6 Logic of intervention Perspective of Euromed Free Trade Zone by 2010 Growing young labour force with high unemployment rate The need to reinforce and improve educational capacities of MEDA partners The need for a regional forum to exchange good practices and to increase co-operation between Euromed partners on TVET and LM

7 ETE Project Objective: to support MEDA Partners in the design of relevant technical and vocational education and training policies that can contribute to promote employment through a regional approach Beneficiaries: all MEDA Partners (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey, West Bank & Gaza Strip) Budget: 5 Million Euro Implementing body: European Training Foundation (ETF)

8 ETE Project has 4 components 1. Euromed Forum on TVET for employment 2. Euromed network on TVET for employment 3. Selfemployment and micro enterprise creation for youth 4. Development of elearning for training in ICT and TVET ete.net

9 Component 2: Euromed Network Three sub-components with the following aims: 1. Promotion of the Euromed Observatory function for TVET and Labour Market 2. Production of comparative analysis on TVET and Labour Market issues in MEDA region 3. Production of thematic studies in areas of common interest for decision-makers in the region

10 Component 2: Euromed Network Sub component 2.1. Euromed Observatory function Production of 6 methodological notes on gathering, analysing and disseminating relevant statistical data on TVET and Labour Market Setting up a permanent network and carrying out capacity building activities Development of common documentation and dissemination tools (including key indicators, common on-line database and benchmarking)

11 Sub component 2.1. Euromed Observatory function ETE-MEDA Project team (ETF Management) Monitoring team (Support and advisory role) MED Expert Euromed Observatory network (Capacity building and implementation) 10 countries 3 representatives per country

12 Sub component 2.1. The Monitoring Team Composition Limited number of key experts involved in Labour Market and TVET Duration 1 annual meeting (1 to 2 days) for 3 years. Met September 2005 in Turin Objective Supporting the project team in steering the implementation of MEDA-ETE sub component 2-1 Expected contribution Identification of key indicators (KI) aiming at supporting decision making at regional level Advise on methodological issues to develop and analyse KI Put forward yearly recommendations to the project management team.

13 Sub component 2.1. The MEDA expert network Composition 3 representatives per MEDA country representing the sectors of national statistics, Labour Market and TVET Duration 3 years. 2 meetings a year, one of which will be held in connection with a study visit. Contributions to the work of the network between meetings will be by exchange Objective Build a permanent expert network in charge of developing a standardised and shared approach at regional level, regarding the development and implementation of a consistent set of indicators, with a view to providing a base for analyses geared to policy implementation

The MEDA expert network Expected contribution Act as national teams in charge of discussing and implementing methodologies agreed upon within the project Become agent of changes in their own institutions and corresponding country networks Directly contribute to the development of a common database Report yearly to the ETE-MEDA forum about the achievements of the project both in their countries and at regional level Initiate long lasting networks with peers from MEDA and EU countries Maintain links to MED-stat and MED-soc and ETF Observatory Functions

15 Sub component 2.1. Objectives of the seminar 1. Set up the Euromed Observatory function network 2. Discuss 2 methodological notes on: Methodology for building indicators for TVET policies (Mr. C. Sauvageot) Key indicators for Governance in TVET (Mr. Oriol Ohms) 3. Advice on themes to be covered by the next methodological notes 4. Agree on basic list of indicators to be collected through this project

16 Sub component 2.1. Next themes Social cohesion and access to TVET Teachers and trainers training Financing of training, TVET and lifelong learning Skills development in the informal sector Vocational guidance Labour market

17 Sub component 2.1. What next in 2006? Conduct second workshop and present initial results of the network to ETE Annual Forum in Turin, 5-7 April 2006 Continue working on the indicators that we agree on Third workshop and second study visit to be held late Tentatively scheduled for early November. The host country will be picked based on the thematic areas to be covered in the next methodological notes
