3 Complexity INSPIRE is complex but when a specific project is being undertaken only a small section of this complexity needs to be used. Data specifications are Too Complex or Too Simple (e.g. to support 3D applications of Cadastre in Spain or 4D geology)? Too harmonised or Not enough harmonised (eg. statistical data)? Too broad or Too Few (e.g. missing specs to support cultural heritage)? Metadata filling is demanding so Metadata elements should be as limited as much as possible Emerging approaches for metadata actualization should be considered
4 Communication There is a need for a MANIFESTO to be used to better communicate benefits to data providers and users Experiences in MS (e.g. Flooding Early Warning system based on INSPIRE SDI) to be used Benefits for data providers should consider the advantages of an Open Data policy from their perspective Which is the INSPIRE Audience? How to communicate and involve nonspatial experts in INSPIRE processes? Clarification is needed on the relation between INSPIRE and egov
5 Leadership Open Questions: How will INSPIRE being maintained after publishing IR? How should data providers being trained for INSPIRE? What are the results of cost-benefit analysis for data providers? Strengthening existing collaboration between thematic networks would streamline development of web services under INSPIRE framework. INSPIRE is an enabler, so not at the forefront of most people s thinking Embed the governance of the Programme into wider governance

8 Potential for growth INSPIRE has the potential to stimulate improvements in spatial planning processes and other cross themes sectors INSPIRE only applies to public authorities? Yes, but many datasets are procured commercially. Private sector therefore has always had a VITAL interest in INSPIRE. We should address the needs/opportunities coming from the inclusion of the private sector Emerging business models (e.g. Sweden) to be considered Regional SDI are important components of NSDI. Without a close coordination at Central/Local level there is an high risk of duplication INSPIRE can provide a framework for wider European policy, extending beyond INSPIRE, where necessary.
9 Jan Jackson perception Lowlights Not well communicated or marketed as it deserves: within Europe, globally & in other domains (industry) Lack of drive & engagement of user community, especially industry. Infrastructure never an easy sell. Legislation and technology don t mix specifications are detailed and the pace of change is great Not enough evidence of tangible success at pan- European level. Lack of structured leadership. Silo d and labyrinthine nature of the EC. Too many initiatives and documents

11 Re-elaboration of IJ final thoughts Make outreach and communication a priority INSPIRE is world-leading but it s still a whisper SDI initiatives are opaque to wider stakeholders Keep it simple Build incrementally, add more functionality and data later Merge some of the many initiatives! It s about people more than technology Make knowledge exchange an explicit INSPIRE/SEIS goal Recognise the diversity of the Communities of Practice, connect them and give them clear leadership! Take full advantage of the unique pan-national scope Add value at a European level
