The society is implementing the Jharkhand Tribal Empowerment and Livelihoods Project (JTELP) with support of International Fund for Agricultural Development (IFAD) and Govt. of Jharkhand in 30 blocks under 14 Tribal Sub Plan Districts of Jharkhand. In pursuance for implementation of the above project, JTDS intends to recruit qualified personnel for vacant post at SPMU. The position for which manpower to be recruited (purely on contractual basis) are District Project Manager, Planning Monitoring and Evaluation Officer, Natural Resources Management Officer, Programme Executive, Finance & Administration Officer, Accountant, Data Entry Operator-cum-Office Assistant & Driver. Coordinating with the District Administration for ensuring convergence with MGNREGS and other government programmes. AWPB preparation for each GS-PEC and also covering activities of FNGO and TSAs and submission to JTDS-SPMU for approval. Supervising field level activities of FNGOs and providing support required from the district administration. Ensuring that the FNGOs comply with the targeting requirements of the project with respect to poverty and gender while selecting beneficiaries for participation in project activities. Releasing funds to the GS-PECs as per the approved AWPB of PECs and based on the administrative sanction by the Deputy Commissioner. Ensuring convergence between project activities and activities of other line departments; (vii) functioning as a focal point to resolve issues faced by GS- PECs and FNGOs with regard to implementation of land and water resource development activities with MGNREGS funding. Reviewing field level activities in collaboration with technical team of TSA and submitting reports to the Deputy Commissioner/SPMU on a regular basis. Overall management of the DPMU as per the directions of SPD and APD including personnel and administrative functions. Submit a compiled report to APD/SPD based on Fact Sheets filed by each staff of DPMU based on their field visits. Ensuring mainstreaming of gender and knowledge management in the activities of district staff, TSAs and FNGOs. Providing technical information to missions such as IFAD and others as and when undertaken. Any other task assigned by the APD/SPD Natural Resources Manageme nt Officers Total-03 Graduate in Agricultural Engineering/ Civil Minimum 3 years Max /- Training the FNGO staff in preparation of Gram Sabha Resource Management and Livelihoods Plan (GSRMLPs). Reviewing GSRMLP of each Gram Sabha.

4 (NRMO) Engineering Graduate in Agricultural Engineering/ Civil Engineering Graduate in Agricultural Engineering/ Civil Engineering Minimum 2 years Max years Max / /- Assisting the FNGO in preparation of detailed plans for natural resource management including in-situ water works and in obtaining administrative and technical sanctions for MGNREGs works. Ensuring that the FNGOs comply with the targeting requirements of the project with respect to poverty and gender while selecting beneficiaries for participation in project activities. Undertaking knowledge management activities related to natural resource management. Facilitating interagency collaboration with the department of agriculture, livestock and soil and water conservation. Collaborate with TSAs to conduct training of FNGO staff including community Facilitators. Supervise natural resource management activities of FNGOs and TSAs Undertaking field visit and preparing a Fact Sheet on project implementation performance and entitlements of the community and submit the same to DPM. Providing technical information to missions such as IFAD and others as and when undertaken. Ensuring mainstreaming of gender and knowledge management in the activities of TSA and FNGO staff. Planning, Monitoring and Evaluation Officers (PMEO) Total-02 PG degree or diploma in RD/RM, PG Degree in Economics, Statistic, Agro Economics (02 years full time Minimum 2 years Max /- Consolidating and finalizing the AWPB and Procurement plan of the district. Collating and analysing district level data, entering into computerised MIS and submission data analysis reports to SPMU and the Deputy Commissioner. Providing input to prepare semi-annual and annual progress reports for submission to IFAD. Undertaking annual outcome surveys and collating data of the survey as required by SPMU. Supporting the agencies engaged for conducting Baseline survey, RIMS baseline, Mid term survey and Project Completion Survey and RIMS final survey to assess the impact of the project.

5 Facilitating FNGOs and PECs to collect information on various Government programmes of the line departments for dissemination. Assisting the Livelihoods and KM Manager to identify success stories and facilitate dissemination of best practices from field level implementation. Any other task assigned by the DPM. Finance and Administrati on Officers (FAO) Total-02 Member of the ICAI (Chartered Accountant)/ ICWAI (Cost Accountant) Minimum 1 years Max /- Data entry of the accounts/ accounting of the DPMU Preparation of monthly expenditure statements of the DPMU Preparation of monthly bank reconciliation statements of the DPMU Release of funds in a timely manner for all activities of Gram Sabhas. Maintaining record of all financial matters related to the district level activities both by category and component. Preparing requests for release of funds from SPMU. Preparing and submitting utilization certificates to settle advances with SPMU. Ensuring that the expenditure is made within the approved budgets and seeking amendments to the AWPB, if needed. Preparing financial statements, ensuring internal and statutory annual audit of the accounts and ensuring compliance to audit observations with regard to district level operation. PG in commerce/ MBA Finance Minimum 5 years Max /- Supervising and inspecting of TSAs, FNGOs and PECs regarding project fund utilization. Ensuring timely settlement of advances. Ensuring that the project funds are deployed to reach the project target group for project activities with particular emphasis on poverty and gender.
