4 Programme Timeline 1. CP shall be submitted electronically to the Commission by the MS where the MA is located. (ref. IPA II IR, Art. 34(4)) - First submission : November Commission shall make observations within three months of the date of submission. The Participating Countries shall provide necessary additional information and revise the CP. (ref. IPA II IR, Art.31(3)) - Second submission : May When approving CP, following its formal submission, the Commission has to ensure that any of its observations have been adequately taken into account. (ref. IPA II IR, Art.(31(4)) - CP approval by Com.: August

6 IPA II Thematic Priorities (Annex III of R. 231/2014) Four out of Eight Thematic Priorities selected: a. promoting employment, labour mobility and social and cultural inclusion across borders b. protecting the environment and promoting climate change adaptation and mitigation, risk prevention and management c. promoting sustainable transport and improving public infrastructures d. encouraging tourism and cultural and natural heritage

8 Thematic Priority A: Promoting employment, labour mobility and social and cultural inclusion across borders through, inter alia: integrating cross-border labour markets, including cross-border mobility; joint local employment initiatives; information and advisory services and joint training; gender equality; equal opportunities; integration of immigrants' communities and vulnerable groups; investment in public employment services; and supporting investment in public health and social services Specific Objective 1.1: Create employment opportunities for educated graduates by exploiting comparative advantages of the cross border area, preferably with the use of innovative tools and practices Specific Objective 1.2: Improvement of preventive health care and social services of early childhood and elderly population 8

15 Implementation mode: Shared Management Shared responsibility between MS and EC for protecting EU s financial interest Significant departure from current modalities; - EC responsible for financial management in candidate country - MA responsible for financial management in MS Implications of shared management One Contracting Authority (= Managing Authority) for partners from both countries One Lead Partner signs contract with MA

Main responsibility to certify expenditure and applications for payment before being sent to the Commission. Single Audit Authority. Responsible for verifying the effective functioning of the MCS.
