also has a minimum of 10 years of post-licensure experience as a psychologist, and who also possesses significant experience in professional regulation in psychology. The individual must also possess strong written and oral communication skills and a record of successful management experience that would indicate ability to lead a large and multifaceted professional association. 6 IV. KEY RESPONSIBILITIES The essential duties and responsibilities of the Chief Executive Officer are as follows: 1. Implements the plans and objectives of the BOD in coordination with the designated senior management team. 2. Avoids any potential conflicts of interest. The CEO will not take on outside employment or serve as a representative of another organization, paid or unpaid, without the prior approval of the BOD. 3. Oversees the staffing plan of the organization and its implementation within the boundaries of the approved budget and in accordance with the Policies and Procedures and Strategic Plan established by the Board of Directors. Communicates and provides to the BOD for its approval the rationale for changes in the organizational chart, and the budgetary implications associated with such changes. 4. Oversees the development of, and revisions to, job descriptions for the Association's employees. 5. Oversees annual staff job performance evaluations, and conducts the job performance evaluations of the designated senior management team. 6. Provides oversight in the preparation of an annual budget and long range financial plan. Oversees the investment strategy for Association funds. 7. Communicates on a regular basis to the BOD, the Central Office, and the Membership regarding the administrative and financial operations of the Association. 8. Reviews and executes routine contracts on behalf of the Association. 9. Oversees the exam and certification programs including remaining current about, and assuring the implementation of, best practices in test and data base security. 10. Ensures the implementation of best practices in organizational risk management, with timely communication to the BOD regarding any threats to the organization. 11. Ensures the creation and maintenance of data sets and records relevant to the Association and its operation. 12. Participates in the planning and coordination of the Annual and Midyear meetings. 13. Participates in meetings of the BOD, the Finance and Audit Committee, and other committees and/or task forces as directed by the BOD. 14. Ensures staff preparation of the agenda, memoranda, and minutes for meetings of the membership, BOD, and committees/task forces of the Association. 15. Establishes and maintains collaborative relationships with key stakeholders congruent with the mission of ASPPB. This includes frequent travel to represent the organization with key stakeholders and to advance the mission of the Association. 16. Serves as spokesperson for the Association as directed by the Board of Directors or its designee. 17. Participates as the Association's liaison or representative with other professional associations or organizations such as the American Psychological Association (APA), the Canadian Psychological Association (CPA), and the Federation of Associations of Regulatory Boards (FARB). 6

PROFESSIONAL EXPERIENCE/QUALIFICATIONS The CEO must be a licensed psychologist with regulatory experience in psychology, with a minimum of 10 years of post-licensure experience as a psychologist, and no history of disciplinary action taken against his/her license. The ideal candidate for the position of CEO with the Association will have the following attributes: - Proven leadership in the regulation of the profession of psychology. - Demonstrated experience in the management and development of human and financial resources. - Strong written and verbal communication skills. - Demonstrated ability in consensus building and effectively managing and strengthening stakeholder relationships. - Demonstrated skills in project management. - An awareness and understanding of the importance of, and the challenges to, consistency in regulation. - Basic understanding of Information Technology and Security Acknowedgement s will be sent to verify receipt of application. 8 VI. COMPENSATION This position comes with a competitive compensation and benefits package negotiated and established through an employment contract with the Association as approved by the Board of Directors. 8
