1 Apprenticeship reform and the first Trailblazers In October 2013, the Government announced plans to implement Apprenticeship reform in England in response to Doug Richard s independent Review of Apprenticeships. In future, the government wants all apprenticeships to provide substantial and sustained training that equips apprentices with broad transferable skills and full competence in an occupation. To achieve this ambition, employers will be put in the driving seat of the new apprenticeship system. Employers will be asked to identify the occupations within their sectors that require apprenticeship training, and then design a set of standards and assessment approaches for each of these apprenticeships. To achieve this, employers will need to be supported by professional bodies as the guardians of occupations and professional standards and other interested parties. In many sectors, professional bodies will be able to ensure apprenticeships are both relevant to employers and provide the broad, occupational competence that government wants. New Apprenticeship standards must be short, concise and accessible documents. They must describe the level of skill, knowledge and competency required to do a specific occupation well and operate confidently within the sector. Any new standard must: describe what full competence for a specific occupation means so that, on completion, an apprentice will have the skills, knowledge and confidence to perform the role in any part of the sector be publicly recognised by employers (including small businesses), recognised professional or trade bodies and, where appropriate, higher education institutions (HEIs), as fit for purpose be suitable for small businesses to use to train their apprentices, if necessary with external training contain sufficient content, and be pitched at such a level, that a new entrant to the occupation would find it stretching and need at least one year of training to meet the standard include any skills, and any other requirements, for professional registration if such a system exists in the sector or occupation so that, on completion, a successful apprentice can achieve professional registration Trailblazers Industry and professional body-led partnerships called Trailblazers will develop new apprenticeship standards, with all new standards being required to meet already existing professional registration requirements, for example those in engineering, science and accountancy. The new standards are set to be approved for starts as soon as September Current frameworks will then be phased out with all new apprenticeship starts to be based on the new standards by The new standards Unlike current Apprenticeship frameworks these new standards will not focus on the specific qualifications that the apprentice must take. The emphasis will instead be on the outcomes of the apprentices training. The apprentice will be expected to meet the standard, which specifies what
2 they must know and be able to do and this will be independently assessed at the end of their training. If they meet the standard they will be deemed to be fully competent in that occupation and will receive a graded Apprenticeship award. Reformed Apprenticeships Employer groups define the standard for the occupation Employer groups specify how the apprentice will be assessed Limited delivery rules Graded Apprenticeship Award if fully competent at end of training Outcomes must be mapped to professional registration criteria Government funding direct to employers Emphasis on Apprentice training outcomes Current Apprenticeships SASE defines the framework Qualifications are specified Extensive delivery rules Apprenticeship Certificate on achievement of qualifications No mandated link to professional registration criteria Government funding direct to training provider How will apprentices be assessed? Trailblazer employers will design the high level assessment approach, which will be submitted as an annex to the occupational standard for the Apprenticeship. There is an expectation that two thirds of assessment will be at the end, and will include a synoptic element. Assessment should have both theoretical and practical elements, to test the apprentice against the occupational standard on both knowledge and competency at the end of their programme. Assessment delivery should be by an independent third party. All apprenticeships will need to be graded. The annex to the Apprenticeship standard will outline the split between continual and end-point assessment and broadly identify what methods of assessment will test which elements of the standard. Assessment can use a wide range of methods (practical observations, written tests, online portfolios etc.). An appropriate method will be identified to ensure that employers can be confident in the relevance and rigour of that assessment.
3 Apprenticeship Standard Science Manufacturing Technician V10 This Apprenticeship standard is for employers, training providers and individuals. It reflects employers requirements for the skills, knowledge and behaviours expected from someone to be competent in the job role. Occupation - Science Manufacturing Technician Duration of Apprenticeship - Minimum of 18 months, average of 24 months duration. Role profile Science manufacturing technicians work in a wide range of companies, including chemical, primary and secondary pharmaceutical, biotechnology, formulated products and nuclear manufacturing. They may work in varied conditions including wearing specialist safety equipment, shift work and on sites running 365 day operations. A science manufacturing technician would operate the systems and equipment, involved in production of products across industries and may also use skills relevant to a specialism or specialist context, such as biotechnology, packaging technology, R&D or nuclear manufacturing. Many companies operate under highly regulated conditions and a premium is placed on appropriate attitudes and behaviours to ensure apprentices comply with organisational safety and regulatory requirements. Apprentices will be expected to work both individually and as part of a manufacturing team. The requirements are designed to offer stretch and progression. They will be able to work with minimum supervision, taking responsibility for the quality and accuracy of the work they undertake. They will be proactive in finding solutions to problems and identifying areas for improving their work environment. Occupational Skills & Knowledge Understand the business environment in which the company operates including personal role within the organisation. Understand the internal and external regulatory environment pertinent to the sponsoring company & relevant specialism in which it operates. Demonstrate knowledge of relevant science and technology and its application to the required sector & job role. Work safely in a science manufacturing environment, understanding personal responsibility for Health, Safety and the Environment and principles of risk management. Both independently and within a team, operate a manufacturing batch or continuous process from start-up, through operation to shut-down in line with Standard Operating Procedures (SOPs), understanding the principles of operation. This may include carrying out tasks related to a specialism or specialist context. Control and monitor a process or plant and equipment, effectively, efficiently and securely, and resolve problems or correct abnormal condition. Understand and follow quality procedures to meet the requirements of quality standards relevant to the workplace. Demonstrate oral & written competency in numeracy & literacy pertinent to readiness to work, Complete relevant documentation proficiently including relevant calculations. Demonstrate the required attitudes, behaviours and interpersonal skills associated with the professional workplace; including an ability to communicate effectively within a team, work independently and understand impact of work on others, especially where related to diversity and equality. Participate in continuous performance improvement. The apprentice must achieve a minimum level 2 in English and Mathematics. 4 Apprenticeship Standard Science Manufacturing Technician V10 The detailed specification of the level of skills, knowledge and behaviours required to achieve occupational competence in the development phase of the Apprenticeship is described in the Work Based Learning Guide Science Manufacturing Technician. It also informs the development and specification of qualifications that may be required. The Work Based Learning Guide has been developed by employers and will be maintained to reflect any future changes that are needed to maintain world class levels of quality and ensure that the credibility and consistency of the apprenticeship outcome is maintained. 8 Apprenticeship Standard Laboratory Technician V10 This Apprenticeship standard is for employers, training providers and individuals. It reflects employers requirements for the skills, knowledge and behaviours expected from someone to be competent in the job role. Occupation Laboratory Technician Duration of Apprenticeship - Minimum of 18 months, average of 24 months duration. Role profile Laboratory technicians work in a wide range of organisations, including chemical, primary and secondary pharmaceutical, biotechnology, formulated products and nuclear manufacturing companies; schools, colleges and universities; and analytical science services. A laboratory technician may carry out both routine and one-off laboratory testing and perform a variety of technical support functions across the organisation. They may also use skills relevant to a specialist context, such as R&D, biotechnology or nuclear laboratories. In any context safety and ethicacy is paramount and many companies operate under highly regulated conditions because of the need to control the quality and safety of products, for example medicines. Apprentices will be expected to work both individually and as part of a laboratory team. The requirements are designed to offer stretch and progression. They will be able to work with minimum supervision, taking responsibility for the quality and accuracy of the work that is undertaken. They will be proactive in finding solutions to problems and identifying areas for improving the business. Occupational Skills & Knowledge Understand the business environment in which the company operates including personal role within the organisation. Work safely in a laboratory, maintaining excellent housekeeping whilst following appropriate safety and risk management systems. Demonstrate an understanding and application of quality procedures and regulations to meet the requirements of the organisation. Demonstrate and apply theoretical knowledge of relevant science and technology required for the sector & job role. Be able to prepare for laboratory tasks using the appropriate scientific techniques, procedures and methods. Be able to perform laboratory tasks following any specified methodologies, such as Standard Operating Procedures. Carry out specific tasks related to a specialist context relevant to the employer. Demonstrate technical competence in the use of specified instrumentation and laboratory equipment, including calibration where required. Be able to produce reliable, accurate data and keep accurate records of laboratory work undertaken and results. Be able to analyse, interpret and evaluate data and identify results requiring further investigation seeking advice of senior colleagues as appropriate. Be able to understand and apply simple statistical techniques for data presentation. Be able to communicate scientific information appropriately, including the use of Laboratory Information Management systems, either digital or paper based.
